OWNER’S REPRESENTATIVE FOR AUTOMATION UPGRADES

Owners Representative for Automation Upgrades on T/S Golden Bear

ABSTRACT

Contractor to supply all necessary expertise to support the Maritime Administration (MARAD) as their Owner’s Representative during the Automation Retrofit of the Training Ship Golden Bear (TSGB).

MARAD is soliciting a Request for Quote for professional services to act as an Owner’s Representative to support the upgrades of control and monitoring systems onboard the TSGB. The TSGB is a training ship operated by the California Maritime Academy (CMA) and is owned and maintained by MARAD.

MARAD is intending to separately issue a Request for Quote for design, equipment supply, and installation services to replace the following major control and monitoring systems onboard the TSGB:

• Propulsion control system (PCS), including engine controls, clutch controls, and remote controls.

• Ballast control system (BCS), tank display in English units

• Machinery Alarm and Monitoring Distributed Control System (DCS) including remote I/O stations and the central plant operator interface

MARAD intends to secure the assistance of an owner’s representative to reduce project risk, and ensure that primary project goals are met. Known risks associated with the project include:

• Lack of technical documentation specifying the operation of the propulsion control system, other than the control system logic source code.

• Control system operational problems, especially during maneuvering in and out of port

• Design not compatible with the existing sensors

Broadly stated, the primary project goals include:

• Replace all existing control system hardware, which is largely obsolete, with the current industry standard equipment. New hardware to be supported for a minimum of 15 years. Vendor’s service support capability must be international in the US, Asia, Central and South America and in Europe and Africa

• Replicating functionality of all existing control systems and operator interfaces

• Ensure that the future system is supportable worldwide and insulated from obsolescence to the largest degree possible.

STATEMENT OF WORK

Item No 1---Pre-Construction Planning and Design

The Owner’s Representative pre-construction services shall include the following items. It is anticipated that this will take place during the third and fourth quarters of the 2017 calendar year:

Note: Contractors who have been questioned as to design period of time have stated that it could take as long as 4 months. Owner’s Representative to be available for a minimum of 160 hours during this time period for support and review.

1. Review of MARAD prepared Statement of Work for automation vendor services and equipment for the new automation systems.

2. Review of selected vendor design submittals including project schedules, drawings, termination lists, interface requirements, test procedures, and user manuals.

3. Identify specifications and drawings required to support the selected vendor equipment supply. Work to complete and make submittals to ABS and USCG is not part of this scope of work.

4. Creation and maintenance a technical issue tracking register to highlight specific design concerns brought up by the vendor, Owner, or Owner’s Representative. The register should include a description of the issue, the date identified, the responsible party, the proposed resolution, open/closed status, and the date a remedy is due. This register shall be kept current throughout the pre-construction and construction phases and will be used as a final punch list at the end of the project.

Item No 2---Construction Period

The construction period is anticipated to occur in the first quarter of 2018 and be complete by 1 April 2018. The Owner’s Representative services during the construction period shall include:

1. Attendance at weekly (Thursday aboard ship) production meetings during the construction period, prepare and distribute meeting agenda and meeting minutes

2. Review of vendor document submittals during the construction phase

3. Working with vendor, crew, and third party contractors to resolve technical issues identified during the construction phase.

4. Assisting crew and automation vendor with commissioning efforts

5. Witnessing dock trials and sea trials, developing a written report with results and recommendations following each trial.

6. Dock Trial to be completed prior to March 15, 2018 (A minimum of 40hrs for each person assigned to this effort)

7. Sea trial to be conducted when ship leaves for cruise on approximately April 30, 2018 (A minimum of 24hrs for each person assigned to this effort). This effort is from the CMA Dock in Vallejo to the San Francisco Bay where ship will maneuver for a number of hours and then will be docked from the night.

8. Possible extended Sea trial from San Francisco to Long Beach if time period between Vallejo CMA Dock to San Francisco Dock is not adequate to fine tune the controls. The time period between San Francisco, CA and Long Beach is approximately 24 hours transit time departure to arrival inside the breakwater Long Beach, CA

Item No 3---Post-Construction

After construction is complete the Owner’s Representative shall:

1. Review as-built vendor drawings and documents for accuracy and completeness. (A minimum of 24hrs for this effort)

2. Revise drawings developed by the Owner’s Representative to as-built condition. (A minimum of 24hrs for this effort)

3. Identify vessel record plans that require updating to as-built condition following completion of trials, i.e. electrical power one-line diagram.

Performance of these updates in not part of this scope of work.

(A minimum of 24hrs for this effort)

QUALIFICATIONS

To be technically acceptable, the following skills and experience are required:

• Experience as Owners Representative on at least two large marine automation upgrade projects on vessels of similar size to T/S Golden Bear, including design, analysis, regulatory approval, installation, and modifications to vessel monitoring, alarm, automation, and propulsion systems.

TSGB = 500 ft. long x 72 ft. beam x 30 ft. depth and 380 person capacity

• Direct experience with twin medium speed diesel engine, each fitted with their own clutch and coupled to a common reduction gear to fixed pitch propeller propulsion controls. Including familiarity with the complexities associated with load sharing and maneuvering using this propulsion arrangement.

• Direct experience with the T/S Golden Bear and/or other large training vessels.

The following skills and experience are to be evaluated:

• Direct experience with GE ACCU control architecture and documentation.

• Direct experience with GE Logicmaster 90-30 control hardware, VersaPro PLC programming software, and Cimplicity HMI software.

• New controls will not be acceptable if GE controls are to be used. The new controls must be of a recent design no later than 2016 and be supported for at least 15 years.

• Direct experience with Enterprise engine controls

• Automation Technician who has at least five (5) years of experience with Retrofitting and Commissioning Marine Automation Controls

• Person’s who are to be involved in the project must supply at least two (2) references with contact information for the ships that they have retrofitted of a similar design with two (2) medium speed engines with individual clutches and driving a single shaft with fixed pitch propeller via a common reduction gear.
