The personal air sampling is being conducted for the purpose of establishing asbestos fiber concentrations during normal fleet activities.
The total number of employees to be monitored for the year, conducted on a quarterly basis in the months of September, December, March and June, is sixteen (16); four (4) employees on each of the 4 site visits. Quarterly, personal monitoring will be conducted on fleet personal while performing their routine work tasks in order to determine 8-hour-time weighted averages (TWA). A minimum of two (2) personal breathing zone samples for potential asbestos 8-hour TWA (taken over a full work shift) will be conducted on any given ship. Sampling volume will be sufficient for a detection limit equal to or less than 0.01 fibers/cc. Analysis will be done in accordance with the most current version of NIOSH Method 7400.
All asbestos personal samples (employee exposure monitoring) will be collected following the procedures specified in Appendix A to 29 CFR 1915.1001. The sampling method described in the Appendix represents the elements of the available monitoring methods the most current version of NIOSH Method 7400.
In conducting the asbestos air sampling, determinations of employee exposures shall be made from the breathing zone air samples (i.e. attached on or near the collar or lapel near the worker’s face) that are representative of the 8-hour time-weighted average (TWA).
The airborne monitoring will be conducted in representative areas occupied by fleet employees who are performing work tasks required by their position.
Representative 8-hour TWA employee exposures will be determined on the basis of one or more samples representing full-shift exposure.
Contractor will prepare individual notification letters for each Fleet employee sampled during the quarterly asbestos air monitoring. The letter will contain the results of the employee’s asbestos exposure monitoring performed under this agreement. Suisun Bay Reserve Fleet will receive the letters within 15 calendar days after completion of the quarterly asbestos surveys and asbestos air monitoring. Copies of the employee notification letters, as an appendix, will be attached to the quarterly asbestos surveys and air monitoring report.
Contractor will complete Sampling Data Sheets for the Fleet employees monitored/sampled. Copies of the Sampling Data Sheets, as an appendix, will be attached to the quarterly asbestos surveys and air monitoring report.
CLIN 1.2 – AREA EXPOSURE MONITORING – ABOARD SHIPS
Contractor will conduct quarterly asbestos exposure monitoring of two (2) ships located at the Suisun Bay Reserve Fleet, for a total of eight (8) ships over the year. Monitoring is to be conducted quarterly, in September, December, March and June. Selection of the ships will be based on Fleet work schedules. Samples will be taken from the same ships where employee personal monitoring in CLIN 1.1 is being conducted.
CLIN 1.3 – AREA EXPOSURE MONITORING – ADMINISTRATION BARGE
Air sampling shall be performed annually in the Suisun Bay Reserve Fleet’s Administration Barge (also known as the APL). One (1) air sample will be taken in each of the following areas: Administrative Office, Employee Break Room, two (2) Employee locker rooms, Employees’ washroom, the Supply Room, the Lower Store Room, Mechanic’s Shop, and Engine/Boiler Room, for a total of nine (9) samples. Sampling volume will be sufficient for a detection limit equal to or less than 0.01 fibers/cc. Analysis will be done in accordance with the most current version of NIOSH Method 7400.
Contractor will complete Sampling Data Sheets for the ships monitored/sampled. Copies of the Sampling Data Sheets, as an appendix, will be attached to the Contractors quarterly asbestos surveys and air monitoring report.
All samples will be analyzed by a California licensed asbestos analytical laboratory, participating in the American Industrial Hygiene Association Proficiency Analytical Testing Programs and/or accredited by the American Industrial Hygiene Association (AIHA) for Asbestos Analytical Services. A copy of all laboratory results, along with the Chain of Custody, will be attached to the Contractor’s quarterly asbestos surveys and air monitoring reports.
