About this file
This document is an Amendment (A001) to a Request for Proposal (RFP) for an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple-Award Task Order Contract (MATOC) for Expedited California Road & Bridge Construction, issued by the Federal Highway Administration's Central Federal Lands Highway Division. The solicitation (No. 6982AF25R000003) seeks multiple contractors to perform road and bridge construction projects in rural mountainous or environmentally sensitive areas, with individual task orders anticipated to range from $1,000,000 to $25,000,000. The contract will have a 1-year base period with two 2-year option periods, and a maximum shared capacity value of $250,000,000.
The amendment extends the proposal due date to 10/23/2025 and revises the evaluation criteria for Technical Evaluation Factor 1, which focuses on the prime contractor's recent and relevant experience. Contractors must demonstrate three public agency road construction contracts from the past six years, with at least one contract exceeding $10 million and two contracts exceeding $5 million. Each project must include a minimum of five construction elements (such as roadway reconstruction, bridge construction, and excavation) and two operational elements (like working in rural mountainous terrain or managing traffic control). The government will evaluate submissions to determine if contractors meet the specified requirements.
