About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity related to subsurface pavement investigations on Saddlebag Lake Road in Inyo National Forest, Mono County, California. The Q&A addresses critical technical and procedural details for potential contractors, including permit requirements, boring specifications, and utility location procedures. Key points include: the encroachment permit is for the entire subsurface investigation project (expected to be completed in one day), the permit will be obtained from Mono County with FHWA coordination, and an 8" auger is preferred but a 6" hollow stem auger is acceptable for collecting 5-gallon bucket samples. The driller is responsible for obtaining utility locates using 811 or other services, with FHWA noting minimal utility conflicts along the roadway but potential utilities in the upper parking area requiring careful location identification.

Question Answer

1. Is the encroachment permit fee per boring or for the whole project?

The encroachment permit fee is for the subsurface investigation project.

The subsurface investigation is expected to be completed in one day.

2. Do we pull the permit or FHWA Darin Lockhart? The permit would be from the County of Mono. The driller is required to pull the permit. FHWA can help coordinate with the driller and the County to obtain the permit.

3. Is the permit obtained from forest service or from the County of Mono?

The Inyo Forest Service is aware of the project and FHWA has already coordinated with the Forest Service for the environmental clearances. No additional coordination with the Inyo National Forest is required.

4. It looks like there is 180 days needed to file for permit prior to work. Form SF-299. This is on Inyo National Forest website.

Is this applicable?

Form SF-299 is not applicable for this work.

5. Is 6” hollow stem auger acceptable? An 8” auger is preferred but a 6” hollow stem auger is acceptable. The purpose of the bore hole is to observe the subsurface material and collect 5-gallon bucket samples ( approx 50 lbs) from the borehole material layers, so a larger hole allows for collecting this amount of material.

6. Is term Bentonite/gravel: does it means use either one. Bentonite/gravel means you can use either one. Bentonite or a mix with bentonite is preferred but pea gravel or similar material is acceptable for backfill of boreholes.

7. On Page 9 last paragraph: “The boring locations are marked with white paint in the middle of travel lane”. Who marks the borehole locations?

FHWA will mark the borehole locations and take photos of the locations for use in getting the Utility locates before drilling. Darin Lockhart will mark the borehole locations with white paint and offset wood lath July 9th or 10th.

The driller is responsible for obtaining the utility locates using 811 or other service. Photos will be provided to the driller if necessary to assist with obtaining the utility locates with 811 or other locate service.

There does not appear to be any utility conflicts on the project or utilities adjacent to the roadway. There may be some waterline or utility in the upper area near or in the parking lot. When FHWA is identifying the exact borehole locations care will be taken to avoid possible utility locations.
