Questions and Answers during Advertisement for NV FLAP 400(1), Logandale Trails Access Road
September 11, 2024
Questions Answers 1 After downloading & printing the plans, you have them at 8.5 x 11, can you please change this to 11 x 17 and re-upload for our use as the
8.5 x 11 cannot be read properly?
Posted to SAM.gov
2 Section 107.01, Page E-9, the Contractor can apply for, but cannot procure or comply with all terms of the permit since we do not have the permit prior to bid so we can put the costs in properly. You will need to add a force account item for this item to the bid schedule to handle this. We cannot bid something we don’t have to review first. These permits are getting really bad in our area so we must have them pre-bid to bid properly. This goes for 401, 404, discharge of any kind and any and all permits.
Bid as shown in plans and specs
3 The plans & specifications do not cover final stabilization after the project is complete.
Every square inch of the project that remains dirt at the end of the project must be final stabilized with clean rock, landscape and etc. Your design Engineer must provide this on the plans, NDEP required it to be a design element of the project.
Can you please incorporate this into the bid documents and bid items?
See Sections 625 Seeding, Hydraulic Method and Mulching, Hydraulic Method
4 On Page E-12 of the Specs, Paragraph E & G, how is this work being paid as there are no bid items for E (bird survey) or G (tortoise)?
Page E-15, last paragraph shows end date to be 12/5/25, what is the anticipated start date so we know the duration you are planning for so we can bid properly?
See FP-14 109.05 (b) Indirect payment.
5 After driving the project yesterday, we believe this access road will be unsafe to permit traffic to travel while work is taking place. The way this has to be graded for one, there will be times there won’t even be a road to travel on by the public. The bigger cut slopes will have to be excavated from the top to the bottom and loaded out as we go. Material, rock and etc. will be a fall hazard to the roadway. This road should be closed completely, but definitely during the construction days and opened for the weekends only. The use of the loop parking lot for staging per E-4 of the specs, there will be nowhere for the public to park. Can you please let us know if this is possible?
Bid as shown on plans and specifications.
6 On Page E-4 of the specs, it says we can use the gravel parking lot from 80+00 to 84+00. Is this the big open area on the left? FYI, whatever staging area is used (gravel or loop parking) they will need to be treated for final stabilization, will you be paying for this area(s) to be done through the seed & mulch bid items or if not, how will it be paid?
Per 105.04 “Restore Government-provided storage sites to their original condition”
7 Another question or information on final stabilization.
It appears you want the seed & mulch option, but the two permitting agencies (NDEP/CCDAQ) will not close the permits out until you have 70%+ germination or two years which ever comes first. If you don’t have a watering program you will most likely never get the 70% germination which means the Contractor has to maintain the site for two years. Can you please confirm how you want us to handle this?
Bid as shown in plans and specifications.
8 Can you please clarify on Page E-50 of the SCR’s, paragraph 609.03, form the bed parallel to the finished surface? I don’t see any forming
Refer to Special 609-A for paved ditch details.
on the detail, can you please give us more information on this?
9 Is there right of way adjacent to the project limits or areas within the project limits that can be utilized for the excess material generated from the Roadway Excavation?
We would like to request an extension to the question deadline as well as the bid submission deadline until October 3rd, 2024, to allow time to receive quotes back from qualified subcontractors.
1.) No. Subsection 204.06 Dispose of unsuitable or excess excavation material according to Subsection 204.14 Subsection 204.14 Dispose of unsuitable or excess material according to Subsection 203.05(a). Subsection 203.05(a) Remove from Project. Secure clearances according to Subsection 107.10.
2.) See Amendment A001
10 On the typical plan sheets the asphalt depth is 3” and calls for it to be done in two lift. In the past, Section 403 has allowed for up to 4” in one lift.
This paving job is not only 403, but in some cases very steep and two 1-1/2” lifts will most likely be unachievable as it is tough on the flat grade. Can you please waive the two lift requirement in its entirety or at least in the steep grade areas, anything greater then 3% either way? We have asked this question for years with no success and continually have poor asphalt placement at times. This would be a good job to prove to you 3” in one lift is the better way to go especially in this area.
Bid per the plans.
11 After reviewing the asphalt items: asphalt, primecoat, fogseal and tack coat, we are coming up with quite a bit different quantities, example being the asphalt is closer to 11,000 ton based on the primecoat of 62,500 square yards. Can you please verify these items?
Bid per the plans.
12 You have a bid item 60907-1000 paved ditch, asphalt, but if you look at page E-50 of the SCR’s, paragraph 609.08A, excavation, base and paving is paid under the 204, 301 & 403 bid items. Can you please clarify what this bid item is for?
Subsection 609.08A states “Prepare subgrade according to Section 204. Place aggregate base according to Section 301. Place asphalt according to Section 403.” Payment for this item is made per Measurement section “ When measuring paved ditches, measure the length along the face of the curb. Do not measure asphalt mixture and other work included in the construction of concrete curb or paved ditch.” Per Special 609-A Note 1 “Aggregate base under curb, Paved Waterway, and Paved Ditch, is paid under Aggregate Base. Quantities are included in Surfacing Summaries.”
13 Clarify what the DBE Goals are for this project. This is a FAR-based solicitation so FAR Part 19 governs over the typical Federal Aid project DBE goals. The small business subcontracting goals listed are not cumulative and are based on the percentage of work that is subcontracted out. Small business vendors may qualify for multiple categories. For example, one small business subcontractor may qualify as a SB, SDB, and a WOSB.
