PROJECT DESCRIPTION
The Smittle Creek Trail Bridges Project is to design and construct six (6) pedestrian bridges along the Smittle Creek and Markley Cove Trail Systems that line the shores of Lake Berryessa. The previous timber trail bridges were damaged in the 2020 Sonoma – Lake – Napa Unit (LNU) Lightning Complex Fires.
Lake Berryessa is located in Napa County, CA, and the various recreation sites around the lake are managed by the Bureau of Reclamation. The project site is approximately 40 miles west of Sacramento, CA. The limits of the project are within Bureau of Reclamation managed lands.
Prefabricated steel structures are contemplated as the replacement bridge system. Bridge spans range from 20 to 30 feet at all sites. Major work elements include the following: final design and shop drawing submittal of steel bridges, design of bridge foundation system, debris removal, foundation construction, bridge erection, and light trail work (grading) at bridge approaches.
The trail systems are currently closed to the public. The existing trails have a 4- to 6-foot-wide bench and are native surfaced. The trails are currently overgrown with grasses due to a lack of usage. Accessing the sites will be a significant consideration during construction, and project design will need to contemplate these access considerations. Accessing the sites can be accomplished using the existing trail with small equipment. Bridge sites can be up to 0.4 miles from existing trailheads. Alternatively, access with small to medium equipment may be accomplished using overland routes to the bridge sites, provided the surrounding environment is not significantly impacted. Potential overland routes have steep slopes, with grades up to 70%, and bridge sites can be up to 0.2 mile from the nearest roadway. No tree removal or significant ground disturbance (excavation) will be allowed during site access operations.
The design and construction cost for the Project is estimated to be between $250,000 and $700,000.
Design-Build Scope of Work (SOW): The SOW for this Project includes Design and Construction, Project Management, and Quality Assurance/Quality Control (QA/QC), including Materials Sampling and Testing, and includes, but is not limited to, the following:
Design Work
• Trail bridge final designs. Preliminary bridge layout of prefabricated steel structures provided by CFLHD, including the bridge type, size, and location requirements. It is assumed that bridge fabricator/supplier would provide final design and shop drawings based on bridge layouts.
• Soil erosion and sediment control design.
• Geotechnical design. Foundation design based on bridge loading and may be completed by bridge fabricator/supplier.
• Design QA/QC.
Construction Work:
• Construction of bridge foundations.
• Erection of trail bridges.
• Minor reconstruction/realignment of trail near bridge approaches.

PROCUREMENT PROCESS OVERVIEW
CFLHD is using a two-step procurement process to select a qualified D-B firm/team to deliver the Project.
The issuance of this RFQ is part of the first step to solicit information from interested Proposers in the form of an SOQ.
CFLHD anticipates the following procurement milestone dates. This schedule is subject to revision by addenda to this RFQ, to information in the RFP, and by addenda to the RFP.
Action Dates Phase 1– Request for Qualifications RFQ issued August 8, 2022 Pre-submission Conference August 16, 2022 Deadline for submitting RFQ questions August 24, 2022 Deadline for CFLHD response to questions August 30, 2022 SOQs due September 8, 2022 Short-listed Proposers notified September 30, 2022* Phase 2 – Request for Proposals RFP issued (to short-listed Proposers only) September 30, 2022* Deadline for submitting RFP questions October 21, 2022* Deadline for CFLHD response to questions October 26, 2012* Proposals Due October 30, 2022* Notice of Award issued December 2, 2022* Notice to Proceed issued January 16, 2023*
*Dates are subject to change
Phase-One – Request for Qualifications
CFHLD is issuing this RFQ for interested and qualified contractors/teams to submit a SOQ.
The Evaluation Board will review and evaluate the SOQs submitted by all responsive Proposers, based on how well each meets the evaluation criteria.
A “shortlist” of no more than three (3) of the most highly qualified Proposers will be selected and invited to participate in Phase 2 – Request for Proposals. Once the shortlist has been established, Proposers not shortlisted will be notified in a timely manner and offered the opportunity for a debriefing.
It is not the intent of CFLHD to receive specific design or engineering recommendations regarding the Project as part of the Phase 1 process. Proposers should limit their SOQ to the information required by this notice, and other information that may be relevant to the qualifications and experience of the Proposer. No reimbursement will be made for any of the Proposers’ costs associated with the preparation of the SOQ.
Phase-Two – Request for Proposals
CA ERFO 2020-1(1)
Smittle Creek Trail Bridges Design - Build Request for Qualifications
The short-listed contractors/teams will be sent a Request for Proposal (RFP), which will outline the remainder of the selection process requirements. The RFP will contain the requirements necessary for the short-listed D-B firms/teams to submit both a Technical Proposal and a Price Proposal. In addition, the RFP will include the following:
• Bridge Type, Size, and Location (TS&L) requirements which document bridge layout, geometry and bridge materials. The TS&L will be based on topographic survey data that has already been gathered at each bridge site. The TS&L will include sufficient information that a bridge fabricator can generate final design analysis and shop drawings for review, without need for additional surveying or supplemental design effort of the bridge superstructure. There will be a design effort associated with the bridge foundations, the type and size of which will be based on site access limitations and bridge loading conditions.
After receipt of the Phase 2 Technical Proposal and Price Proposal, an Evaluation Board will conduct a "best value" analysis. Attachment 8 contains the criteria to be used in the Phase 2 evaluation process. The Evaluation Board will submit their recommendation to the Source Selection Authority.
Award of one firm fixed price contract is anticipated.
No reimbursement will be made for any of the Proposers’ costs associated with the preparation of the proposal.

Bid Schedule Instructions
BIDDERS, PLEASE NOTE: This Bid Proposal is comprised of one schedule. Before preparing the bid, carefully read the Solicitation Provisions and the following:
• Insert a numeric unit bid price for each pay item for which a quantity appears in the bid schedule. Unit bid prices should be quoted no more precisely than the nearest cent (2 decimal places). Unit bid prices quoted more precisely will be rounded up to the nearest cent by the Government
• Multiply the unit price by the quantity for each pay item and show the amount bid.
When the words “Lump Sum” appear as a unit bid price, insert an amount for each lump sum pay item.
• Total all amounts bid for each pay item and show the Construction Cost Total on the space provided on the last page of each schedule or option.
• Also show the Construction Cost Total for each schedule/option as well as the combined Total of each Schedule and the Option in the spaces provided on the Bid Summary page.
NOTE: If the amount bid for a pay item is inconsistent with the product of the unit price provided by the bidder and the quantity provided by the Government, the unit price will govern and the Government will determine a corrected amount bid for the pay item by multiplying the unit price by the quantity.

Partnering
A Partnership recognizes the Government and the Contractor are both responsible and can affect the successful completion of this project. Partnering is a vehicle to ensure the partnership has structure and quality. It recognizes the strengths of each party and uses those strengths to identify and achieve shared goals. One of the primary objectives of Partnering is to facilitate the resolution of disputes in a timely, professional, and non-adversarial manner with the outcome focused on achieving those shared goals.
CFLHD supports the concepts and tenets of Partnering and as such is encouraging the Contractors and it’s subcontractors to establish a Partnering relationship on this project.
A formal Partnering meeting can help facilitate this relationship by helping do document the parties’ common purpose and goals, and ensuring alignment. The goals are mutually agreed upon and address effective and efficient performance within the scope of the contract.
Participation in a formal Partnering meeting is voluntary. Costs of implementing and maintaining the partnership would be agreed to by both parties as described in Subsection 103.05 Partnering of the FP-14. Costs of partnering would be in addition to the contract award amount.
Please indicate your desire to participate in a formal partnering meeting on this project.
(___) We would like to participate in a formal partnering meeting.
(___) We do not want to participate in a formal partnering meeting.

USE OF RECOVERED MATERIALS ON FEDERAL LANDS HIGHWAY PROJECTS
Section 6002 of the Solid Waste Disposal Act, as amended by the Resource Conservation and Recovery Act (RCRA) of 1976, as amended (42 U.S.C. 6901 et seq.), requires Federal, State, and local procuring agencies using appropriated Federal funds to purchase items composed of the highest percentage of recovered materials practical. Use of recovered materials is strongly encouraged on Federal Lands Highway Projects. Highway construction items covered by the Environmental Protection Agency’s Comprehensive Guidelines for Procurement of Products Containing Recovered Materials include fly ash, ground granulated blast furnace slag, traffic barricades, traffic cones, hydraulic mulch and compost for mulch.
Use of fly ash and ground granulated blast furnace slag and construction materials containing fly ash and ground granulated blast furnace slag on Federal Lands Highway Projects:

I. INSTRUCTIONS TO OFFERORS
Description of Project
The Smittle Creek Trail Bridges Project is to design and construct six pedestrian bridges along the Smittle Creek and Markley Cove Trail Systems that line the shores of Lake Berryessa. The previous timber trail bridges were damaged in the Hennesey Fire in 2020.
Major work elements include the following: final design and shop drawing submittal of steel bridges, design of bridge foundation system, foundation construction, bridge erection, and light trail work (grading) at bridge approaches.
Alternatively, access with small to medium equipment may be accomplished using overland routes to the bridge sites, provided the surrounding environment is not significantly impacted. No tree removal or significant ground disturbance (excavation) will be allowed during site access operations.
The work is located in an environmentally sensitive area and will require context sensitive design and construction approaches. The environmental clearance document is complete and is included as an attachment.
No geotechnical investigation or testing has been completed.
The design and construction cost for the Project is estimated to be between $700,000 and $2,000,000.
The intent of the contract is to provide for the entire completion of design and construction services necessary to complete the work described. Furnish all professional services, design, labor, material, equipment, tools, transportation, and supplies necessary to complete the work in accordance with project requirements, as specified in this RFP, and as supplemented by the Design-Builder’s proposal.
