About this file
This document contains questions and answers from a pre-solicitation conference for a federal contract opportunity to reconstruct and resurface sections of Ruth Zenia Road and Van Duzen Road in northern California.
The project is broken into five segments across the two roads and involves reconstruction, resurfacing, widening, drainage improvements, retaining walls, guardrails and profile adjustments along 5.01 miles of roadway maintained by Trinity County. Electronic cross sections will be provided upon award to the selected contractor. The completion date is November 4, 2021 based on a notice to proceed by May 3, 2021. The solicitation is set aside for HUBZone small businesses. No separate waste removal pay item will be included. The plans take precedence over geotechnical reports for MSE wall dimensions and pulverization is only required for the existing asphalt concrete, not underlying gravel.

Questions and Answers during Advertisement for CA FLAP TRI CR502(1)&511(1) Ruth Zenia Road and Van Duzen Road
March 30, 2021
Questions Answers 1 What are the working days on this? IFB Section 11 states:
Item 11: COMPLETION DATE: Work shall be completed on or before the date specified in Subsection 108.01 of the SCRs.
Section 108.01 of the SCR's makes no mention of a completed on or before date
Page E-14 of the IFB states:
“The CO will issue a Notice to Proceed before commencement of any work. The contract completion date is November 4, 2021.”
Page C-3, Clause 52.211-10 states:
“The completion date is based on the assumption that the successful offeror will receive the notice to proceed by May 3, 2021.”
2 The MSE Wall detail plan sheet C257-50 notes a typical 0.7H (8’ min.) for the soil reinforcement lengths. The Amec Foster Wheeler geotechnical report section 7.1.1.3 states, “…for a 12 feet high MSE wall, the corresponding width of the MSE wall needs to be about 17 feet…for a 15 feet high MSE wall, the corresponding width of the MSE wall needs to be about 20 feet.” Are the “width” dimensions noted in the geotechnical report the reinforcement lengths required to meet the necessary safety factors? If so, which base-to-height ratio takes precedence
– the plans or the geotechnical report?
Plan Sheets govern, see FP-14 104.04 Coordination of Contract Documents. See Amendment A001 for revised Detail 257-A.
3 In the Special Contract Requirements under section 152.04 General it is stated that there are electronic files for the project. Can those files please be uploaded for a more accurate quantity takeoff. The cross sections that were provided are small and the line weights are heavy making it difficult to distinguish the offsets and depths.
Electronic Cross Sections will not be provided at this time. They will be provided upon award to the selected contractor.
4 We need clarification at Segment 5, we understand that plans prevail but the plans call for a 36" CMP but the cross sections call out 36" Concrete Pipe.
At this location there is both CMP under the road and concrete pipe parallel to the road.
5 There are a number of DIs that are to be removed at Segment
5. But the plans do not call out of the DI's that are to be removed. Can the quantities of DI removal be clarified at Segment 5 and the pay mechanism.
DI removal to be included with the “Removal of Pipe Culvert” pay item.
There are two inlet removals called out in the plan views for Segment 5.
6 There is a significant amount of waste material. On previous contracts there has been a Waste pay item. Will an amendment be issued to address that issue?
No separate waste pay item. Refer to Subsection 204.14. No amendment will be made.
7 After a field visit to Segment 4, it was observed that the underlying material directly below that existing AC is made up of rocks/ gravel in the 3" size. The existing AC is about 2"-3" in thickness. If we are to pulverize the material 4" or 1" below existing AC, we will be incorporating the larger material not meeting the 2" minus specification. Also, the large rocks/ gravel will cause damage to the pulverizes. Will there be an exception to pulverize just the existing AC?
Assume pulverization as shown in the Plans.
