Blanket Purchase Agreement for Geotechnical Drilling Services

In accordance with the Federal Acquisition Streamlining Act of 1994 Public Law 103- 355 Oct. 13 1994, { ______________ } (name of firm) and the Federal Highway Administration enter a cooperative agreement to reduce the administrative costs of acquiring commercial items.

Blanket Purchase Agreements (BPAs) eliminate contracting and open mart costs such as the search for sources, the development of technical documents and solicitations, and the evaluation of bids and offers.

This BPA will further decrease costs, reduce paperwork and save time by eliminating the need for repetitive individual purchases. The result is to create a purchasing mechanism for the Government that works better and costs less.

Services include the full range of methods and technologies supporting activities necessary to the extent allowed by the Service Contract Act under FAR 37.3.

This Multiple Award BPA is negotiated with several qualified companies for a variety of drilling types. Procurements issued against this BPA will meet the best value criteria for Government Acquisitions complying fully with all applicable regulations.

C.2 Performance Requirements

C2.1 GENERAL DRILLING

The Contractor shall perform the drilling at the locations set forth in the Call orders.

The COR will determine each drill site and final drilling depths.

NOTE: The actual number of holes drilled and depth of holes may vary from the amount set forth in the Call order. The Contractor shall be paid for the actual number of holes drilled and the actual depths drilled.

C2.2 DRILL WORK

C2.2.1 SOIL SAMPLING

The Contractor shall conduct standard penetration sampling in accordance with standard methods specified by the American Society for Testing and Materials (ASTM) in ASTM D 1586-84, Standard Test Method for Penetration Test and Split-Barrel Sampling of Soils. Shelby tube sampling shall be in accordance with ASTM D 1587-83, Standard Practice for Thin-Walled Tube Sampling of Soils. Standard penetration tests (SPTs) shall be conducted in soil continuously to refusal, as determined by the COR. The Contractor shall open the SPT sampler after each test, and provide the open sampler with sample contained within to the COR. Borings shall be advanced using hollow stem augers with a center plug or bit. Subsurface materials at the drill site may preclude SPT sampling in some parts of one or more holes. If material is encountered that is too large for hollow stem augers to advance, the H-size core barrel shall be inserted, and advancement of the hole shall be continued with SPT tests taken as directed by the COR.

If SPT refusal (defined as 50 blows or more for 6 inches of penetration or 10 blows for no penetration) occurs prior to obtaining the specified depth, the borehole shall be advanced another 1½ feet and the Standard Penetration Test repeated. If SPT refusal occurs again, the COR may direct the Driller to change to core drilling or to continue augering to auger refusal (defined as the inability to advance the boring further by augering) before changing to core drilling.

If volatile or poisonous gas is encountered, the boring shall be terminated and the COR shall be notified.

C2.2.2 CORE DRILLING AND SAMPLING

If auger and/or SPT refusal as determined by the COR occurs, the Contractor will begin core drilling. Coring shall be performed in all fresh, broken, and/or weathered rock, providing continuous core samples of the materials being investigated. Pavement cores shall be drilled through the entire thickness of pavement present in the roadway, or to a maximum of 12 inches. Core samples shall be recovered in as intact a state as possible at the locations and to the depths prescribed in the Call order. Core samples shall be emptied from the core barrel into a core tray or other suitable container that minimizes disturbance to the sample for examination. The core will be boxed by the Contractor after the COR’s examination. All recovered core and other drilled materials shall be delivered to the FHWA office according to the schedule established in the Call order.

C2.2.3 SHALLOW BORING

The COR will determine the frequency of shallow borings (e.g. ¼ or ½ mile intervals) and/or select specific sampling locations. Boring shall begin by augering through the pavement, if present, without disturbing the underlying baserock.

Loosen baserock with auger without mixing with underlying materials. Hand excavate and place all baserock into sample bag(s). Hand clean base of hole so as not to mix baserock with underlying material. Carefully loosen underlying material with auger so as not to mix individual, distinct layers. Sample each distinct strata encountered as determined by the COR to a minimum depth of 5 feet or to auger refusal. The minimum depth of shallow borings may be increased to 10 feet as set forth in the Call order. Obtain 50 pound samples in sand, silt and clay. Obtain 100 pound samples in predominantly gravel or cobble materials.

Sample weight shall not exceed 70 pounds per bag or bucket. The Contractor shall permit the COR to log the completed hole prior to backfilling. Backfill the hole with material suitable for compaction. Compact each 1 foot of loosely placed fill with a tamper. Replace base rock with gravel and/or sand. Replace pavement to original depth with compacted asphaltic patch or as directed by

COR.

C2.2.4. INSTALLATIONS

C2.2.4.1 Observation wells

The Contractor shall install a PVC pipe observation well to the bottom of the designated borings after drilling is completed. One centering device shall be attached for each 20-25 feet of PVC pipe to insure adequate annular spacing throughout the length of the observation well. A slotted PVC screen shall be installed within the water-bearing strata as specified by the COR. Backfill around the screen shall consist of number 8, uniform graded silica sand. A bentonite seal shall be installed above the screen to the top of the hole. A cap of common materials shall be placed over the seal. A plastic cap shall be installed on top of the PVC pipe. A permanent, locking cover shall be cemented in place surrounding and protecting the top of the PVC pipe. All pipe, screens, bentonite, sand, and other materials necessary for installation shall be furnished by the Contractor.

C2.2.4.2 Inclinometers

The Contractor shall install flush coupled, ABS plastic inclinometer casing with a one-way grout valve fitted to the bottom section of the casing. All joints shall be attached as specified by the manufacturer. Each joint will be covered by “duct” tape to preclude entrance of grout. The inclinometer casing shall contain four internal grooves at 90 degree intervals which shall be oriented in the bore-hole at the direction of the COR. The casing shall be inserted through the drill casing such that an internal grout pipe may be attached to the one-way valve through the inclinometer casing. After removal of the drill casing, this pipe will allow cement grout to be pumped through the grout valve into the annular space between the bore-hole and the inclinometer casing. Grout shall be pumped continuously until the annular space is completely filled and excess grout is flowing from the hole at the ground surface. Grout shall consist of a prepackaged Portland cement that meets the requirements of ASTM C 150-94, or shall be a mixture of bentonite and Portland cement (mix ratio of 1 part bentonite to 4 parts cement) with sufficient water to allow pumping. After removal of the internal grout pipe, the inclinometer casing shall be thoroughly flushed with water to remove all excess grout and/or drill cuttings. A permanent, locking cover shall be cemented in place surrounding and protecting the top of the PVC pipe.

C2.2.5 WATER LEVEL TESTING

At the end of each drilling day, the Contractor shall fill to the top with water each newly completed drill hole. C2.2.6 DOCUMENTATION

The Contractor shall monitor the drill runs and depths, SPT Blow counts, water color changes and estimated percent (%) water return. On a per drill run basis, the Drill Operator shall keep a general log of the materials encountered (fresh rock, broken rock, weathered rock, soil, boulders), drilling method used, drilling activity performed, and measured depth to water. The Drill Operator shall also list soil sample intervals by type.

This information shall be recorded on a Driller’s Daily Diary and a Daily Log.

The Contractor shall document any information that might give an indication to the character of, or a change in, the subsurface materials being encountered. The Contractor shall measure and record all sample locations, beginnings and endings of runs, and water depths to the nearest tenth of a foot. The Driller’s Daily Log shall be available for the COR’s inspection at the beginning of each shift.

The Government will provide the contractor with a CFLHD Daily Drill Contractor’s Report. The Driller shall furnish a signed copy of this form to the Field Inspector at the close of each workday. The Field Inspector will immediately review the CFLHD Daily Drill Contractor’s Report for consistency with the Government’s daily records. The Field Inspector will note all difference and discuss with the Driller.

If both parties agree, changes shall be made to the CFLHD Daily Drill Contractor’s Report. All unresolved differences shall be recorded by the Field Inspector, signed by the Field Inspector and the Driller, and the Field Inspector will notify the COR by phone within 24 hours of close of the subject workday.

The Contractor shall mail the Driller’s Daily Diary, the Daily log and the signed copy of the CFLHD Daily Drill Contractor’s Report to the COR within 48 hours of the subject workday. These 3 daily records and the samples are considered contract deliverables and shall be received within the specified period as a requirement for payment authorization.

C2.2.7 MARKING HOLES

Upon completion of the drilling or coring, all drill holes, except those where observation wells are installed, or if the hole is in the traveled-way of the pavement, shall be clearly marked. The Contractor shall furnish and install a white 2x4 inch post. This post shall be at least 4 feet in length and extend 2 feet above ground level. The contractor shall permanently label the posts with a metal type tag (or durable equivalent) attached to the post.

Each label shall have the following information:

° Drill hole number;

° Final hole depth;

° Date drilling completed.

C2.2.8-ABANDONMENT OF HOLES AND LOST EQUIPMENT

Should the drilling casing, augers, or apparatus be removed from a bore hole, or should the hole be abandoned, without the permission of the CR, or should a hole be started and for any reason not carried to the depth required by the COR, or should the Contractor fail to keep complete records of materials encountered or furnish the COR the required samples and cores, the Contractor shall make an additional boring at a location selected by the COR, and no payment shall be made for either the abandoned hole or any cores obtained therein. However, the contractor shall make a record of abandoned bore holes and note thereon the reasons for the abandonment. All completed test holes shall be abandoned in accordance with established state procedures.

Equipment lost in the drill hole or at any drill site will be the responsibility of the Contractor.

C2.2.9-ROCK CORE PRESERVATION

The rock cores shall be placed in waxed cardboard or corrugated plastic core boxes provided by the Contractor. The cores from each boring shall be kept separate and the cores shall be properly placed in the order in which they were removed from the core barrel. Adjacent runs shall be separated by means of wood blocks (or equivalent).
