Questions and Answers during Advertisement for CO FLAP SUM 91(1) Fremont Pass Trail

October 3, 2019

Questions Answers 1 Section 582 – Helical Piles

582.03 General. 2nd paragraph calls for a pre-design conference following the selection of the designer/supplier before design work starts and to include the supplier and supplier’s engineer.

Preliminary design work is performed prior to the bid so that the installer will know what to bid on. If CFL is not in agreement with the preliminary design, how will installer be compensated for CFL’s change in design and may this conference be a phone conference?

The preliminary design performed by the contractor in order to put together their bid is a part of the bidding process and is not paid for directly. All design work performed for the helical piles is included in the bid item (see 582.01) and is not paid for separately. The conference can be by phone.

2 582.04 Qualifications (c) - This paragraph references drill operators and drilling equipment. Drilling equipment is not used for the installation of helicals. Please clarify.

Drilling equipment is in reference to the installation equipment. SCR has been updated.

3 582.05 (b) (1) – This sections calls for specifications on the drilling equipment used. Drilling equipment is not used for the installation of helicals. Please clarify.

Drilling equipment is in reference to the installation equipment. SCR has been updated.

4 582.05 (d) – This paragraph calls for the calibration tests for each torque indicator to have been performed within one year from the date of submittal. Paragraph 582.06 (c) calls for the torque indicators to be calibrated on-site. Which of these paragraphs apply?

Torque indicators must be calibrated on-site if it is an integral part of the installation equipment as stated in 582.06 (c). Otherwise, calibration can be done as 582.05 (d) specifies.

5 582.06 6th Paragraph – This paragraph says the contractor is responsible for determining the tip elevations and that the tip elevation is to be lower than the minimum tip elevation shown on the drawings. A 9 foot minimum embedment is shown on drawing RG3117-C Helical Anchor Pile Detail. Does this mean the helical designer must use helices that will insure the helical will terminate below 9 feet?

Yes

6 582.08 Termination Criteria (e) – This paragraph says that if a helical reaches refusal or deflects due to subsurface obstruction it shall be relocated. How will the installer be compensated for removing and re-installing the helical in a new location?

There is no compensation for removal and relocation of piles due to refusal.

7 582.08 Termination Criteria (f) – This paragraph says the average torque for the last three (3) feet shall be used as the basis of comparison with the minimum torque shown on the drawings.

Did not find a minimum torque listed on the drawings. Please clarify.

Torque requirement determination is a part of the contractor’s final helical design.

8 This section also defines the average torque as the average of the last three readings at 1 foot intervals. 582.06 8th paragraph (k) calls for the installation torque at 1 foot intervals over the last 10 feet to be recorded on installation records. Is this 10 foot requirement a mistake as we have not seen this before?

This requirement has been deleted from the SCRs

9 Drawing RG3117-C Helical Pile/Bracket Loads – Is the Service I load the design load? What is the Strength I load? We have never seen this term before.

Consult the AASHTO LRFD Bridge Design Specifications for limit state load definitions.

10 Drawing RG3117-F Timber Support Bracket Detail – This detail calls for 2 7/8” diameter x 0.203 wall helical shaft which is different from that specified in 582.029 (a). Please clarify.

The diameter will be deleted on sheet RG3117-F in an addendum. The diameter will be determined by the contractor’s design

11 Is this project exempt from sales tax on materials?

See page C-12 in the Solicitation, “Refer to FAR 52.229-3 Federal, State, and Local Taxes. (FEB 2013)

12 Clarification on question #3 from 9/30/19: Will digital files be provided?

Digital files will be provided to the successful bidder.

13 Where can we get a list of plan holders? After logging into FBO.gov, there is a tab labeled Interested Vendors List.

Contractors can see and be seen using this list.

File details come from the government source that posted it.
