Questions and Answers during Advertisement for CO FLAP SUM 91(1) Fremont Pass Trail
October 15, 2019
Questions Answers 1 In section 552.16(g), mentions the integral color finish of AMS-STD-595
#20140 Brown Special. Can you please specify who the manufacturer is of this color product?
We do not specify a manufacturer. It will be up to the contractor to select a manufacturer that meets the required color that is specified.
2 Is there any suitable access points that we will be able to use, that allows at least a loaded tandem to deliver materials to the site below the board walk area?
The contractor must stay within the construction limits specified in the plans. No other access points are allowed other than the ends of the project.
3 Are you anticipating sub excavation or unsuitable soils on this project due to the many natural springs along the project and the boardwalk areas?
See T9 – SP 605-A for rock drain included in wet areas
4 Are swamp mats allowed to be able to perform work in boardwalk and wet areas?
Under 107.01. The intention of the following SCR is to mandate the use of mats in all wetlands, especially the fen where the boardwalk will be constructed (i.e.
STA 36+00 to 49+00).
Wetland Mitigation Sites
Use timber mats or approved equal to access wetland mitigation sites. Do not construct gravel access roads. Do not cross through or disturb identified areas shown in the plans. Field demarcation of sensitive area (i.e. fens) boundaries need to occur prior to heavy machinery access between Sta. 36+00 and Sta.
49+00 and at Mitigation Area 1.
5 Due to the access restriction, marginal truck turn around areas, wet surface conditions and run off due to snow pack does FHWA think it feasible to build this project in one short season?
The completion date is listed in section 108.01 of the SCRs, page E-15.
6 Will we be able to pump water from Ten Mile Creek for use, or do we need to provide an alternate water source?
No government provided water source available
7 Do we include the rebar corresponding to the wingwalls and headwalls in the cost of 60103-xxxx?
Yes
8 Are all notes on sheet number T25, T26, and T27 paid for in cost item A335 64701-1000 (Mitigation, Wetlands Mitigation)?
Yes see sheet B9 and Section 647 of the SCRs
9 Is there a designated contractor staging area (jobsite trailer, testing laboratory, storage)? Also does it with access to water and power?
No government provided staging area outside of project clearing limits. See
105.04 of the SCRs.
10 Can you please provide what type of gate? Referring to Item No A2300 61920-2000 (Remove and Reset Gate).
Approximately 12’ wide steel tube gate that will need to be reset at the new vertical alignment
11 Can structural excavation be used for structural backfill or do we need to import backfill material from offsite?
As long as it meets the material specifications. See the geotechnical report.
12 In Section 157.10 – It mentions for biologist to remove fish and amphibians within the isolated work area. Do you know how many areas will be required for relocation.
Fish/amphibian salvage will be needed at the four crossings that require AOP design. See page 4 of the Hydraulics Report (Table 1). There are four crossings listed with station #. Don’t worry about Tenmile Creek…no work occurs in the creek.
There are four crossings. They will need to provide a biologist to capture or herd fish from the work area, fish blockage nets above and below the diverted stream, sandbags to divert stream. Because these streams are small, fish & amphibian captures will be limited to dipnets/hand held nets (i.e. no electroshocking). Someone, just construction worker, will need to clean the nets everyday (i.e. pick out sticks leaves so that the net does net does not become weighted down with debris). The biologist should keep records and provide a one page report on number and species of fish/amphibians handled.
13 Will the bridge design require fracture critical design, special mill order, etc.? or just design as a non-fracture critical and impact test it using frequency H
Will any part of the bridge need to have Frequency P testing on it?
Trying to determine if this project will need fracture critical materials, design, welding, testing or is it just normal with an additional NDE testing requirement of CVN to frequency H?
555.05 Inspection. Add the following after the last paragraph:
All primary longitudinal superstructure components and connections and transverse floor beams subject to tensile stress due to Strength Load Combination I require mandatory Charpy V-notch testing. Additionally, the testing requirements for Fracture Critical Members per sections 4.2 and
8.2 of the AASHTO LRFD Guide Specifications for Pedestrian Bridges will apply. Identify these
The designer of the bridge (usually the fabricator) will designate those members and connections that are fracture critical. Those members and connections will need to be tested as specified below and section 6.6 of AASHTO LRFD bridge specifications. The bridge fabricator is typically well aware of these requirements.
members and connections in the shop drawing submittal. Charpy V-notch requirements for these members, shall be in accordance with AASHTO M270 for Temperature Zone 2. Test in conformance with AASHTO T243, Frequency H for components designated non-fracture critical, and Frequency P for components designated fracture critical.
