Questions and Answers during Advertisement for SD FTNP 10(9a), Badlands Bison Gate

December 7, 2018

Questions Answers 1 In reviewing you solicitation/bid documents I am unable to find a period of performance or cost of liquidated damages. Please advise.

The period of performance can be found in section 108.01 of the solicitation. Liquidated damages can be found in section 108.04 of the FP- 14.

2 In regards to the Paleontological monitoring there has been some confusion on to what would happen in the event of a finding.

Would the contractor be responsible for the work and cost of the excavation/removal, as well as any additional Paleontological services? Is this something that would be a change order?

If work stoppage was required because of paleontological material, that time would be extended into the contract. The Park would be responsibly for recovery.

1 Could you verify the plan and bid quantity for Bid Item

A0100. The quantity seems to be overstated?

Yes, the quantity is correct.

2 Is the excavation for the Bison Gates incidental to the construction of the Bison Gates

Yes

3 Due to the high erosion of the Badlands National Park will the soils in this area support the Bison Gates

Yes

4 Is the a requirement for compacted base gravel under the precast foundation units

No, Section 209.07 would apply for foundation preparation for precast foundation.

5 Section 153.02 Can the Superintendent perform the duities of

QCM?

Yes

6 Section 156 Is the contractor required to have a Traffic Control Supervisor on the project?

Yes

7 Section 619.10 in the special conditions identifies a special 619- A where can this special be found?

619-A can be found in the plans, pages T1-T4.

1 Can concrete be substituted for asphalt for the 3 ft. apron leading up to the auto gate?

Bid the project as if it were asphalt. If successful at bidding the project, you can make the suggested change.

2 Do the auto gates and wings need to be painted? If so, what color does it need to be painted?

See Section 619.07 (d) of the FP-14. That refers to Section 563. Also, see General Note 9. on sheet T2. It refers to Section 563 and that the "top coat shall be green in color, conforming to Federal Standard 24108."

3 With the deadline being April 19, 2019, will there being any allowances for weather days?

See Section 108 of the FP-14 for weather related allowances.

4 Are we allowed to have traffic detour off of, beside, the road? If not are we allowed to close the road?

No to both.

5 Are we allowed to have materials (auto gate, precast concrete, aggregate, etc.) piled beside the work site.

No, unless otherwise approved by the NPS.
