J. The Government has included Breeching and Stack Specification 23 51 00. Is the Government intending to replace the existing breeching/stacks, or is the bidder/offeror to remove and reinstall existing? Please advise.
FAA Response: This question is addressed in RFI response paragraph U.
K. Specification section 23 52 39-1.2.A.1 calls for a “Wet-Back” boiler configuration. Sub-section 2.2.A also makes this configuration distinction. Sub-sections 1.8.A.1 and 2.2.C.1(1) are calling for the refractory assemblies to be mounted in the Boiler doors.
This is a description of a “Dry-Back” Boiler configuration. Which type of Boiler does the design intent expect to be provided? Please reference the attached for the highlighted portions of this specification section.
FAA Response: Revised Design Specification Section 23 52 39 (Revised: 3/3/2020) is attached and will be incorporated into any subsequent award unless further amended.
Revision Summary:
SECTION 23 52 39; Item 1.2.A.1: Added Dry-Back (instead of wet-back).
SECTION 23 52 39; Item 1.8.A.1: Added: Refractory (and insulation) in front & rear doors.
SECTION 23 52 39; Item 2.2.A: Added Dry-Back (instead of wet-back) SECTION 23 52 39; Item 2.2.C.1: Statement is correct (no change) SECTION 23 52 39; Item 2.6.F.1: 3.0 HP is correct (no change)
L. The Equipment Schedule, drawing M809, calls for a 2HP burner blower motor on the Boilers. Specification section 23 52 39-2.7.F.1 calls for a 3HP burner blower motor.
Please confirm which rating is correct. We believe the 3HP rating is correct. This additional power would aid in achieving the 30ppm NOx rating at altitude for the exhaust.
Do you concur?
FAA Response: Drawing ZAB-D-ARTCC-M809 (Attached) supersedes and replaces the original drawing provided with the solicitation. This drawing will be incorporated into any subsequent award unless otherwise amended.
Revision Summary:
Burner horsepower changed to 3.0 HP, instead of 2.0 HP
M. The “Boil Out” procedure for the new Boilers and the initial Chemical Treatment will require a significant cost for the chemicals and treatment contractor time. Please clarify if this chemical treatment work for the new boiler installation is to be included in the contractor bid proposal, or if the FAA Facility will be responsible for it through their chemical maintenance contract.
FAA Response: The following are the chemicals suggested to be used for Chemical Treatment. See attached specifications. Note: Details are available with the respective chemical distributor.
Chemicals:
1. System Cleaner: CL-490
2. Closed System Inhibitor: CS-5584
Procedure:
1. Clean the boilers with an alkaline cleaner, CL-490.
2. Add CS-5584 Corrosion Inhibitor.
With 1,200 gallons of total boiler water volume (3 x 400 gallons per boiler) it will only take 12 gallons of cleaner, and 5 gallons of corrosion inhibitor.
Reminder: After cleaning and Boil Out, as a minimum, run for 4 hours on diesel; 48 hours on natural gas; Follow manufacturer’s recommendations and code requirements.
See RFI response E for further details.
Contractor shall include the cost of chemical treatment with the firm’s proposal.

FAA Response: Bid guarantees are not required; however, the awardee will be required to obtain payment and performance bonds for this project.
Q. Is an insurance certificate required as well for bidding purposes?
FAA Response: An insurance certificate is not required for bidding. The awardee will be required to obtain commercial liability insurance and name the FAA as additional insured under the resultant contract.
R. Customer satisfaction survey goes to previous customers and directly to the contracting officer?
FAA Response: Customer satisfaction surveys are to be completed by reference points of contact and shall be returned to the contracting officer as part of the offeror’s technical proposal. Please do not have reference points of contact send customer satisfaction surveys directly to the contracting officer.
S. Will the offer due date be amended?
FAA Response: See Amendment 0002 paragraph 14.1.
T. During the site visit we noticed that 2 of the Boilers have their underground power feed stubbed up in the equipment pad under the Boilers. This necessitated the raising of the Boilers off the pads to allow the above ground conduit to be routed out from under the equipment. Is it the design intent to re-use the existing conduit for these 2 Boilers, or would you prefer that new overhead conduits be run to allow the Boilers to sit properly on the equipment pads? Please advise.
FAA Response: Replace power feeds to Motor Control Center for Boilers: B-1A, B-1B and B-1C, reusing existing raceways. Use solid conductor: 12 AWG (TW or THHW).
Refer to design specifications: section: 26 05 19; Item: 2.2 D for MCC schedules and essential bus one line diagram. The following drawings are hereby attached as a reference and will be incorporated into any subsequent award unless otherwise amended:
ZAB-D-ARTCC-E017B - E/G Power Panel Boards and MCC’s Replacement;

ZAB-D-ARTCC-E018B - E/G Power Panel Boards and MCC’s Replacement;
Essential Bus One Line Diagram, New Work
Contractor shall notify COR if the conductors cannot be removed. Contractor shall field verify and replace the power feeds and routing to the Motor Control Centers for the boilers.
U. The exhaust breeching for all 3 Boilers terminate in a common distribution box for the stacks. The exhaust path is currently an “up and away” positive grade type discharge that has no power actuated backdraft dampers in any of the individual Boiler’s exhaust runs. We don’t find a requirement that these dampers be installed, but please confirm that they are not required or if the design intent is to include them. If not required, please be aware that most modern Boilers have contact points and control logic to operate these dampers as part of the start sequence should you want to incorporate them in the future. Please advise.
FAA Response: Boiler Exhaust System: Install a manual stack damper preferably, with an electrical interlock as a safety feature for each boiler which can be manually closed when the boiler is off line and for servicing and maintenance requirements.
Gas Supply: Each boiler’s natural gas fuel train should have two actuator assisted electric shutoff valves with Proof of Closure Switches, so a vent valve will not be required. Also, each boiler should have two (2) lubricated plug cocks to isolate the gas train from gas either entering or leaving the fuel train when closed.
Contractor shall provide manual stack damper with an electrical interlock as a safety feature and include the cost of this item within the firm’s respective proposal. Contractor must field-verify.
V. In order to facilitate the planning of a more concise work plan for the bid, please advise as to the current storage capacity of the existing RO water system.
FAA Response: The existing system has two 200 gallon tanks, salvage tanks and return to FAA. Specifications call for a new complete system, match capacity.
W. Item 13.A of the solicitation states “Sealed offers in original and 1 copies to perform the work required are due at the place specified in Item 8”. Item 8 is your e-mail address. Is this an e-mail only bid, or are we required to mail an original and 1 copy for bid review? If so, what address are the hard copies to be mailed to? Please advise.
FAA Response: Please email offers to mark.salum@faa.gov. There is no requirement to send a hard copy.
X. Please confirm the set-aside for this project. The cover page of the RFO Solicitation Package lists it as “Full and Open Competition”, beta.SAM does not list the set-aside, and GovWin lists it as “Small Business”.
FAA Response: This requirement is not set aside for any socioeconomic category and is open for full competition among all responsible firms (full and open competition). Both the official government point of entry (beta.sam.gov) and the solicitation package have the socioeconomic set-aside listed correctly.
All other terms and conditions of the original solicitation remain unchanged. Firms interested in offering shall submit signed/acknowledged copies of all solicitation amendments with the firm’s offer. Offers that do not include signed/acknowledged copies of all amendments may be deemed non-responsive.

CL-490
SYSTEM CLEANER
APPLICATION CL-490 is formulated to remove dirt, oil, grease, and other organic contaminants from recirculating hydronic systems. Contaminants are stripped away from exposed surfaces and kept in suspension for removal at final flush. CL-490 is used in boilers, chilled and hot water loops, and heat exchangers.
DESCRIPTION CL-490 is a non-hazardous liquid formulation blend of low foaming detergents, dispersants, alkalinity builder, chelate, and corrosion control agents. This product is designed to clean water-side surfaces in newly installed and/or retrofitted hydronic systems, in preparation for treatment passivation and ongoing reliable system protection.
After cleaning with CL-490, normal water treatment procedures should begin immediately to prevent flash rusting of surfaces.
DOSAGE &
FEEDING
CL-490 should be added at the rate of 1 gallon per 100 gallons of system volume.
• Water Temp <100 °F: Circulate the cleaning solution for at least 12 hours and preferably 36-72 hours.
• Water Temp 100-120 °F: Circulate the cleaning solution for at least 8 hours and preferably 24-36 hours.
After cleaning, flush the cleaner and debris from the system with fresh water, until the system is at raw water conditions and no PTSA residual is detected within the recirculating bulk water. Once complete, treat the system with the appropriate corrosion inhibitor. If the preferred flush is not possible, drain the system, refill with fresh water and circulate. Drain the system once more and refill with fresh water, then treat with the appropriate corrosion inhibitor.
RELATED
INFORMATION
CL-490 should be added where it will be thoroughly mixed with the bulk water. If system water pH is above discharge limits, pH can be lowered by addition of citric or boric acid.
PACKAGING CL-490 liquid is packaged in 5-gallon pails.
