About this file

This document is Amendment 0001 to solicitation 697DCK-26-R-00358, a Federal Aviation Administration (FAA) procurement for cafeteria and vending services at the Fort Worth Air Route Traffic Control Center (ARTCC) in Fort Worth, Texas. The amendment, issued with an effective date of August 14, 2026, incorporates a site visit sign-in sheet, questions and answers document, kitchen floor plan, and photograph of three vending machines into the solicitation record.

The contract requires the operator to provide full counter food service a minimum of five days per week (Monday-Friday) from 6:30 a.m. to 3:00 p.m., with vending services accessible 24/7 during facility operations. Vending must accept cashless payments and include prepackaged salads, sandwiches, microwaveable items, snacks, beverages, and hot and cold coffee. This is a $0 agreement awarded as a five-year fixed-term contract with a performance period starting December 1, 2026, through November 30, 2031. The FAA provides rent-free space, utilities, building maintenance, and government-furnished equipment; the operator is responsible for all food costs, staffing, licenses, permits, and routine equipment maintenance. Approximately 319 employees work at the facility across day (185), evening (109), and overnight (25) shifts. Award will be made to the offeror submitting required proposal documents including a company summary, proposed menu with pricing, past experience documentation, and signed solicitation forms, with selection based on menu suitability and facility preference. Three existing vending machines are available for operator use; the operator may provide additional machines at their own expense.

- There is a possibility for needs like this.

73. If so, would those services be handled under this agreement or ordered separately?

- Catering services for an event at the facility would be agreed upon by the requestor and the operator.

74. In addiƟon to menu suitability and facility preference, are there other evaluaƟon factors that will be considered when selecƟng the successful offeror, such as past performance, staffing plan, pricing, operaƟonal approach, or vending capabiliƟes?

- Per the solicitation posting/email description:

The following documents are required for all proposal submissions to be considered for this project:

Signed SolicitaƟon, Offer and Award form (697DCK-26-R-00358) including compleƟon of the Contractor Staffing QuesƟonnaire, and signed amendments issued.

An agreement will be made to the offeror that provides menu choices suitable and preferred by the facility.

75. Will proposed menu pricing be evaluated as part of the selecƟon process?

- Please see requirements above.

76. Can the FAA provide the average number of daily cafeteria transacƟons or customer purchases for the previous 12–24 months? If daily figures are unavailable, an approximate average would be helpful.

77. Can the FAA provide the total annual or average monthly gross cafeteria sales for the previous

12–24 months? This informaƟon would assist us in developing an appropriate staffing and operaƟonal plan.

78. Can the FAA provide the total annual or average monthly gross vending-machine sales for the previous 12–24 months, along with the approximate number of vending machines currently serving the facility?

79. What are the minimum required days and staffed operaƟng hours for the cafeteria? Since the

ARTCC operates 24 hours, please clarify whether staffed food service is required for breakfast, lunch, dinner, overnight shiŌs, weekends, and holidays, or whether certain periods may be supported through vending and/or grab-and-go service.

- Per page 1 of the SOW: The Operator must provide full counter services a minimum of five

(5) days per week Monday through Friday unless there is a Federal Holiday during the week.

Normal meal hours must be from 6:30 a.m. to 3:00 p.m., Monday through Friday, or at any other mutually coordinated and beneficial Ɵmes. Normal hours of operaƟon may only be changed by wriƩen modificaƟon to the agreement from the ContracƟng Officer (CO).

- Day: 185

- Evening: 109

- Mid (Overnight): 25

- Weekend Day: 125

- Weekend Evening: 83

- Weekend Mid (Overnight): 25

84. Are there any other foodservice opƟons available to employees at the facility, such as food trucks, outside food vendors, other vending providers, or regular food delivery services?

- No other food services opƟons will be available on site other than the employee’s individual choice to order food delivery services.

85. How many vending machines or vending locaƟons are required under the agreement?

- There is not a required number of machines or locaƟons. Per the SOW on page 2: The

Operator must provide vending services that allow employees to purchase food and beverage opƟons outside of normal meal hours. Vending must be accessible during the full hours of operaƟon for the Fort Worth ARTCC and accept cashless payments. AddiƟonally, the food and beverages available through vending services must include but are not limited to prepackaged salads, sandwiches, microwaveable food items, snacks, candy, chips, sodas, energy drinks, hot and cold coffee, boƩled water, sports drinks.

86. Are there currently vending machines, refrigerated food vending machines, or micro-market equipment onsite that will remain available to the new operator? If not, is the incoming operator responsible for providing all vending equipment?

87. Would a cashless micro-market setup with refrigerated coolers, shelving, and self-checkout saƟsfy the 24/7 vending requirement?

88. For the cafeteria, our operaƟng model uses self-order/self-pay kiosks rather than a dedicated cashier. Would the FAA approve a fully self-order/self-pay model with no staffed cashier, using debit, credit, and mobile wallet payments? If cash acceptance is mandatory, would the FAA consider an excepƟon or an alternaƟve cash-handling arrangement for a self-service operaƟon?

89. Is there a minimum number of employees the FAA expects the operator to have onsite, or may the operator determine staffing levels and schedules as long as all required services and operaƟng hours are maintained?

- It is at the discreƟon of the Operator on how they run their business.

90. Can the FAA provide the previous operator’s most recent cafeteria menu and pricing, if available?

91. The Government Furnished Equipment list notes that some equipment may or may not be available. Can you idenƟfy any listed equipment that will not be available to the incoming operator?

- The GFE list is believed to be accurate.

92. For offerors who were unable to aƩend the site visit, can the FAA provide current photos of the cafeteria, kitchen, serving area, storage areas, and vending locaƟons? If available, can you also provide a current floor plan or layout?

- A floor plan is aƩached to Amendment 0001 with the Site Visit AƩendee List and QuesƟons & Answers document.

93. Were any quesƟons, answers, photographs, or other informaƟon provided during the site visit that will be distributed to all interested offerors?
