Bids Due: April 22, 2025 Extension: N/A
Some of the following questions and information were provided during the
PRE-BID SITE VISIT on April 8, 2025.
1. What are the working hours for this project?
FAA: Typically, the working hours are 0800-1630, 8 hours per day, 40 hours per week. However, the schedules, nights, longer hours, dusk till dawn, etc., can be negotiated at pre-con with the project implementer/COR and SSC.
2. What is the pole cutoff depth?
FAA: Minimum of two (2) feet below grade and cover to grade.
3. Guy wire anchors.
FAA: To be removed in full; grade restored.
4. Shutdowns for crane usage.
FAA: Required with 72 hours advance notice, up to approximately 8 hours, (subject to last minute cancellation due to weather or operational needs).
5. Shutdowns for crane usage.
FAA: No outage required for crane use below 75 feet (stay below catwalk of radome).
6. Can poles be cut?
FAA: Yes. However, any damage caused to the facility, grounds, fence, etc. would need to be repaired or restored by the Contractor.
7. Can concrete be disposed of onsite?
FAA: No. Concrete must be hauled off and properly disposed of.
8. Can concrete trucks and equipment possibly damage cattle grates on access road?
FAA: Previous concrete deliveries have been made to site recently. Cattle grates are of sturdy construction (see Attachment 1).
9. What utilities are available?
FAA: Power and water are available for use onsite.
10. Are portable toilets provided?
FAA: No. Portable toilets must be provided by contactor.
11. How is the gate controller powered?
FAA: The gate controller has 120/208 vac power. The panel LP is located at the south end of the equipment room. The Square D panel has a QOB type bolt on the circuit breaker.
12. Interior Conduit
FAA: In accordance with latest revisions of FAA-C-1217, FAA-C-1391, FAA STD-019, interior conduit can be EMT, exterior above ground must be rigid, expansion sleeve needed for entry into ground, PVC coated rigid conduit for burial and will require ground wire for lightning protection 1 foot above conduit in trench.
13. What is the trench depth for the power/controls to gate opener?
FAA: 2-foot depth should be sufficient, in accordance with FAA-C-1391; See Attachments 3 and 4
14. What gate designs are required?
FAA: A single, vertical pivot gate is desired. Other designs may be considered but must be approved through the RFI/submittals approval process.
15. What permits are required?
FAA: Permitting may not be required, as the entire footprint of work is on federal property. However, the contract awardee should confirm permitting requirements with the local authority.
16. Is staging and storage available onsite?
FAA: Yes. Staging and storage are available inside the gated/locked area. Coordinate with SSC for placement.
17. Access.
FAA: Alternate access to back door available during project. No need to leave access to front door at all times.
18. Is there a history of standing water on the site?
FAA: No.
19. Sawcuts versus Expansion Joints.
FAA: Expansion joints required between building and door stoop/pads and new concrete.
20. How should the old gates be disposed of?
FAA: The old gates can be left onsite (outside of the fenced area) for the rancher/landowner to dispose of after completion of the project.
21. The scope of work for QNA project can be done in 30 days but there 2 constrains for this issue. One is the testing period of concrete (up to 28 days) and the second is the lead time of gate materials (unknown). Could you please change the period of performance from 30 to 60 days?
FAA: The Notice to Proceed will be issued after all the submittals have been reviewed and materials are available to start. We will discuss the testing period of concrete (up to 28 days) with our engineers. The 30-day period of performance can remain, since the clock would not start until the NTP. Lead time should not be an issue, since the NTP will not be issued until all materials are in hand to start the project.
Would be willing to extend the period of performance, if necessary, providing we are seeing acceptable progress towards completion.
22. In the Scope of Work document under paragraph 1.1 Scope, A. General item 4 it states:
The Contractor shall submit project schedule prior to commencement of work. The contractor must consider construction outside a season, such as winter or wet seasons, for construction of this parking lot. Soils must be protected each day and night from freezing before any new fill is placed. Fill should not be placed over frozen soils, snow, or ice, nor is the use of frozen fill soils permitted for this project.
That being the case, when are you anticipating the Period of Performance for this project to occur, are you expecting to undertake this project in the winter?
FAA: A set timeframe has not been identified for this project to start. After award, we begin the submittal process and evaluate a start date. This project is in Texas; therefore, winter conditions should not play much of a factor.
23. Does the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
FAA: NO, those roles can be the same or separate individuals.
24. Are there any phasing requirements?
FAA: NO. Can be discussed/agreed upon if needed during submittals for selected bidder.
25. Please provide bidding quantities for deteriorated base course.
FAA: The concrete area to be replaced is roughly 4,800 square feet with a 6” base course underneath.
26. Is there a bulk water fill i.e. a hydrant or water source we can pump from for operations in close proximity?
FAA: Some water is available at the site from a spigot outside the building. However, there is no bulk water delivery point available on site.
27. Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.
FAA: No anticipated asbestos or lead is present in this project.
28. Is this project tax exempt?
FAA: Yes
29. Please provide specs to follow for the concrete pavement on this project to allow for an accurate and competitive quote.
FAA: Portland Cement Concrete/4000 psi - 5000 psi/Portland Cement Concrete Pavement Aggregates for Granular Bases and Surfacing/Subbase/Sand Subbase Course
30. Is there any electric or communications devices or cabling we will be responsible for removing in association with the scope to remove the 8 existing poles and guy wires?
FAA: No, only antenna mounted on any poles is disconnected.
31. Please provide product data or specs for the FAA approved keypads.
FAA: At a minimum, keypads must be able to work in harsh operating conditions in remote areas. No exact product data or specifications for it, just a given performance standard must be met as seen in
SOW B-2.
32. Where is the facility electrical distribution panel located? Can you provide a photo of the panel?

FAA: Guide wire anchors to be fully removed and restored flush with surrounding grade.
46. Do the (2) proposed underground 3” rigid metallic conduits (RMC) need to have a minimum separation of 24” as per DRWG # QNA-ARSR4-G02-01, GENERAL NOTES # 13?
FAA: Drawing is ‘REFERENCE ONLY”, appropriate conduit size and separation should be determined based on actual size needed for power and control wiring for gate operator and controls in accordance with FAA-C-1391; see Attachments 3 and 4
Electrical 12 inches horizontal separation of tamped soil or 3 inches of concrete. 12 inches vertical separation of tamped soil or 3 inches of concrete.
