About this file

This is Amendment 0003 to solicitation 697DCK-25-R-00164 for the HVAC, Roofing, Fascia & Fencing Refurbishment Project, issued by the Federal Aviation Administration (FAA) AAQ-5A0 Regional Acquisitions office in College Park, GA. The amendment provides government responses to vendor questions regarding proposal preparation and technical requirements.

Key clarifications include: 1) The project start date will be determined by material lead times, with Notice to Proceed issued once materials are in hand and coordination is complete, 2) Two window AC units are to be removed and replaced with two mini-split systems (24,000 BTU/2-ton capacity each), correcting a typographical error in the specifications, and 3) The Solicitation, Offer and Award form with pricing should be included only in Volume III (Price Proposal) rather than both Volumes I and III. The proposal due date remains March 5, 2025 at 5:00 PM EST as previously established in Amendment 0002.

Government’s Response to RFIs and Questions

Question: We are currently preparing the proposal for the Project Number:

697DCK-25-R-00164 and would greatly appreciate it if you could let us know if there is an estimated start date for the work.

Gvt Response: Generally the project start time would be determined by Material lead time, the Government’s goal would be to issue NTP once all Materials are in hand and coordination is accomplished with the On- Site Management and the Engineers supporting this action.

Question: I wanted to verify before we send in our bid, according to the scope of work we are removing 2 window units and installing 1 mini split or are you wanting us to remove and replace both units?

Gvt Response: The Statement of Work states as follows:

Minisplit Install

19. Remove two (2) window type air conditioning units and replace each with one (1) split 21 SEER ductless system, 24,000 BTU (1 ton) Heat Pump with hyper heat, single phase 208V. (Submittal Required) (See Figs. 5, 10)

It states, Remove 2 and replace each with 1. Therefore each one should be replaced, for a total of 2.

There is a typographical error in the same sentence, where it says 24,000 BTU (1 ton) where it should say (2 ton).

Question: I’m packaging my proposal and I'm a little confused on which Volume the Form "Solicitation, Offer, and Award" should be included with. It states that it should be included in Volume I and Volume III. But there is a note under Volume I that states "Please do not document any pricing in this Volume, all pricing and cost breakdown should be detailed in your Volume III-Price Proposal Submission". Should I include it in Volume I and don't list a price or should I include it in both Volumes I and III with the price listed? Can you clarify the instructions?

Gvt Response: Since the pricing is on it please place it within Volume III.

See page 75 of Solicitation document under bullet L.1 – Volume III Price Proposal- Form SOLICITATION, OFFER AND AWARD (Offer section):

Completed Section B, Supplies /Services and Price Cost including Price Breakdown; including any issued Amendments, Offer; - The Offeror must submit a complete Price Proposal. Note: Price Proposal must encompass all costs related to (a) direct and indirect labor, fringe benefits, overhead, G&A expenses, profit, material, equipment, other direct costs, insurance, freight, handling, transportation, (b) federal, state, and local taxes, (c) all applicable fees permits, licenses, and (d) any miscellaneous charges.
