Responses to Offerors Requests for Information, Clarifications and Questions

1. If piping is good, can valves just be replaced or do you prefer to replace the piping as well?

If after removal of the insulation, the condition of the piping shows no signs of rusting or deterioration, the piping need not be replaced. Otherwise, all deteriorated piping sections as identified in the spreadsheet shall be replaced.

All piping section including the valves if showing signs of deterioration must be replaced.

2. When a section is found that needs replacing, can unions and couplings be used to insert new pipe?

For piping 2 inch or less, unions and coupling can be used

For piping 2 ½” or larger, welding must be used.

The installation/replacement must comply with Mechanical Codes

3. In some areas we will be working above 7 feet, will we be allowed to insert OSHS approved anchors in the concrete to tie off too?

Yes, if needed.

4. In the solicitation packet the description only mentions pipping. On the walk through and in the pictures, valves are shown, are there any other parts of the system that need to be evaluated for bid purposes?

Both deteriorated piping sections and valves need to be replaced.

5. In the pictures I did not see any tee’s where the valves were, can tee’s and bushings be used or does it have to be drill and tapped?

Tees are present at the end of the piping after the valves.

6. If awarded the job would there be any help from maintenance on how drain and refill system. Also, will there be a POC available at night that can answer questions on restarting the system?

If assistance from the maintenance techs will be limited to showing the location of the drains and the fill systems. If after hours or night work is needed to restore the system, an FAA tech will be here, and a COR will be on site to answer questions.

7. What would be the largest size dumpster allowed on the property? Can more than one dumpster be brought to the property?

Standard 40 yard dumpster. Limit 2 at one time in a location agreed to by the SSC manager.

8. Would a second walkthrough be available before the bid is due?

Yes, please arrange it with the SSC Manager, Terry Johnson

9. On page 49 in the specifications packet it states that I will have 15 days to finish the job after NTP date, on the solicitation packet, Page 1 it states 30 days after NTP and the negotiable is checked off. How many days should the job take?

Annotation in specification has been changed to 30 days.

See the updated version of Specifications dated 03/15/2024.

10. In the solicitation packet, Section 3.10.4-10 (b) is there a particular form or way you would like us to keep inspection of our work, will that be only our work or the entire section we are working in?

Vendor must determine and advise the Government of its intended method to inspection for the entire Scope of Work. COR will inspect the work before acceptance.

11. The listed budget amount for this project seems extremely low, is this the maximum allowable price for this project?

The estimated Cost Magnitude is less than $100, 000.00.

12. Who will be responsible for draining and refilling the hot water and chilled water hydronic systems?

The Contractor

13. Is there glycol in any of the systems?

No. it was there at one time, but now both the hot and cold are water only. There are no chemicals in HWS and CWS system.

14. Who will be responsible for chemical treatment?

No chemical treatment involved

15. Who has the final determination on what piping and insulation is to be replaced?

Piping condition cannot be determined until the insulation is removed and piping checked and assessed. A Not to Exceed (NTE) 200 lineal feet of piping should be budgeted for contract purposes. If it is more than 200 lineal feet of piping, an amendment or change order to the contract will be made at the time of determination.

But all visually damaged insulation is to be removed and replaced.

16. How long can the hot water and chilled water systems be shut down for repairs and replacements?

All shut down times would be weather dependent. The tower does have an electrical duct heater, and a limited number of space heaters.

Portable cooling units are harder to implement because of the lack of space and ducting needed.

17. Does there need to be a provision for temporary heating or cooling?

Not necessary, but if the contractor arranged for temporary AC, the amount of time the cold-water supply is drained and out of service could be extended.

18. Are we just replacing pipe, valves and fittings or does this include piping specialties I.E. air separators, expansion tanks, air vents, expansions joints, balancing valves, pumps etc.?

The specifications are for the pipes, valves and fittings, but if the other equipment is found to be near failure or needs to be changed to accommodate the replacement of the piping, valve or fitting, a change order should be submitted.

19. Who is responsible for the cutting, patching, and painting of drywall for accessing concealed piping?

The Contractor

20. Is it the intent of the project to replace all of the pipe insulation that has been damaged in the past or shows signs of being wet at some point (water stained) with water and or glycol or are we to only insulate piping that is replaced.

The specifications call for the replacement of piping, valves, and fittings and replacing any damaged insulation as determined by the contractor and COR subject to the 200 lineal feet of NTE piping amount for estimating purposes.

Anything additional found after insulation removal will be by a change order.
