Q1: Should all references of “Easter” Service

Area be changed to “Eastern” Service Area in both the SOW and on the SIR page 2 of 66 through page

5 of 66, Supplies/Services (B) prior to submission?

Yes

Q2: For pricing purposes in filling out SIR

697DCK-24-R-00111 pages 2 of 66 through 5 of 66, Supplies/Services (B), can you please verify that the labor categories listed below should be priced based on the respective Eastern Service

Area District listed to ensure that pricing is accomplished in compliance with Attachment 0001 –

SOW SIR 697DCK-24-R-00111, which requires engineers must reside within the Service Area to minimize travel and response time:

Civil Engineer 1 – Atlanta, GA

Civil Engineer 2 – Boston, MA

Civil Engineer 3 – Jacksonville, FL

Civil Engineer 4 – Memphis, TN

Mechanical Engineer (Elevator) – Miami, FL

Mechanical Engineer, (HVAC) – New York, NY

Electrical Engineer – Washington, DC

It’s preferable the engineers reside within the

Service Area. They will provide support to the individual districts. The breakdown of engineer type and district location was to define overall

Service Area needs. We don’t need to have the engineers to reside within the districts based on type.

Q3: Can the education requirement of a Bachelors'

Degree be substituted by FAA experience and/or contractor experience supporting the FAA as a

Resident Engineer on FAA projects?

No

Q4: SOW paragraph 1.2 and 1.5 state that the contractor must furnish “professional and certified engineers in the various disciplines.

This wording would imply that the engineer candidates must be PEs in their respective

disciplines.

A PE is not required. However, the education requirement is mandatory.

The SIR under M002, Evaluation Factors & Ratings, Factor 1, Education Requirements states that only a Bachelor's Degree from an engineering school is required. Could you please provide clarification regarding the intent of the SOW language that implies professional certified engineers?

A PE is not required. However, the education requirement is mandatory.

Q5: In the SOW document, Section 1.2, it states

“The contractor must also provide technical and support labor, material, supplies, management services, data, and facilities required to accomplish the work to be ordered under this contract.” However, it does not appear that there are any labor categories identified that would be considered for management services or other technical and support labor.

Will the FAA consider adding relevant labor categories to accomplish this work or can those be identified and added after award?

No. This requirement is specifically for the labor categories identified in the solicitation.

Q6: Under SOW Section 1.7, it states “Provide project construction surveillance and oversight

(as defined in the Construction Surveillance and

Oversight section below) of district implemented projects.”

Is there a section called Construction

Surveillance and Oversight in the SOW and, if so, where is it located in the SOW?

There is not a Surveillance and Oversight section included in the SOW. The level of surveillance and oversight will depend on the complexity of the projects implemented by each district.

Q7. Statement of Work pg 5 (paragraph 3) refers to applicable licensed engineers and specifically lists "electrical, electronics." The table on the

same page references electrical and elevator engineers. What license (or licensing entity or certification) is preferred for "electronics" engineer?

There’s no requirement for a license or certification, rather, knowledge or background in that area.

Q8. For the single Mechanical Engineer resume that is required, can the offeror choose which specialty (HVAC or elevator) they submit or does the government require one over the other?

There’s no requirement for a specialty of either

HVAC or elevator. Rather, knowledge or background in either.

Q9. Beginning on page 2 of the RFP, the CLINS specify separate lines for Mechanical Engineer

(Elevator) and Mechanical Engineer (HVAC), strongly suggesting that the government wants one with elevator experience and one with HVAC experience, which is consistent with the career paths of mechanical engineers. However, on page

65 the experience requirements specify that the mechanical engineer resume needs to have experience in both areas - which is not typical for mechanical engineers. Can the government change the requirement evaluation factors to indicate having one or the other, and not both?

There’s no requirement for a specialty of either

HVAC or elevator. Rather, knowledge or background in either.

Q10. Statement of Work pg 17 should read:

"Airfare costs in excess of the lowest-priced airfare available to the contractor during normal business hours are unallowable except when the lowest priced airfare requires circuitous routing, require travel during unreasonable hours, excessively prolong travel, result in increased cost that would offset transportation savings, are not reasonably adequate for the physical or medical needs of the traveler, or are not reasonably available to meet mission requirements. However, in order for airfare costs in excess of the above airfare to be allowable, 5 6
