1.0 SCOPE OF WORK

The Federal Aviation Administration (FAA) intends to replace the existing Airport Traffic Control Tower (ATCT) and base building facility at the Mineta San Jose International Airport (SJC) in San Jose, California. As a result, the existing Remote Transmitter/Receiver towers (RTR) and corresponding facilities have to be relocated prior to the construction of the new ATCT and base building. ATCT facilities are considered essential facilities by the International Building Code (IBC) (Risk Category IV) and American Society of Civil Engineers (ASCE) (Operational 1-A).

The FAA intends to contract an Architectural/Engineering (A/E) firm to design and prepare bid documents for both the new RTR and the new ATCT and Base Building. Work type includes, but is not limited to, engineering studies and preliminary designs, final designs and bidding documents, structural analysis, site surveying, pavement designs, master planning, and construction support. The work requires the A/E to have specific areas of expertise. These areas include, but are not limited to, civil, architectural, structural, mechanical, plumbing, fire protection, electrical, and electronics engineering disciplines as well as geotechnical, blast resistance, progressive collapse, surveying, etc. This Scope of Work (SOW) requires High Performance Sustainable Building (HPSB) design compliance, land surveying, geotechnical subsurface investigation, soil analysis, security design, and wind tunnel testing. The work may also include facility management and contract administration support, including, but not limited to, project management support, critical path method (CPM) preparation and analysis, drafters, cost estimators, specification writers, interior designers, and administrative personnel.

Construction support is considered in the scope of this project but will not be awarded until the start of construction. The construction support includes, but is not limited to shop drawing review, site inspection, and construction management. Construction support will be listed as a contract line item number (CLIN) on the award document.
