STATEMENT OF WORK
DESIGN-BUILD CONSULTANT SERVICES
FOR SCOPE DEVELOPMENT AND
SELECTION OF BIL REPLACE ATCT
CONTRACTOR
May 17, 2023
U.S. Department of Transportation Federal Aviation Administration
The Federal Aviation Administration (FAA) has a requirement for new Airport Traffic Control Towers (ATCT) at multiple locations in the Western Service Area under the Bipartisan Infrastructure Law (BIL). A new ATCT at Pocatello, ID (PIH) will be the Seed Project. Other locations may include the following: Ogden, Utah; Pueblo, Colorado; Salem, Oregon; Modesto, California; and El Monte, California. The delivery method is Design Build (DB) utilizing Best Value. FAA is considering awarding a single, multiyear Design Build contract with multiple bid options. This scope is for the Western Service Area projects and may be shared with the Eastern and Central Service Areas for their BIL Replace ATCT Projects. This contract supports FAA’s goal to establish multiple ATCTs.
Siting for the new ATCTs is underway. The siting process for the various sites are in various stages of completion. Some sites are near completion and others just beginning. The approved siting report establishes the finish floor elevation for the cab floor for optimum visibility to aircraft movement areas. The cab floor elevation dictates which type of ATCT is approved for implementation.
The Design Build (DB) Consultant Team has the responsibility of assisting the FAA in the development of the Technical Scope of Work and establishing performance criteria that meets the current Design Build Institute of America (DBIA) best practices or the PIH ATCT project. .
The Design Build Consultant Team will also play an advisory role in the development of the Request for Proposal, the Evaluation Criteria, and the Source Selection Process. Source Selection must follow DBIA best practices.
Two bid options are included to document performance of both the Design-Builder and FAA implementation of Design Build Best Practices for the Pocatello (PIH) Project and provide feedback on systematic issues for subsequent towers listed above to include: briefing the FAA on trends/budget and provide training for FAA engineers.
Two (2) Technical Scopes of Work are required as final deliverables. The FAA will provide a Standard Design for both ATCT types 119 and 120 FT AGL.
1. ATCTs with cab floors at or below 119 FT AGL. The design is in development and will be completed to approximately 70% level. The Standard Design is under development and is anticipated ready for distribution in August 2023. Site specific requirements such as foundations, sitework, HVAC loads etc are anticipated for the ATCT 119 FT AGL and below. The maturity of the design disciplines will vary in completion within the standard.
Elements specific to the site: access, utilities, site layout, fire protection, etc. require site adaptation. Architecture, Mechanical, Electrical, and Structure will be more mature and have less flexibility in options. ATCTs at or below 119 FT AGL will have the following characteristics:
• 440 SF Tower Cab
• Occupied Shaft
• Single Elevator and Single Exit Stair
• Elevator is second means of egress
• Space Programming is provided with the standard
• Must be site specific for the Pocatello, ID (PIH)
2. ATCTs with cab floors above 120 FT AGL. The GSO Standard Design will be provided.
This design is essentially an Architectural set of drawings providing floor plans, elevations and adjacencies. The Standard Design is not developed further than the floor plans and adjacencies. This effort will follow a typical design build process beginning with a concept rather than developed design. ATCT above 120 FT AGL will have the following characteristics:
• 550 SF Tower Cab
• Shaft is not occupied
• Two Elevators with two exit stairways
• Space programming is provided with standard design
• Administrative Base Building is required. This building may be 7,500 SF or greater.
• Location not determined, for planning purposes use Pueblo, Colorado.
Award of a construction project is prohibited until the Environmental Assessment is complete.
FAA anticipates the Environmental Assessment will not be complete for the initial projects.
Construction must be separated from design as a bid option to be awarded at the discretion of the Government in the Design Build Scope of Work.
Performance Criteria The DB Consultant Team will aid the FAA in development of the Technical Scope of Work and performance criteria and provide consultation to the FAA during the Design Builder competition. The DB Consultant Team must accommodate FAA’s schedule to attend meetings, review documents, and provide feedback in a timely manner. The DB Consultant Team is responsible for incorporating the following item below into the Design Build (DB) Scope or Work (SOW):
1. Available space programming information (space adjacencies, size, configuration and site-specific data such as but not limited to seismic, wind loading, geotechnical etc for PIH.
2. Consistent with the Department of Transportation (DOT) sustainability goals, the FAA requires all ATO new construction, major renovation, or repair and alteration of Agency buildings to comply with the Guiding Principles for Sustainable Federal Buildings and Associated Instructions, dated December 2020 (located at https://ksn2.faa.gov/AJW/AJW244C/references/SitePages/Home.aspx)
3. FAA Security requirements individually identified by project
4. Identifying and mitigating risks inherent in the Design Build best practices
5. FAA Terminal Facilities Design Standard, Version2.1.1. Some prescriptive requirements may include, but are not limited to the following:
a. FAA Order 002F Drawing Standards
b. Minimum FAA Building Information Modeling (BIM) Requirements
c. FAA Order JO 1053.3, Implementation Date 03/12/2015, “Air Traffic Organization
Energy Efficient and Sustainable New Construction and Major Renovation”
d. New Facility Security Requirements per FAA Order 1600.69 latest version
e. Design criteria and guidelines for HVAC systems and redundancies for critical spaces per FAA A/E Project Manual
f. The ATCT requires a single stair as the primary means of egress for the ATCT’s with cab floor elevations less than 120 FT AGL
g. Single elevator is required for ATCT cab below 119 FT AGL
h. FAA-STD-019, Lightning and Surge Protection, Grounding, Bonding and Shielding
i. FAA-C-1217, Interior Electrical Work Specification
j. FAA-C-1391, Installation, Termination, Splicing, and Transient/Surge Protection of
Underground Electrical Distribution System Power Cables
k. IBC high rise requirements apply for all ATCTs over 55 (verify height) FT AGL in overall height
l. Class A Fire Alarm System as defined in NFPA 72
m. Airport Traffic Control Towers shall be designed in accordance with the requirements of the International Building Code (2021 edition or latest at time of design start). A single exit may be permitted for ATCTs with Control Cabs less than 1,500 sq ft in area, and occupant loads on each floor less than 15 persons.
ATCTs shall be constructed in accordance with Section 412 of the IBC. ATCTs in excess of 75 height shall incorporate portions of IBC Section 403 for High Rise Structures as referenced by Section 412. ATCTs with occupied floors in excess of 35 feet in height shall be provided with automatic fire suppression. ATCTs with occupied floors in excess of 30 feet shall be provided with Class I standpipe system with design coordinated with local responding Fire Department or approved by AHJ for non-federal properties. Unless modified by Section 412, ATCTs in excess of 75 feet in height shall comply with other requirements for high rise structures. ATCT facilities shall comply with all other IBC and IFC requirements not specified here for primarily Group B (Business) occupancy with other incidental use occupancies as classified in the code. Paths of egress shall conform to NFPA 101 requirements. Other fire protection features including doors, barriers, suppression, detection and alarm systems shall comply with applicable NFPA standards.”
Source Selection Criteria and Competition The DB Consultant Team will assist the FAA in the development of the Request for Proposal (RFP), Evaluation Criteria and the Source Selection Process. The DB Consultant Team may be required to attend meetings and presentations during the competition as advisors. The DB Consultant Team will advise the FAA on, but is not limited to the items listed below:
1. DBIA concepts and practices;
2. Evaluation criteria in regards to design, technical approach, project management, schedule, cost and life cycle cost analysis;
3. Develop questions for Offerors down selected to interviews (if necessary); and
4. Review of Offerors’ proposals.
After award the DB Consultant Team must facilitate a formal partnering meeting between FAA, stakeholders, and awarded Design-Builder along with an owner risk workshop to assist in identifying and assigning risk to awarded Design-Builder and owner.
Deliverables
The following deliverables are required:
1. Initial Scope of Work – Draft SOW from available data, format and suggested performance requirements. The expectation of this deliverable is the Consultants’ understanding of FAA requirements.
2. Draft Scope of Work incorporates FAA input.
3. Final Scope of Work incorporates the delivery of the 70% Standard Design by the
FAA Terminal Program Office for ATCTs with cab floors below 119 FT AGL.
4. The Scope of Work for the ATCT’s above 120 FT AGL begins upon the completion of the FAA review of the initial scope for ATCT’s with cab floors equal to or below 119 FT AGL. Approximately 75 days after NTP. ** (Amend 0001)

Travel
1. Scope of Work both types assume a total of six meetings in Seattle for a two day meeting.

Qualifications:
The Design Build Consultant Team must include at minimum of two (2) engineers and no more than four (4) engineers with the minimum qualifications:
1. All Key Personnel must clearly demonstrate a minimum of seven (7) years in Design Build experience in establishing scopes of work and assisting Owners in selection of the Design Build Teams.
2. At least one (1) Key Personnel must be Design Build Institute of America, DBIA, certified.
3. At least two (2) Key Personnel must have leadership experience in the Design Build Selection Process with Federal or Government projects.
4. At least one (1) Key Personnel must have an active professional architectural or engineering license.

Option 1: Pocatello, Idaho
Work will include, but is not limited to the following:
1. Document performance of both the Design-Builder and FAA for implementing Design Build Best Practices for the Pocatello Project
2. Site visits and meetings with Resident Engineer (RE) Team and DB Contractor. Assume up to 12 site visits
3. Coach RE Team for DBIA Best Practices
4. Evaluate Project Performance both FAA and DB Contractor
5. Trend analysis and Reporting for changes and project issues
6. Review Design Build Scope of Work against project progress for lessons learned for correction in following projects and recommend Revisions
Option 2: Continuous Improvement
Work will include, but is not limited to the following:
1. After monitoring the Pocatello project, FAA may request DB Consultant Team to critique progress of other BIL Replace ATCTs for any systemic issues.
2. On an as-needed basis brief Program Office/Management on trends/budget and provide training for FAA engineers.
