Federal Aviation Administration Sir No. 697DCK-22-R-00366 Procurement Requests For Information

Question 1: RFP Page 4 of 8: “Provide references for the five (5) highest dollar projects your company has completed within the past three (7) years.” Please confirm whether the requirement is three (3) years or seven (7) years.

FAA Answer: The SIR is written with past experience from the past 7 years. Three years would be a typo.

Question 2: Factor 2 – Past Performance and Experience. Under “Offerors will be rated on the following sub factors it states that “The offeror must have successfully completed three (3) construction projects similar in scope, size, and complexity to this project (i.e., FAA facilities, GSA, Administrative Building Renovations) in the past 7 years. Under the “Submittals must include:” Item 1 – it states to provide a least three (3), but no more than five (5), most applicable projects of similar size, scope and complexity… Is the requirement to provide at least three but no more than five projects?

FAA Answer: Yes, provide at least three (3), but not more than five (5), most applicable projects of similar size, scope, and complexity that your firm has completed as the GC/Prime contractor exceeding $10M in the past 7 years.

Question 3: Will CPARs be accepted in lieu of the Past Performance Questionnaire. Can the offeror include in the proposal?

FAA Answer: No, CPARS will not be accepted in lieu of the Past Performance Questionnaires.

The SIR is corrected on Page 4 to read:

5. Provide a completed “Past Performance Survey” form by references mentioned in item no.4.

Once completed surveys shall be returned to Contracting Officer directly by each reference.

Question 4: If a client has already filled out PPQs in the past two years, would you consider using past NAVY/GSA PPQs in the proposal? Many CORs are either unavailable or will not complete another PPQ that was recently filled out in the past 2 years.

FAA Answer: It would be acceptable as long as it meets the requirement of the SIR.

Reference Question 3 answer for clarification of the SIR.

Question 5: As a major subcontractor to large GC on a $24.5 million phased project involved the renovation of an occupied and mission critical building, including all mechanical, electrical, fire suppression, and space plan. As the major general contractor would this be considered relevant for Factor 2.

FAA Answer: In accordance with the SIR “The offeror’s past performance and experience must be in the capacity of a prime or general contractor”

Question 6 : Factor 2 – Past Performance and Experience.

FAA Answer : Yes, provide at least three (3), but not more than five (5), most applicable projects of similar size, scope, and complexity that your firm has completed as the GC/Prime contractor exceeding $10M in the past 7 years.

Question 7: Page 4, Factor 2, question number 5 indicates to “Provide a completed survey form by references mentioned in item no.5. Following the attached “Past Performance Survey”, from each reference provided in item no. 6. “ Please confirm the intent here is to indicate item no. 1, instead of item no .5 or no. 6 (as there is not an item no. 5 or item no 6 that exists in this section in association with references).

Answer: PPQ’s are required from the references in item #4, Factor 2. Five PPQ’s will be expected from the five (5) highest dollar projects your company has completed in the past seven

(7) years.

Reference Question 3 answer for clarification of the SIR.

Question 8: In Factor 2, subsection 5, is the Government looking for evaluations for projects provided in response to subsection 1 or subsection 4? We assume that past performance would pertain to relevant projects presented in response to subsection 1.

Answer: PPQ’s are required from the references in item #4, Factor 2. Five PPQ’s will be expected from the five (5) highest dollar projects your company has completed in the past seven

(7) years.

Reference Question 3 answer for clarification of the SIR.

Question 9: In Factor 3, the Government requests resumes for the proposed Superintendent and QC Manager. These assignments and provision of associated resumes are usually reserved for a Phase 2 submission, as it is often difficult to assign/commit 100% on-site field personnel far in advance of award or when an award date is only anticipated. Would the Government consider removing these two resumes to Phase 2?

Answer: The requirement remains unchanged.

Answer: All documents required are posted.

Question 12: With outstanding questions that will impact bidder narratives and deliverables that require input from other parties, we respectfully request a deadline extension to July 5th.

Answer: The FAA will extend the closing date until Wednesday July 6, 2022 at 5:00 p.m.

Eastern Time.

Question 13: The requirement in paragraph 5 (page 4) of the SIR states: “Provide a completed survey form by references mentioned in item no. 5. Following the attached “Past Performance Survey,” from each reference provided in item no. 6. Once completed surveys shall be returned to Contracting Officer directly by each reference.”
