OWD FAS project in Norwood, MA RFI Responses 4/4/22

1. Please confirm if taxes should be carried in proposals?

Yes, while the FAA is tax exempt, the awarded offerer will be expected to be responsible for any/all taxes.

2. Please confirm if any state, local, and/or Federal permits will be required on this project?

The FAA owns this facility, therefore, no permits are legally required. We are our own AHJ but we still coordinate with the local fire department, for courtesy purposes. They have already reviewed our plans and specs. The local FD did ask us to let them know who the contractor is, so after award, they may be reaching out.

3. Please confirm if there are any known hazardous materials?

Here is the information about the areas we know to stay away from:

Control Cab Asbestos Material Countertop Mastic Roof Drain Mastic On Roof Ladder

4th floor & Catwalk Suspect Material Countertop Mastic Mudded Roof Drain Electrical Putty Window Caulks Carpet Mastic Insulation Wrap Ceiling Tile Sealant Roof Mastic

Stair to Cab Asbestos Containing Material Floor Tile and Mastic

4. Please confirm if the tower and the administration building fire alarm are networked together?

Yes. The tower, link and base building all share one FACP, which is located in the tower, first floor.

5. Please confirm surface mounted conduits will be allowed ATCT building?

Surface mounted conduits will be allowed in areas that are unfinished (no sheetrock, tape, paint). In finished areas, we would like to re-use existing conduits to the fullest extent and conceal all new conduits behind the walls.

6. Please confirm this project is to have a full time Superintendent on site while work is going on at all times? Yes. A general contractor-representative is required to be onsite to coordinate and supervise activities with their own people and all subs. Any contractor who is onsite, will be under FAA escort at all times.

7. There was a question at the walk through about a pull station in the base building being located an inch or two too low. The pull station should be already at 44” to the pull handle, per NFPA 72. The height of the manual fire alarm boxes are allowed be a minimum of 42 inches.

8. The solicitation requirements, the following companies were listed:

Edwards (Carrier) Notifier/Honeywell Siemens Simplex/Johnson Controls

Approximately 5 years ago Johnson Controls opened a second identical Fire Alarm product line under the “Autocall” brand which is sold through independent distributors as opposed to direct factory sales of their Simplex Fire Alarm products. Will either Simplex or Autocall be acceptable?

AutoCall could be accepted under the Simplex brand. It would constitute a substitution/equivalent request, so your proposal would have to call out this request and provide documentation to show that it will meet all the salient features as required by the Specs and/or Drawings.
