MOBILE ASSET SUSTAINMENT PROGRAM (MASP)

GENERAL INFORMATION

This is a non-personnel services contract to provide Infrastructure Maintenance Support of Mobile Assets.

Description of Services/Introduction: The contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Infrastructure Maintenance Support of Mobile Assets as defined in this scope, except for those items specified as government furnished property and services. The contractor must perform to the standards specified in this contract including compliance with applicable regulations and orders. The contractor must provide infrastructure maintenance services for the upkeep of the mobile assets.

Scope: The FAA requires support from a contractor to assist with renovating the mobile assets in accordance with FAA Orders, Standards, and handbooks. The contractor will conduct a survey of the asset to identify the support that will have to be provided to restore the mobile asset to service.If the asset has As-built drawings and wiring of diagrams on site, the redlining of those drawings is within e scope of this task order. The Contractor must including, but is not limited to the following:

· Perform a site survey of the mobile asset being considered for renovation at various sites across the U.S. within 10 working days of notification of tasking;

· Perform joint scoping with the FAA to finalize the requirements for the mobile asset renovations;

· Have experience redlining and updating as-built drawings and wiring diagrams on site;

· Contractor must have a minimum of three (3) years of hands-on experience in maintenance and restoration of mobile air traffic control towers and/or fixed air traffic control towers.

· Have experience developing material quotes, coordinating deliveries, developing realistic schedules, resolving logistical issues, and reconciling material purchases to ensure merchandise is received as requested and damages, deficiencies, or omissions are resolved in a timely manner; and

· Be financially capable of purchasing and covering the costs and expenses, material and travel related to rehabilitating mobile air traffic assets for 90 days based upon invoicing and government payment procedures.

Prior to performing any work, the contractor will support the inspection, assessment and the contractor’s assessment. The contractor must proceed with providing the identified support needed to perform the renovation. The support required will assist with the renovation of the asset’s infrastructure as well as the National Airspace System (NAS) and mission support systems.

The work to be performed will primarily be routine maintenance. However, corrective maintenance must be performed when identified. The following is a list of items (not inclusive) to typically be performed to support maintaining the readiness of the mobile assets:

· Inspect and grease wheel bearings

· Inspect Tires

· Inspect and repair brakes and braking systems

· Inspect and seal roof as needed

· Inspect and seal cab glass, doors, windows as needed

· Inspect, clean and repair carpet

· Inspect and repair shades as needed

· Inspect and test HVAC components

· Inspect and replace mattresses and linens in sleeper campers

· Perform cab glass repairs as required

· Perform and replace break away switch repair

· Reconfigure consoles as required

· Perform rack removals and installation

Place of Performance: The work to be performed under this contract will be performed at Government sites. Mobile Asset Deployment Centers, Boise, ID, Independence, MO and Greensboro, NC. Additional ad hoc needs may be necessary at unconfirmed location.
