About this file

This document outlines a federal solicitation for replacement of HVAC systems at the Denver National Air Space Equipment Building. The Federal Aviation Administration is seeking to award a single-contract to replace three packaged rooftop air conditioning units and associated ductwork. Offerors must attend a mandatory virtual site visit on February 3rd and submit all questions by February 14th. Proposals are due by February 21st. The contract is set aside for small businesses and is subject to Davis-Bacon wage determinations. Temporary cooling solutions must be provided during replacement with a minimum 12-ton capacity. The selected contractor will be responsible for all HVAC installation and controls work, with some flexibility permitted on ductwork sizing as long as air flow capacity is maintained.

QUESTIONS & RESPONSES

# QUESTION RESPONSE

The prints say double wall duct and it was mentioned in the Zoom call. however, the pictures do not appear to be double walled, it looks like lined ductwork.

Existing is lined, the new ductwork will be double walled.

Can we manipulate the duct sizing for better fit if we keep the same CFM air flow?

Minor alterations to ductwork will be permitted with simple redlines and FAA approval. Examples are supple/returns being a different size on the new units, slightly different unit placement altering lengths.

Major changes like cross sectional area must be submitted to the FAA by a design done by an engineer. Must be designed meeting SMACNA and ASHRAE requirements, standards, and best practices. This includes pressure loss, aspect ratio, friction, and energy efficiency.

Will the current duct stands stay and be reused?

Existing supports can be reused if they can support the new ductwork and meet all requirements. See drawing D001/General comments

Are the back draft dampers barometric?

Belimo actuators, activate when units turn on.

In order to get a quote from GE, I need to get the nameplate information off of panel MDPE.

Refer to Attachment J-6 Photos

In order to get accurate wire lengths for pricing, we need to have the panel feeding the HVAC units (Panel MDPE) and the panel feeding the service outlet (Panel ???) located on the drawings in relation to the HVAC units.

Refer to Attachment J-5 DEN ASR9 Drawing

The 2nd general electrical note on drawing DEN- 18068114-E001 states:

"Install all necessary HVAC control components for three (3) packaged rooftop air conditioner units".

Drawing DEN-18068114- M001 construction note #2 states: "Connect new HVAC units to existing control box". (Control box location is shown on drawing) Question

1) Is the control box shown on drawing DEN-18068114- M001 the only component for HVAC control? 2) If there are more components, please provide more detailed information on what is required so pricing can be provided. 3) Please provide a wiring diagram for the HVAC controls so we can provide accurate wire totals for pricing.

Refer to Attachment J-4 ASR HVAC Controls

Verify EDH-2, 3, 4 are staged controls w/ stand alone stat.

The control sequence indicate it requires an analog signal. But w/ 24 volt control as show on the the schedule it see,s it would be staged.

Can you ask about this and let us kow please. Also on the Condaire Humidifiers H- 1 and H-2. Are you wanted Bacnet MSTP or MS-TCP-IP?

Refer to Attachment J-4 ASR HVAC Controls

What is the ceiling height in the equipment room?

Ceiling height is 10'-2"

I have looked through the drawings and I don’t see where the electrical panel is located. Can you please provide a location?

Refer to Attachment J-5 DEN ASR9 Drawing

What is the existing supply duct size inside the building we will be tying new duct into?

Supply is 24" X 52"

Can existing duct supports be reused?

Existing supports can be reused if they can support the new ductwork and meet all requirements. See drawing D001/General comments

Can existing unit be used for temp cooling? If so, is there an exterior door we can use to run flex from unit into the building for cooling and return?

You can run flex duct through the door while onsite. At the end of the day the building must be secured.

What is the height limit for a crane?

Height limit is determined by a 3rd party at the FAA. A 7460 will need to be submitted with details from the contractor and they will approve or disapprove the permit.

It is recommended no crane/cherry picker go higher than the roof line.

Website with more information on the 7460 process is below.

Is there room to maneuver a forklift to set units?

With ductwork and equipment installed area is fairly limited. This is going to be determined by size of the forklift and the skill of the operator. See drawing G002/m002 for site layout with scaled drawing.

Is test and balance required?

See drawing m001 for TAB requirements.

FAA reserves the right to have it's own TAB done by a 3rd party.

Is the long badging process incorporated into the POP?

Is there any associated costs with the badging?

Badging process is not incorporated in POP, can be done before NTP.

Is escorting provided by the owner or will the contractor be providing their own?

Project will have at least one RE/COR providing escort.

Is all low voltage cabling required to be in conduit?

And/or is there a possibility that this is an NEMA rated facility as a matter of durability (explosionproof)?

All conductors must be in conduit. No explosion proof rating for this project.

Can mark up the attached drawing with the panel locations so I can get wire and conduit lengths? (I see the control box on drawing #DEN-18068114-M001, but no panel locations)?

Refer to Attachment J-5 DEN ASR9 Drawing

Can a diagram for the Custom Controls Module be provided?

Refer to Attachment J-4 ASR HVAC Controls

Please provide the nameplate information for pricing the correct breakers.

Refer to Attachment J-6 Photos

The electrical equipment schedule shows a NEMA 3S Heavy Duty Disconnect, is this a fusible or non fusible disconnect?

Non-fusible disconnect

Can we manipulate the duct sizing for better fit as long as we keep the same CFM air flow?

Refer to the response to Question #2

In the meeting there was discussion of the HVAC ductwork swap-over procedure and ductwork modification for continual service, and/or the need for temporary cooling solutions.

Are we to be providing temporary cooling solutions for existing unit downtime and swap-over all HVAC Units at once?

May use existing units if construction staging allows. Once the existing units cannot be used for temporary cooling contractor must provide temporary cooling. Temporary cooling must have a capacity of 12 tons.

Confirm ductwork type and sizing to be used to connect the new units to the existing supply air and return air penetrations.

Double walled ductwork. Supply and Return duct size into the building are Supply 24" X 52" Return 48" X 31"
