General questions:
1. Can you clarify which areas were found with lead containing paints or surfaces?
See attached report.
2. Can we re-use existing refrigeration copper piping?
All copper piping shall be replaced.
3. Can we re-use recuperated R-410A refrigerant?
All refrigerant for new equipment must be new.
4. What do you mean by low ambient control?
Low ambient control is a standard option for HVAC equipment that provides refrigerant head pressure control during low ambient conditions. This is intended to maintain system pressure at normal levels should cooling be required when outdoor temperatures are low.
5. How long would the FAA ID take?
Obtaining FAA ID will not be required. FAA will provide escort for all contractors.
6. What is considered temporary services?
Any services required for construction, but not available on site (e.g. compressed air).
7. Should we provide temporary air for shutdown work?
Yes, Contractor is responsible for providing temporary conditioned air for areas impacted by construction.
SOW Questions:
General:
Section 4:
•What is the requirements construction for temporary offices/staging?
The site is not occupied, so temporary offices are not required. Contractor must provide access to any FAA personnel, as requested, throughout the project.
•Can FAA Second floor offices be used for these purposes?
See above. Temporary offices are not required.
Section 5:
•During site visit we saw water service provision at condensing unit’s pad. Can we use this provision for general cleaning purposes?
Contractors may use on-site water for general cleaning; however, Contractor is responsible to remove all debris.
•We will be requiring power at condensing unit location for refrigerant recovery and vacuum dehydration of refrigerant circuits. Can we use power from existing disconnect switches?
Contractor may use readily available power at the facility; however, the FAA is not responsible for any delays caused by any potential loss of power.
Section 8:

Section 3d:
During site visit heavy duty disconnect switches were in good conditions. Are they NEMA3R? If so, can we re-use them?
Existing heavy duty disconnect switches can be re-used.
In the event that temporary HVAC units are required to avoid interruptions to FAA operations while construction, Will FAA/Government provided temporary power for these temporary units?
Contractor shall plan for this during the design portion of the project. FAA power may be used, if available, however, Contractor is responsible for providing any new breakers, conductors, labor, etc.
to make the connections available.
Testing and balance:
Section d:
On facilities second floor, whether we used existing ductwork or replace it with a new one, and that the duct system will be inside the air-conditioned space thus any leak of air will not affect system operation. Please clarify.
Need more information to properly address this question.
1. Scope of Work asks for a full heat load analysis of the facility to determine all HVAC requirements (e.
g. heating, cooling, dehumidification, etc.). The set of drawings provided have a Mechanical Equipment Schedule with specifications of the Air Handling and Condensing Units to be installed. Is a full heat load analysis of the facility really required?
The set of drawings being referenced are from the previous HVAC project and are provided to detail the existing system. These drawings do not specify any mechanical equipment to be replaced during this project. HVAC equipment at the site has been failing at a very rapid rate. A full heat load analysis is required to ensure proper loading.
2. If a full heat load analysis of the facility is required additional information is needed from the FAA.
The following information is needed:
a. Drawings with dimensions of the structure as it is at present.
See drawing SO-D-103405-C03 for details. Facility has recently added approximately 1-1/2” thick closed-cell insulation to the interior side of all exterior walls (see attached product information).
b. Construction details of the exterior walls of the structure as they are at present.
c. See drawing SO-D-103405-C03 for details. Facility has recently added approximately 1-1/2” thick closed-cell insulation to the interior side of all exterior walls (see attached product information).
c. Heat produced by existing equipment and lighting inside the building on each floor level.
Contractor is responsible for determining all heat loads at the facility. FAA expects to review the calculated heat loads during the design portion of this project.
d. Desired Temperature and Per Cent of Relative Humidity parameters on first and second level.
Desired temperature: 73 deg F +/- 2 deg F Desired relative humidity: 35% to 50%
Please confirm if the above requested information will be made available to the Contractor or an As Built of the existing structure and further investigation of all the equipment inside the structure shall be considered as part of the total cost of our Proposal.
3. Drawing M001 shows Detail 2/M00 “New Grating Layout” with New Concrete Supports. The existing structure where the new condensing units will be installed have already concrete supports. And there are no instructions to build a new structure or repairs required to the structure where the new condensing units will be installed. Please clarify.
Drawing M001 is from a previous HVAC project and is provided to show the existing system installation.
Contractor shall evaluate this area to ensure new equipment installed in this location will have all required clearances and meet all required standards.
4. Item Number 1 of the Key Installation Notes on Drawing M003 asks to supply and install grating platform per Appendix “A” in the Specifications. Appendix “A” was not found on the provided documents. Can the Appendix “A” or specifications of the required grating be provided?
Drawing M003 is from a previous HVAC project and is provided to show the existing system installation, not detail work to be accomplished on this project.
5. Drawing M006 shows detail 1/M004 “Duct Layout” connected to AHU Units 1,2 and 3. It looks as if the drawing is illustrating the Second Level in which the AHU to install there are Numbers 3,4 and 5.
Please clarify.
Drawing M006 is from a previous HVAC project and is provided to show the existing system installation, not detail work to be accomplished on this project.
6. Drawing M006 shows detail 1/M004 “Duct Layout” shows air distribution ductwork where new diffusers will be installed. Actually, the second level have air distribution ductwork installed. Will the existing ductwork be reused, or the existing ductwork needs to be removed and new ductwork be installed?
Drawing M006 is from a previous HVAC project and is provided to show the existing system installation, not detail work to be accomplished on this project. Second floor ductwork may be re-used, depending on new HVAC system equipment selection. Contractor will be expected to ensure any portions to be re-used will be compatible with new HVAC equipment/airflow.
7. Scope of work asks to: “ design an install a wind fence to protect any outdoor equipment from high winds and debris.”
a. Are the new condensing units the only equipment to protect with the requested fence?
The intent of the fence is to protect any HVAC equipment placed outdoors.
b. There is no Basis of Design or Guideline for the requested fence. Is the Puerto Rico Building
Cod requirement for wind velocity the only parameter to consider in the fence design?
Code requirements will depend on size and location of fence. FAA will need to review design to fully answer this question.
c. What type of mesh (Perforated Metal, Wire Mesh, Expanded Metal, opening of mesh, etc.)
is desired?
Contractor shall specify the type of mesh that will work best for this application. FAA will review Contractor’s fence design.
d. Please define the height of the fence (A sketch of a possible fence alternative is included for your convenience.).
Contractor shall determine the height of the fence required. FAA will review Contractor’s fence design.
8. We would like to request that the proposed date to submit the proposal of August 4, 2021, be changed to at least 10 days after all the questions and or clarifications are received.
9. Please provide Plans of existing HVAC conditions and Proposed work to be done.
This is a design-build project. Contractor will submit the design for FAA review.
Height Above Pllatform ??
Height Above Platform ??
Height Above Platform ??
10. What Standard should the Anti corrosive treatment comply with?
The FAA will not specify a specific anti-corrosion treatment for the coils to avoid directing the Contractor to a sole source. Anti-corrosion treatments for coils is a standard option for several equipment manufacturers with similar results.
11. Please clarify if bid bond or payment and performance bond is required for this solicitation. Payment
& performance bond is required.
12. Please provide details of the disconnect switch to be replaced.
Existing heavy-duty disconnects can be re-used.
13. Please clarify the linear distance between the disconnect location of each HVAC equipment and the HVAC Equipment it feeds.
This shall be determined by the Contractor during the design portion of the project.
14. Please indicate the linear distance between the disconnect switches and the Main Distribution panel.
15. Can we relocate the thermostat?
It is unclear which thermostat this is referencing. Contractor shall install FAA provided OAS HVAC controller for all HVAC systems supporting an equipment space.
16. Can we change the base of the capacitors or it needs to be replaced?
17. We are considering in reusing the cooling pipe or refrigeration. Is this acceptable?
Refrigerant and copper piping shall be replaced.
Additionally, if you may be so kind to clarify; the SOW only states that the contractor shall design and install (part C. Design, #8 ). I would like to be clear if the designs need to be certified by an engineer or a local designer?
All drawings, specifications, etc. issued for construction shall be signed and sealed by a licensed professional engineer practicing within the applicable discipline for each signed and sealed item.
Professional licensing specifically for Puerto Rico is not required.

5.1 Physical Installation:
The
OAS
is contained within a 10”x16”x5” electrical box.
The box contains mounting holes for attaching the box to a supporting wall or stand.
The controller should be mounted at chest level in a central location where the ambient temperature is representative of the room.
Locating the unit on an uninsulated outside wall, near equipment exhaust, or in a stagnant air area may cause the system to operate inefficiently.
If space is not available for the
OAS
in a preferred location, a separate remote temperature sensor option can be added.
of these sensors are required, one for each thermostat on the
OAS.
The sensors must be setup within the thermostat settings.
Use of remote sensors should be limited to the greatest extent possible.
Buttons, thermostats and switches shall be accessible and warning light shall be generally visible within the associated room.
Allow for 3’ of clearance from the face of the control box per the latest revision of the
NEC.
5.2 Electrical Requirements:

All associated control wires run between the Controller and
HVAC
Units shall be contained within conduits.
Any outdoor conduit runs shall be rigid type with threaded connections or liquid-‐tite flexible conduit.
The
OAS
is powered by low voltage
24VAC,
supplied by the associated
HVAC
Units.
To fully isolate power from the controller, each
HVAC
must be electrically disconnected.
The
OAS
does not require a separate power circuit and the only energized power within the controller will be the
24VAC
provided from the
HVAC
Units.
Warning:
When attaching or changing wired connections within the
OAS,
ensure power is electrically isolated from
BOTH

5.3 Connections:
The
OAS
controller has connections identical to most modern thermostats, and therefore wiring the controller is similar.
Each installation may vary slightly, however the basic premise remains the same.
Inside the box, there are separate terminal strip areas, one for each unit.
They should appear similar to the picture below:
Figure 2:
OAS
Wiring Terminals
These connections are in accordance with industry standard, and are compatible with the vast majority of
HVAC
equipment.
The symbols are defined below for reference:
Symbol Description Standard Wire Color
R Control Power

Y1 Stage Cooling, control point Yellow
Y2 Stage Cooling, control point Blue
W Heat, control point White
G Fan (Supply Air Blower) Green
C Common or Neutral Brown
Wire colors and symbols may vary slightly depending on manufacturer
A single line diagram is shown on the next page for a simple packaged unit installation.
Each facility should be provided with a site specific control drawing that depicts the actual configuration.

Operation:
6.1 Introduction:
The
OAS
is delivered configured, tested, and ready for the operation of a Unit, fully redundant, dual stage, cooling only, HVAC
System.
However, if a thermostat is replaced or for some other reason the thermostat needs to be reset, the required parameters are provided in “Appendix A” to assist in reprograming.
The
OAS
utilizes the Honeywell VisionPro Thermostat.
This model has a touch screen, and provides various capabilities that allow the
OAS
to be more robust and flexible while also providing a simple operational interface.
The diagram below explains the basic operation of this thermostat:
Figure 4:
Thermostat Quick Reference
Heating:
If the associated
HVAC
system includes heat, the
SYSTEM
setting on T1 (upper thermostat) only can be changed to “Auto”.
In this setting, the
OAS
will provide automatic switchover from cooling and heating as needed on the active unit.
The T2
(lower thermostat)
SYSTEM
setting must always be set to “Cool” regardless of the system configuration.

6.2 User Inputs:
The
OAS
Controller has basic inputs:
Room Set Point The Desired Room Temperature To set, adjust the set point of the T1 (upper) thermostat.
This will be the temperature that the
OAS
will try to maintain the room at within a few degrees.
Recommended Set Point:
70°
Overtemp Set Point The Unit Failure Temperature To set, adjust the set point of the T2 (lower) thermostat.
This will be the temperature where the controller assumes the selected primary unit has failed, and will switch to the back-‐up unit.
Recommended Set Point:
80°
Primary Unit Selection The Unit that will operate as Primary To set, move the selector switch to the desired unit number.
Whichever unit is selected will be the operational unit unless the
OAS
is in Alarm.
To ensure similar run times on both
HVAC
Units, this selector switch should be toggled at regular intervals.
Recommended Interval:
Monthly
Care should be taken in selecting the Room and Overtemp Set Points.
Selecting a Room Temperature that is too low may result in Unit failure.
Additionally, selecting an Overtemp Temperature that is too close to the Room Temperature set point may cause the
OAS
to alarm during normal operation.
To prevent these issues, do no set the Room Temperature below 68°, and ensure the Overtemp Set Point is at least 6° higher than the Room Set Point.
6.3 System Status Lights:
There are status lights on the
OAS
which are intended to provide quick visual information to the user.
The lights are split up by
HVAC
Units so there are statuses shown per unit.
An illuminated power light indicates that the associated
HVAC
Unit is providing control voltage.
An illuminated Run Light indicates that the associated
HVAC
unit is active.
This light does not indicate that the unit is actually cooling, only that if cooling is called for, this is the unit that should cool.
Under normal operation, the Power lights for each unit should be illuminated, and the
Run light for the selected primary unit should be illuminated.

6.4 Operational States:
Normal Operation:
The T1 (upper) thermostat will control the selected primary unit directly.
Only the primary unit will be allowed to run and maintain the room at the Room Set
Point.
Unit Failure:
If the primary unit fails for any reason, it will not be able to maintain the Room
Set Point.
Once the room temperature climbs above the Overtemp Set Point, the
OAS
will alarm.
During alarm, a red light will illuminate on top of the controller, the Alarm
Silence button will illuminate, and a loud alarm tone will sound from the controller.
When in alarm, the
OAS
will shutdown the selected primary unit, and T1 will begin controlling the back-‐up unit directly.
Only the back-‐up unit will be allowed to operate.
Since T1 is now controlling the back-‐up unit, the room temperature should return back to the Room Set Point.
Alarm Silence
To silence the audible alarm, press the Alarm Silence button once.
The red alarm light on the top of the controller and the light in the Alarm Silence button will remain illuminated.
Reset:
To reset the
OAS
controller from an alarm condition, press the Reset Button.
This will resume normal operation of the
OAS
controller.
If the room temperature is above the Overtemp Set Point, the Reset button will not function.
The room temperature must be below the Overtemp Set Point to reset.
Note:
The
OAS
does not monitor specific conditions in each
HVAC
unit and an alarm only indicates that the
Temperature in the room exceeded the Overtemp Set Point while the selected primary unit was active.
Upon an alarm, a technician should perform a deeper evaluation into why the selected unit was not able to maintain the Room Set Point.
