This soil will be compacted. Top soil will then be placed to return the area to normal ground elevation; raked; fertilized;

seeded; covered with straw, matting, or other material suitable to reduce the effects of erosion; and watered to establish a healthy grassed covering. Repaired areas must be watered and otherwise cared for until grass is firmly established. Repaired areas on which grass dies or fails to develop noticeable growth, or which again erode within one year must be repaired and re-grassed by the Contractor at no additional cost to the Government.

9.9 Irrigation

Irrigation involves the application of water to promote proper health, growth, color, and appearance of cultivated vegetation. Grassed areas, shrubs, trees, and ground cover plants must be irrigated in accordance with the following directions.

1. Care must be exercised by regulating time and equipment to prevent wasting of water. Watering must be accomplished in a manner that avoids erosion, run-off, or ponding due to excessive quantities or rate of application. The minimum amount of water to be applied to all lawns, and planted areas must be one inch of water per application.

2. The Contractor must be held responsible for any damage to plants, lawns, or buildings caused by careless handling of irrigation equipment. Sprinklers must not be set in such a position as to throw water into doorways, windows, porches, parked cars, parking areas, or to impede vehicular and/or pedestrian traffic.

3. Where such installed sprinkler system equipment does not cover the area adequately, the Contractor must provide hoses and sprinklers to irrigate the entire area uniformly.

a. Sprinkler riser connections and sprinkler heads must be maintained, repaired, or replaced by the Contractor as necessary to eliminate obstructions, leaks, and other defects which would prevent proper operation, at no additional cost to the Government. Sprinkler heads must be maintained clear of dirt and other debris for approximately one inch around their outside circumference.

b. The Contractor will notify the COR when other required maintenance is needed to installed sprinkler systems due to normal wear and tear, to include time clocks, valve systems, and underground piping. A separate quote will be requested. Any damage to such systems caused by the Contractor must be repaired or replaced by the Contractor at no expense to the Government. The Contractor must promptly report damage to or malfunction of any sprinkler system.

4. Hoses, portable sprinklers, portable pipe, and similar irrigation equipment must be removed from lawn areas at the end of each work day or when not actually in use. All valves, covers, and valve box covers must be kept closed at all times except when in actual use.

5. The Contractor must abide by any local, state, or other water agency regulations or controls in force at the time of this contract.

9.10 Ditch Cleaning

Vegetative growth in drainage ditches must be cut on bottom and sides on a monthly basis. Mouths of ditches, inlets, and outlets must be cleared of sediment, vegetation, and debris to allow unrestricted flow of water. Where ditch bottoms are paved, all mud and debris must be removed from the paved surface and disposed of from the premises the same day of cleaning. Where ditch bottoms are not vegetated and have intermittent water flow, woody and aquatic vegetation must be removed or chemically treated. The Contractor must submit Material Safety Data Sheets meeting the requirements of 29 CFR 1910.1200(g) and the latest version of Federal Standard No. 313 for any hazardous chemicals to be used and submitted to the COR for review prior to actual usage.

Vegetation removal must consist of the removal of grass, weeds, trees and all other vegetative growth to ground or pavement level both sides of fence lines as needed. The Contractor must submit Material Safety Data Sheets meeting the requirements of 29 CFR 1910.1200(g) and the latest version of Federal Standard No. 313 for any hazardous chemicals to be used and submitted to the COR for review prior to actual usage. Debris generated by vegetation removal operations must be removed and disposed of from the premises.

9.12 Aeration

The Contractor must aerate once in the spring and once in the fall. The Contractor to coordinate time with COR.

5 Questions & Answers for 697DCK-21-R-00082 01/28/2021 2

Questions & Answers – 697DCK‐21‐R‐00082

1. If these requirements are being performed by a contractor currently or have been performed in the past, could you please provide the associated incumbent contract or task order numbers?

‐ The previous contract number for these services was 697DCK‐20‐C‐00094.

2. If not, could you please tell me whether these are new requirements?

‐ This is not a new requirement.

3. Do you have the current/previous contractor's name, price information, length of contract and contrat number that you could provide us?

‐ Previous contractor was Krisher Electric LLC dba Team Core Professionals, contract was terminated after 2 months, 697DCK‐20‐C‐00094

4. Also, are you allowing subcontracting for this solicitation?

‐ Please review the SIR, 697DCK‐21‐R‐00082, as the following AMS clause has been included regarding subcontracts: 3.10.2-1 SUBCONTRACTS (FIXED-PRICE CONTRACTS) (JAN 2019)

5. Maybe you can answer the question of what company holds the current contract and where I can find the details of that award?

‐ Previous contractor was Krisher Electric LLC dba Team Core Professionals, contract was terminated after 2 months, 697DCK‐20‐C‐00094

6. We have multiple partners: for example, a pest control partner and a fertilizing partner may or may not be on location the days we are mowing at the location. Do we need a pass for each of these partners? Are the passes specific to an individual or can a pass be used by an individual representing the partner? For example, the crew doing the pest control or the fertilizing may not always be the same crew even though we only have one partner company.

‐ The contract requires vendors obtain a contractor PIV badge. The individuals who have that badge can escort other individuals, however it has to be a 100% escort, meaning the individuals who do not have a badge must be within eye contact of the badged contractor. So when their subcontractors come, whomever is badged has to escort those individuals if they are not badged. Each individual who does not have a badge will have to go inside the Guard building to show their ID and sign‐in to get a visitor badge. That visitor badge must be turned in when they leave that facility. That visitor badge is not good to get in at one facility and then use at the other, they must sign in at each facility.

7. How many passes can we get?

‐ We encourage all the employees working at the facility to be badged however that has not been the case in the past. Vendors usually have the account manager or supervisor and a lead be badged. Contractors need to know they cannot get inside the gates without someone who has a contractor badge.

8. How many fertilizer applications required? Generally we do four, but the bid states weekly.

‐ Scope of work has been updated to reflect four applications in the contract year.

9. Is mulch is to be topped up once a year and included? Bed’s are stated to be cultivated and mulched on a weekly basis? What does mulching weekly mean?

‐ Scope of work has been updated to reflect FAA providing mulching. Cultivation includes weeding of the shrubs, hedges and flower beds which should be accomplished on a weekly basis.

10. Is the annual bid amount divided by 12 to get a monthly payment or is it divided by the number of months in a season to get a monthly payment? Our typical season is 4/1 to 10/31 with some variation on either end for Spring and Fall cleanup.

‐ The contract only requires 8 months of service – 04/01/2021 through 11/30/2021

11. Which areas do not have irrigation coverage? Is there a map for areas that need manual watering? How do you determine that irrigation system damage is due to to wear and tear vs damage caused by someone else? Is there a facility individual on site that makes that call?

‐ The contract requires a walk through at the beginning of the start of first service to look at the entire system. At that time, areas not working depending on what it is may require quote to fix

it. Some repairs not covered under this SOW will be paid by the local office with a credit card.

The Contracting Officer’s Representative will be the point of contact for all questions relating to the SOW after award of a contract.

12. Page 3 Scope of work section 9.5 Fertilizer: Ground cover plants and shrubbery beds must be

Fertilized concurrently with the lawn application on a weekly basis? A weekly schedule seems unusually high – can you reconfirm that fertilization needs to happen weekly? Or do you have a different schedule?

‐ Scope of work has been updated to reflect four applications in the contract year.

13. Vegetation Removal: Scope of Work pg 5‐9.11 Both sides of fence lines as needed. How far outside the fence on all sides at the Air Traffic Control Center does this cover? We were told that no work needs to be done outside the fence at the Air Traffic Control Tower – can you confirm that?

‐ 20 feet from outside of the fence ‐ Work outside the entrance gates has been the only area outside the fence line at the ATCT.
