Section C – Scope of Work

Refurbish Fairbanks AFSS exterior wall surfaces, caulking and repaint

Fairbanks AFSS

JCN 18066227 JON 1218NM0681

Scope of Work

This work has three elements:

1. Remove and replace seven identified windows and interior trim on the eastern and northern side of original AFSS building.

2. Clean, re-caulk/repair and repaint the exterior of the building and thermal siphons.

3. Remove and replace existing exterior signs with internally lighted signs at the road side and pilots entrance.

Background The Fairbank Flight Service Station is located at 3811 South University Avenue, Fairbanks, Alaska. The 8,000 SF facility was constructed in the mid 1980’s with a 2,800 SF addition being added to the north in the mid 1990’s. The single story facility has a foundation system utilizing thermosiphons to maintain a solid foundation under the concrete slab on grade with steel frame structure. The exterior surfaces of the facility are finished with an External Insulated Finish System (EIFS) in a two color scheme. The external road side sign and the way-finding signs are wood structures coated with the EIFS surface with solid lettering. The original facility had the window replace in the late 1990’s. The 5x5 pictures windows on the east and north sides of the original facility were adapted to fit since direct replacement were not available. The exterior way finding signs are original to the facility

Work Description The first element is the removal of and replacement of seven existing fixed picture windows and aluminum frames and interior moldings for the identified locations on the eastern and northern sides of the original AFSS. The replacement windows will be aluminum frame insulated glass unit suitable for the arctic environment of Fairbanks, AK. The replacement windows will be of the same size and arrangement as the existing windows. The work includes exterior and interior finishes.

The second element of clean, re-caulk/repair and re-paint has three components:

1. Cleaning of the existing exterior surfaces of the building and the thermosiphons.

2. Repair/Re-caulk the exterior surfaces of the building and the thermosiphons.

3. Repaint the exterior of the building and the thermosiphons.

The exterior surface of the AFSS is an External Insulation Finish System (EIFS). Follow the manufactures requirement for cleaning, maintaining/repairing and repainting of the EFIS surfaces. The AFSS building wall surface is approximately 6,900 SF with four exterior doors and one exterior double door to re-caulked/repaired, cleaned and painted. This effort includes the alcoves for the main and eastern entrances and the expansion. The exterior windows (7 new and 13 existing) will be re-caulked along with the expansion joints and the joint between the building and the new addition.

A two-tone paint system similar to the existing paint scheme. The two-tones will match the Fairbanks tower support building. The repainting of the facility will include doors, doorframes and other attached appurtenances including parapet metal cap with matching colors.

The work to clean, repair and repaint thermosiphons (24) will follow the manufactures requirements. The integrity of the units will be protected at all times.

The third element is the removal and replacement of the exterior signs. The roadside sign and the way finding sign by the flagpole will be internally lighted signs. The existing flagpole light will be mounted or integrated into the new-lighted sign. Other parking and use signs will be flat placards attached to an aluminum backing attached to a uni-strut pole mounted on the concrete sidewalk. The power supply for the lighted signs is existing. The lighted signs will be similar size and in location. The lighted signs will be similar to the existing signs in lettering style, size and wording.

Period of Performance The period of performance for this project is 4 weeks (28 Calendar Days) after issuance of Notice to Proceed (NTP).

A. These Contract Documents (specifications and drawings) indicate the work to be per-formed for the project. All material, labor, equipment, tools, layout, and supervision must be furnished by the Contractor to complete the work and provide complete operat-ing systems. The Contractor is responsible for the supervision, health and safety, in-spection, and quality control of its own work, workers, work areas, and lower tiered subcontractors. Work shall be performed to ICC, NFPA, OSHA and FAA codes and standards, and manufacturers’ recommendations. All work performed and all materials and equipment used will be subject to approval by the Contracting Officer. This must include, but not be limited to, construction, testing, inspection, scheduling, reporting, and submittals.

B. Titles: Titles to divisions and sections of the specifications and notes and titles on drawings referring to subcontractors, division of work by trade, or type of work are used for convenience and do not imply any separate contractual arrangements of work assignments. Such separations into titles, divisions, sections, or notes should not be construed to establish limits between the Contractor and its subcontractors.

C. Reference to known standards within the Contract Documents means the latest edition in effect on the date of solicitation, unless specified otherwise.

D. Where Contract Documents refer to “Related Work in Other Sections” or “Related Re-quirements”, the Contractor should not consider the list of specification divisions/sec-tions to be all-inclusive. These lists are provided as a convenience for cross-reference and coordination.

1.6 CONTRACT DOCUMENTS

A. Copies of Specifications and Drawings: Two (2) hard copy sets and one (1) electronic set of the Contract Documents will be furnished to the Contractor without charge, with the exception of applicable publications incorporated into the technical specifications by reference.

B. Specification and Drawing Review: The Contractor is responsible for complete knowledge and understanding of the Contract Documents throughout the life of the Con-tract. The Contractor must check the Contract Documents immediately upon their re-ceipt and promptly notify the Contracting Officer of any discrepancies. Generally, the written word takes precedence over the drawings. Figures marked on drawings should be followed in preference to scale measurements. Large scale drawings should govern small scale drawings. The Contractor should not use dimensions scaled from the draw-ings. All dimensions shown on the drawings must be verified by the Contractor by actual measurement in the field. Any discrepancies between the drawings and specifications and the existing conditions must be referred to the Contracting Officer for resolution before any work affected is performed. The Contractor must compare all drawings and verify the figures before laying out the work and will be responsible for any errors which might have been avoided thereby.

1.7 MEASUREMENT AND PAYMENT

A. The contract price constitutes full compensation for furnishing all plant, labor, materi-als, appurtenances, and incidentals, and performing all operations necessary to con-struct and complete the items in accordance with these Contract Documents performed by the Contractor. Payment for each item will be considered as full compensation, not-withstanding that minor features may not be mentioned herein. No separate payment will be made for the work, services, or operations required by the Contractor, as speci-fied in Division 1 General Requirements, to complete the project in accordance with these specifications; all costs thereof will be considered as incidental to the work.

B. Schedule of Values: The Contractor must submit a draft Schedule of Values (SOV) within seven (7) days of the award; and, upon receipt of comments, make revisions and issue a final SOV prior to the pre-roofing installation conference. The SOV must be linked to the construction schedule and be separated into a hierarchical grouping using the divisions and sections listed in these specifications.

The SOV must have a summary showing the whole project totals, each separate divi-sion’s subtotals, and then each section within each division’s subtotals. The SOV sum-mary must have columns listing the amounts of payments received, current payment requested, and amount still remaining on the contract for each hierarchical subdivision.

The SOV must also have a detailed schedule further subdivided into the scopes of work within each section, as determined by the Contractor. The detailed schedule must in-clude columns listing, for each scope of work within a division: the amounts of pay-ments received, current payment requested, and amount still remaining on the contract.

The header of each detailed section break-down must include the hierarchical division and section names from the summary. The footer of each detailed section must contain the subtotal amounts matching those in the summary. The detailed breakdown amounts must add up to the summary amounts in each column.

The SOV must be updated and re-submitted with each pay request and when changes are proposed and have been made to the contract price. Progress SOVs must be agreed to by the COR in advance of pay requests.

C. Schedule: The Contractor must submit a draft Construction Schedule within seven (7) days of the award, and upon receipt of comments, make revisions and issue a final Con-struction Schedule prior to the pre-roofing installation conference. The Construction Schedule must be separated into logical tasks within the divisions listed in these speci-fications, and linked to the scopes of work used in the SOV. The Construction Sched-ule must include dates anticipated for testing and inspections.

All workers, includ-ing subcontractors, except for brief occasional visitors, such as delivery drivers who shall be escorted by the Contractor, must read, understand, and sign-off on the Safety Plan before working on site. Unless specifically authorized by the Contracting Officer, no work at the project site will be started until the Contractor's Safety Plan is approved.
