Questions and Answers to Solicitation 697DCK-19-R-00506, Janitorial Services at Kenai AFSS, ATCT and SSC Buildings in Alaska.

1) Can we contact the COR?

No, interested vendors may not contact COR via phone or email. This is to avoid any potential conflict or miscommunication. As the solicitation states under Section B, SA29 SOLICITATION QUESTIONS;

questions are to be submitted by e-mail to Angela.Furukawa@faa.gov.

2) Is there a tentative site visit or a mandatory site visit?

At the time the solicitation was posted, under Section B, there was no Site Visit available. That has changed and a One-Time Site Visit will be made available at 10 AM Alaska Time, on August 16, 2019, at 10 AM Alaska Time. **

Location: 427 N. Willow Street, Suite B, Kenai, AK 99611.

The POC will be Charles Versaw.

**Please email your intent to attend the Site Visit to Angela.Furukawa@faa.gov, by August 14, 2019, 3:00 PM, Pacific Time. This is for security purposes.

Notes: The Site Visit is not mandatory, but highly suggested. A reminder that questions to the COR must be limited to requesting clarification of the tasks outlined in the SOW and not about the incumbent or the procurement process.

3) Being here in Alaska, especially on the Peninsula, our winters fluctuate daily, can we use a small pea gravel at times on the ice instead of the sand / grit which is a no no in the PWS / SOW.

Due to the fluctuation or unpredictability of the wintertime precip, we have found that the ice melt and or sand mix works the best to prevent slips and falls around the building in combination with physical snow removal from the sidewalks and ramps. Putting down just sand and ice melt is not a substitute for the physical removal of snow.

4) I only found a Clean Team, Inc in SAM based in Washington, DC. With them not having a office here in Alaska, especially remotely close to the FAA center, how is that working out, especially a 4 hour time difference, and during our winters? And a low ball price...

Clean Team Janitorial, L.L.C. is the incumbent. We cannot and will not comment on the pricing.

5) Can you tell me if the FAA offices have the in-floor heating, and if so, is it extended to the sidewalks?

Or is this a question for the COR?

There is NO in-floor heating in or around any of our buildings.

6) Can you make it a requirement for the bidders to do a mandatory site visit, so the FAA can ensure the contractor is fully aware of the weather conditions here locally?

In the solicitation under Section I, AMS Contract Clause 3.8.2-9 Site Visit (April 1996) is included by reference. Here is the full text of the clause: Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a dispute after contract award. (End of provision)

7) I did not see it in the PWS / SOW, but is the contractor responsible for the snow plowing of the parking lots, or strictly sidewalks? Strictly sidewalks and ramps as it is stated in the SOW.

File details come from the government source that posted it.
