WATER TREATMENT SERVICE
I. PURPOSE
The purpose of this scope of work is to obtain water treatment service at the following facilities:
ZOA Air Route Traffic Control Center (ARTCC)
5125 Central Avenue
Fremont, CA 94536
II. GENERAL
A. The contractor must provide chemicals and services to control corrosion and scale in the boilers, feed water systems and closed loop systems throughout the complex. The contractor must determine the correct amount of blow-down or wasting of water from boilers and cooling towers. The contractor must also determine the type and amount of chemical to add, or determine the required changes, and then add the chemical needed or make the changes necessary to maintain the following operational water parameters.
1. pH 8.0-8.6
2. Total Hardness 800-1000 ppm
3. Conductivity 1600-2000 MHOS
4. Cycles of Concentration 4-6
B. The treatment provided by the contractor must be designed specifically for the water being used. Each formula of chemicals supplied must be made up according to the recommendations of the contractor’s chemical engineer, who is qualified and experienced in the water treatment field. Label each package of chemicals with the contractor’s identification (name, product number and batch number).
C. The contractor must warrant that the chemicals used in the water treatment program will not endanger the health or safety of persons contacting the materials and will not damage personal or real property as long as the contractor’s instructions are followed. The contractor must also warrant that the chemicals used in the water treatment program will no detrimental effect on the metallic or non-metallic materials in the systems or equipment being treated.
D. Storage spaces will be provided by the Government for storage of chemicals, bulk supplies, and equipment used in the performance of the contract.
1. Failure to keep any of the storage space in a clean and orderly condition may result in the withdrawal of the storage space.
2. The Government will not be held responsible for damage and/or loss to the contractor employee’s items, chemicals, supplies, or equipment due to fire, theft, accident, or otherwise.
3. Material Safety Data Sheets (MSDS) must be kept with the stored chemicals, supplies, and equipment. A copy of all MSDS sheets and an inventory list for all supplies requiring MSDS sheets must be submitted to the Contracting Officer Representative (COR). The contractor must keep the MSDS sheets and inventory list current through the term of the contract.
III. SCALE CONTROL
A. The water treatment program must prevent the build-up of adherent mineral deposits on the heat transfer surfaces of boilers and other equipment being treated.
B. Where condensing temperatures, operating pressures or other operating data indicate that the scale control program is not adequate, the contractor must provide the necessary chemicals to clean the equipment immediately and thereafter maintain temperatures, operating pressure, and other factors within the limits specified by the manufacturer of the equipment.
IV. CONDENSER WATER TREATMENT
A. Equipment for treating the open evaporative recirculating cooling system against scale, corrosion and algae will be Government Purchased and Contractor Installed based on
Contractor recommendations.
1. The contractor must furnish all necessary chemicals for the control of scale, corrosion and algae.
V. BOILER WATER TREATMENT
A. Equipment for treating the hot water heating boiler is furnished by the Government based on
Contractor recommendations.
1. The contractor must furnish all chemicals necessary for the control of scale, corrosion, and sludge conditioning.
VI. CLOSED LOOP CHILLED/HOT WATER SYSTEMS
A. Equipment for treating the closed loop systems is furnished by the Government based on contractor recommendations.
1. The ZOA Air Route Traffic Control Center (ARTCC) has four (4) each, Daykin, 300 Ton Chillers.
The facility load requires at least one (1) chiller operating at all times and additional chillers operational depending upon the facility heat load. Additional chillers allow redundancy to safeguard the operational integrity of the National Airspace System (NAS).
VII. REAGENTS AND TEST EQUIPMENT
A. The contractor must furnish all necessary test reagents for testing condenser water, boiler water, condensate line and closed loop water systems and softeners. These reagents must be provided on an automatic re-order basis as needed, but well in advance of depleting the on-site supply. All unused / stored reagents will be replaced prior to their shelf life expiration dates as determined by the chemical’s manufacturer quality control program.
B. The contractor must furnish all test equipment necessary to check the operation and calibrate the water treatment equipment and monitoring devices.
VIII. SERVICES
A. The contractor must provide service by a qualified industrial water treatment professional to perform the following:
1. Visit the site at least One (1) time per month, at which time the condenser, chilled and Hot water will be tested. Samples must be taken monthly and adjustments must be made to correct chemical feeding. The contractor’s representative must supply a written report of his/her findings and his/her activities during each visit for the Contracting Officer’s
Representative (COR).
2. Annual Legionella testing is not included in the contract but can be completed by the contractor at the request of the Facility and billed accordingly.
