FAA Screening Information Request (SIR) No. 697DCK-19-R-00446 Amendment 0001
1 Replacement of the Split System Units at Southern California TRACON Child Care Facility (SCT CCF) in San Diego, CA
Contractor’s Questions & Answers
1) Are mechanical as built drawings available for the day care center?
Answer: See HVAC Floorplan of existing system.
2) Is the VVT control system fully functional?
Answer: Yes. With the exception of the bypass damper. Bypass damper needs to be connected to the control system per updated scope of work.
3) 3. The RFP states that we are to tie into the existing ductwork, does the existing ductwork have enough capacity for the upsized HVAC systems? The reference drawings show 6 zones totaling 4,865 CFM. The RFP calls for (2) AHU’s rated at 4,000 cfm each.
Answer: The ductwork does not need to be resized. There are more than 6 zones. Each current AHU currently pushes approximately 4000 cfm. See plans.
4) Is the existing ductwork system that is to be reused, in good condition? Is there enough ducting?
Answer: The supply air ducting is complete. Contractor is not expected to work on any ductwork outside of mechanical room.
5) Should we include pre project airflow readings?
Answer: No.
6) Do the existing electrical circuits from the load center to the location of the new disconnects have enough capacity for the upsized equipment?
Answer: Equipment is not being upsized (Load center and disconnects have enough capacity for this change). See pictures of load center and panel schedule. It is expected that the contractor choose equipment that does not conflict with the current breakers.
7) The RFP states that we are to duct the return air connections at the new AHU’s to the existing return air to the building. It was noted on the job walk that there are a total of 3 RA openings in the mechanical room. Please provide details on how this ductwork is to be connected.
Answer: Ducting return air has been removed from scope of work. Leave return air as is.
8) The RFP does not indicate how the Bypass Damper is to be tied into the new return air ductwork. Please provide details on how this is to be connected.
FAA Screening Information Request (SIR) No. 697DCK-19-R-00446 Amendment 0001
2 Replacement of the Split System Units at Southern California TRACON Child Care Facility (SCT CCF) in San Diego, CA
Answer: Do not duct bypass damper. Leave open to mechanical room. Reconnect bypass damper to control system as part of installation.
9) The existing condensing units are single circuit. Is it the intent to match this design with the new equipment?
Answer: It is the FAA’s intent to have two stages of cooling. Either dual circuit/two compressors or single circuit dual speed compressor is acceptable. The indoor unit cooling coil should be matched with the outdoor unit. Our preferred option is to match existing which is single circuit dual speed.
10) The RFP mentions that the system should be tested, adjusted, and balanced. Is it required that this is done by a 3rd party providing a certified report?
Answer: Yes.
11) RFP referencing specifications, please provide.
Answer: There are no extra specifications.
12) RFP states that BAA is required, however, the Gov’t has provided an example of a Trane condensing unit as meeting requirements. This unit is not BAA compliant. Is BAA required? Is NAFTA acceptable?
Answer: NAFTA is not acceptable. The Contractor must request a waiver on the Buy American Act (BAA) for a product or construction material proposed that is not BAA compliant. The waiver must be submitted directly to the Contracting Officer, Katherine Fogle at Katherine.fogle@faa.gov with a copy to the Contract Specialist, Tiffany Weber at tiffany.w.weber@faa.gov before the due date of proposals. A justification must fully document and substantiate the request according to AMS clause 3.6.4-3 "Buy American Act - Construction Materials." The CO will approve or disapprove the contractor’s request.
