1.0 Purpose

This contract requires provision of custodial services for PIT ATCT, TOWER ROAD, CORAOPOLIS, PA 15108.

1.1 General Requirements

The Contractor must provide all labor, supplies, supervision, tools, materials, equipment, and transportation necessary to provide custodial services in accordance with this contract. Custodial service applies to all designated spaces including, but not limited to the building, tower, and grounds, including all offices, rooms, lavatories, stairways, corridors, etc., at the Pittsburgh Air Traffic Control facility, Pittsburgh International Airport, Pittsburgh, PA. The total area to be serviced under this contract amounts to approximately 25,000 gross square feet.

2.06 AREAS TO BE SERVICED ONCE PER MONTH

3.0 Requirements

The contractor must ensure that all cleaning supplies used will have no offensive odors, and will not injure or damage the surfaces on which they will be used or other surfaces upon which they might drop, drip, spill, or otherwise come into contact.

a. Paper towels in Government-furnished dispensers of sufficient quantity in each lavatory must be furnished by the contractor. Paper towels must be of good grade acceptable to the Contracting Officer, and a sufficient quantity must be available at all times.

b. Contractor must provide toilet tissue, deodorant blocks and disinfectant as required in each lavatory. Toilet tissue must be of good double ply quality. Deodorant block and disinfectant must be of good grade and have a pleasant odor and must be renewed when their effectiveness is gone.

c. Contractor must provide soap of good quality to be used in Government-furnished dispensers in each lavatory.

d. Contractor must provide sanitary napkins and tampons in Government-furnished dispensers in each women’s restroom at no charge to individuals. The napkins must be of good quality and standard size. Sufficient quantity must be available at all times. Contractor must provide plastic inserts for wastebaskets.

e. Contractor must provide all brooms, mops, pails, rags, waxes, etc., and supplies normally used in performance of janitorial services. Rags, mops, dusting equipment, etc., must be non-linting material.

f. The Contractor must provide an 8 cubic yard minimum size dumpster and a dumpster for recyclables. The units must have a tight-fitting cover. The dumpsters must be of size to stock all trash, garbage, and recyclables removed from the building.

g. Contractor must provide fireproof containers, if not already available, for the collection of ashes, cigarettes, etc. Containers must be checked regularly and cleaned when an odor is present. Contractor must dispose of the contents in the containers monthly and refill with water.

h. Contractor must provide all power machines, vacuum cleaners, and other power cleaning equipment. All electrical equipment must be of three (3) wire grounded extension cords. Approval by COR of equipment to be used in electronic areas is required.

i. The contractor is responsible for all the handling, storing and protection of all material and equipment supplied or used in its work.

3.1 Management

The Contractor must manage the total work effort associated with the custodial services required herein to assure fully adequate and timely completion of these services. Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, and quality control. The Contractor must provide an adequate staff of personnel with the necessary management expertise to assure the performance of the work in accordance with sound and efficient management practices. The Contractor must maintain an adequate workforce and be trained in the proper use and handling of contract specified and approved supplies and equipment, to complete work in accordance with the time and quality standards specified herein.

Please note: For all sites, Individuals working in the facility must obtain an FAA Contractor Badge. If they do not have a badge, an escort with an FAA Contractor badge must be with the workers at all times and in-line of sight of each worker (one escort per worker). In order to gain access to the facility and obtain a key, they must pass a background check. Individuals not badged will not be allowed to be dropped off at the facility and left alone. The FAA will NOT provide an escort.

3.1.1 Work Control

The Contractor must implement all necessary work control procedures to ensure timely accomplishment of work requirements, as well as to permit tracking of work in progress. The Contractor must plan and schedule work to assure material, labor, and equipment are available to complete work requirements within the specified time limits and in conformance with the quality standards established herein. Verbal scheduling and reports on the status of service call and necessary work items must be provided when requested by the Contracting Officer.

a. Prior to commencement of work the contractor must provide the Pittsburgh System Support Center (PIT SSC) Manager and COR with an initial listing of all janitors working at the facility with a schedule of their duty hours. This list shall be updated whenever any change in staffing takes place. Unauthorized personnel of the contractor will not be permitted in the facility.

b. The Contractor shall prohibit its employees from disturbing papers on desks, opening desk drawers or cabinets, or using telephone or office equipment provided for official Government use.

c. During each shift, the Contractor shall provide an experienced working foreperson or leading person to supervise the other on-duty janitors. These individuals shall serve as representatives of the Contractor and shall act as liaisons between Government representatives and the Contractor.

d. In addition to the above supervision of the janitorial personnel, the Contractor shall identify an experienced member of its executive staff to provide overall supervision of the janitorial services provided.

e. The above personnel shall be identified by written memo to the SSC Manager and COR with a copy to the Contractor’s employees. Memo shall be updated with the addition or deletion of any personnel.

3.1.2 Work Schedule

The contractor shall submit a working schedule of his proposed operations with which he plans to perform the work required under this contract which shall set forth specific dates for accomplishment of each periodic item of work. These scheduled dates for performance of each periodic item shall be within the first third of the respective period. He shall list all manpower, staffing, and shifts. He shall schedule all work assignments whether performed on each shift or on a repetitive rotating cycle or on a one-time basis. The schedule shall be complete and approved by the Facility Manager and the Contracting Officer no later than 30 days subsequent to establishment of a Notice to Proceed date.

The above must be strictly adhered to by the Contractor and may be changed only by mutual agreement of the parties.

The Contractor shall utilize a daily assignment sheet for each of their employees indicating daily as well as periodic services to be performed by the specific individual. The employee shall indicate accomplishment of the specific item and/or room and the time of the accomplishment. After submission to the Contractor’s supervisor for their review, inspection and signature, all assignment sheets for the previous week shall be furnished to the Contracting Officer’s Representative no later than 8:00 AM of each Monday. Exceptions taken by the Contracting Officer’s Representative will be annotated thereon and returned to the Contractor’s supervisor no later than noon of the same day for immediate correction. Some of the janitorial services will be required 7 days a week, including Government holidays. The majority of work under this contract must be performed between 4:00 PM and 12:00 midnight, with some required to be done between the hours of midnight and 8:00 AM. Contractor may at its own discretion do more than required on midnight shift, provided no extra expenses are incurred to the Government. Work scheduled to be performed at specific times during each day must be performed when scheduled and cannot be made up at a later time. The Contractor must schedule its forces to meet these demands.

When scheduled services performed twice weekly or less frequently fall on a holiday, alternate dates must be specified. The initial work schedule must be submitted to the Contracting Officer for approval within 15 days after award. Final approval must be completed within 30 days, prior to the start of work. Once approved, all work must be performed in strict compliance with the work schedule to facilitate the Government's inspection of the work. Changes to the work schedule must be submitted for the Contracting Officer's approval at least three working days prior to performance. In preparing the work schedule, the Contractor must comply with the following general requirements:

(1) Except as may otherwise be specified, all firm fixed-price work must be performed during the Government's regular working hours, as specified in the "DEFINITIONS-TECHNICAL" clause. If the Contractor desires to carry on work after regular working hours, or on Saturdays, Sundays, or holidays, prior approval must be obtained from the Contracting Officer, if work schedules are needed outside of regularly scheduled shifts.

(2) Project work items must be performed during the days and times specified below. If the Contractor desires to perform this work other than during the days and times shown, or on Saturdays, Sundays, or holidays, prior approval must be obtained from the Contracting Officer.

LEGAL HOLIDAYS

For the purpose of this contract, only the following are designated legal holidays:

1. New Year’s Day (January 1)

2. Dr. Martin Luther King Jr.’s Birthday (3rd Monday in January)

3. Washington’s Birthday (3rd Monday in February)

4. Memorial Day (Last Monday in May)

5. Independence Day (July 4th)

6. Labor Day (1st Monday in September)

7. Columbus Day (2nd Monday in October)

8. Veteran’s Day (November 11th)

9. Thanksgiving Day (4th Thursday in November)

10. Christmas Day (December 25th)

In the event one of these legal holidays falls on a Saturday or Sunday, another day will be specified by the Contracting Officer. Any other holidays not specified above will not be considered as legal holidays and regular janitorial services will be required of the contractor.

3.1.3 Interference with Government Business

The Contractor must schedule and arrange work so as to cause the least interference with the normal occurrence of Government business and mission. In those cases where some interference may be essentially unavoidable, the Contractor must make every effort to minimize the impact of the interference, inconvenience, customer discomfort, etc.

3.1.4 Protection of Government Property

During execution of the work, the Contractor must take special care to protect Government property including but not limited to furniture, walls, baseboards, and other surfaces from materials not intended. Accidental splashes must be removed immediately. The Contractor must return areas damaged as a result of work under this contract to their original condition, to include painting, refinishing, or replacement, as necessary.

3.1.5 Environmental Management

In order to comply with Executive Orders 13423 and 13514 and the FAA Green Procurement Plan (GPP), the Contractor must use environmentally preferable products and services. These program elements include, but are not limited to: products and services that are energy-efficient, water-efficient, biobased, non-ozone depleting, contain recycled-content, and non-toxic or less-toxic alternatives. The Contractor must also ensure the use of integrated pest management principles; responsible chemical use/storage practices; and diversion of non-hazardous waste from landfills. These program elements are described on the Office of the Federal Environment Executive website (http://www.ofee.gov)

3.1.5.1 Products and Materials

Custodial cleaning products required in the performance of this SOW must carry the Environmental Protection Agency Design for the Environment (DfE) label, Green Seal certification, or must meet or exceed South Coast Air Quality Management District (SCAQMD) specifications and/or DfE and Green Seal specifications. Cleaning products must minimize exposure to potentially harmful chemicals (e.g., corrosives, skin irritants, human carcinogens, etc.) and contain biobased solvents, reduced flammability, and low or no volatile organic compounds. Green cleaning program guidance can be found in more detail on the Office of the Federal Environment Executive website (http://www.ofee.gov). If it is determined that such certified products do not meet Government performance requirements, the Contractor must submit a proposed alternative that would meet the performance requirements with the lowest environmental impact for evaluation and acceptance. Products that fall under the Environmental Protection Agency (EPA) Comprehensive Procurement Guidelines (CPG) (http://www.epa.gov/cpg) must meet the minimum recovered (recycled) content levels. Bio-based products must be used in accordance with the U.S. Department of Agriculture’s BioPreferred program (http://www.biopreferred.gov). The contractor must purchase and use Energy Star or other energy-efficient items listed on the Department of Energy’s Federal Energy Management Program (FEMP) Product Energy Efficiency Recommendations product list.

3.2 Custodial Services Requirements

The Contractor must provide the custodial services described herein. Custodial services requirements are divided into two groups: basic services and service calls. Both groups are included in the firm-fixed price CLINs.

3.2.1 Basic Services

Basic services must be performed at the locations as shown. The contractor must meet the following performance requirements for these services:

(1) Sweeping/Dust Mopping. Concrete/quarry tile, terrazzo, wood, and resilient flooring must be swept or dust mopped so as to remove all loose dirt, dust, and debris. Upon completion, floor will have no dust streaks or dirt in corners or behind radiators or doors, or under furniture, or show marks where dirt was picked up with dust pan. All except imbedded dirt shall be removed.

(2) Washing – Floor will be cleaned by use of water and cleaning agent applied with brush or scrubbing machine. Imbedded dirt will be loosened from floor surface by deck brush or machine scrubber using water and cleaning agent no stronger than necessary. Scrubbing water will be removed and surface rinsed with plain water and clean mop.

Both scrubbing and rinsing water must be changed frequently. Care must be used not to splash baseboard, furniture, and other equipment while scrubbing and rinsing. Difficult places such as corners, under radiators, behind pipes, etc. must be washed by hand. After washing, floor should have a uniform clean appearance with all imbedded dirt, stains, marks film, standing water and cleaning solutions removed.

(3) Damp Mopping – Floors will be cleaned of dirt, dust, film, standing water and surface marks by using a cotton or sponge mop, a minimum amount of water and a cleaning agent. All but imbedded dirt will be removed.

(4) Chemical Mopping – Floor will be cleaned of dirt, dust, film, and surface stains by use of chemically treated mop or a chemically treated cloth affixed to a mop.

(5) Metal work - Plumbing fixtures (limited to lavatories only) and glass surfaces (other than windows) will be serviced by cleaning and polishing in accordance with the work schedule and in compliance with the following:

(6) Cleaning – Surfaces are left bright and clean after application of treated cloth or sponge. Surface dirt, corrosion, spots and watermarks are removed.

(7) Polishing – Surfaces are left shiny and bright with no streaks, watermarks, fingerprints or other blemished after application of approved polish. When polish is dry, surface is protected from marks by polish. Steel wool, metal scouring pads and metallic abrasives for use in cleaning or polishing are NOT PERMITTED under this contract.

(8) Vacuuming Carpets and Rugs - Carpeted areas and rugs must be vacuumed free of all loose soil and debris.

(9) Walls, Partitions, Ceilings, Doors and Bases (Except Mechanical Equipment Rooms) A. Shall be spot cleaned daily between 4:00 PM and 12:00 midnight using a dust cloth and appropriate cleaning agents.

B. Shall be kept in a clean condition at all times, paying particular attention to the following areas:

1. Fingerprints, smudges and marks on doors, door jams and partition walls.

2. Footprints and heel marks on doors and baseboards.

3. Water and spill stains on doors, partitions, and baseboards.

4. Dust and cobwebs in corners, behind doors, on ceilings, diffusers, molding, chair rails, ledges, and trim.

C. Shall be washed thoroughly on a bi-monthly rotating cycle, except ceilings.

Office Equipment Furniture Daily services are limited to the five-day work week (as previously specified) and shall be performed as follows:

a. Desks and Tabletops – dusted and spot cleaned daily, washed upon request. Papers on desks shall not be disturbed.

b. Bookcases and Consoles – dusted and spot cleaned weekly (outside only) to remove all fingerprints and smudges.

c. Blackboards – wash daily as required, unless otherwise requested on the board (was and saves signs), using a double rinse method to insure a streak free finish. Chalk trays and erasers to be cleaned daily regardless of blackboard instructions.

d. Vinyl Covered Chairs – spot cleaned weekly to remove fingerprints and smudges.

e. Fabric Covered Chairs – vacuum monthly.

f. Coat Racks and Hat Shelves – dusted weekly and damp wiped monthly.

g. Telephones – damp wipe with disinfectant product and dry weekly, leaving no watermarks or streaks. Do not use the same wipe that is used for the desks or other items.

h. Desk Equipment – dusted under daily.

i. Picture Frames and Bookshelves – dusted weekly.

NOTE 1 – Particular attention should be given to legs, bases, or pedestals of all office equipment and furniture.

NOTE 2 – Wooden executive type furniture shall be treated with lemon oil polish equivalent and polished with a soft cloth or equal.

NOTE 3 – Do not oil Formica tables and desktops.

Picnic Area

a. Area is to be swept daily. All loose trash in general area is to be removed.

b. Tables, chairs, and benches are to be washed daily, weather conditions permitting. Paper plates, cups, scraps, etc., are to be removed along with all loose trash in general area.

LAVATORIES, WATER FOUNTAINS AND LOCKER ROOMS

a. The toilet and locker room facilities in all areas must be maintained in a clean and sanitary condition at all times. Cleaning must be done using antiseptic solutions in the cleaning water at least once per day and more frequently, if required, as follows:

(1) Thoroughly wash all basins, water fountains, water closets, urinals and toilet bowls, rinse and remove stains. Include all interior legs, channels, flushometers, traps, seat hinges and all other metal trim. Provide disinfectant in urinals and toilet bowls.

(2) Wash and rinse daily (and as required) all toilet seats and leave in the up position free of water marks.

(3) Clean all mirrors daily (and as required) leaving in streak free condition.

(4) Damp wipe walls and wall fixtures, molding, stalls, and other surfaces daily. Toilet partitions to be free of water splashing, fingermarks, writing, and dust.

(5) All stainless steel and chrome to be thoroughly cleaned daily (and as required).

(6) Check/refill all paper, paper cups, and hand towel and other dispensers daily (and as required).

(7) Refill soap dispensing systems daily (and as required).

(8) All wastebaskets and receptacles to be emptied daily (use plastic inserts). Washing inside and outside quarterly or as required.

(9) Sanitary napkin receptacles and dispensers checked daily, refilled and washed where necessary.

(10)All exhaust air vents will be vacuumed twice a year and to be performed during the months of February and June.

(11) Walls will be washed at least every month, more often if required.

(12)Tops of lockers to be dusted monthly and locker doors spot cleaned monthly.

STAIRWELLS, CORRIDORS AND ELEVATORS

a. Stringers, handrails, risers, heaters and other miscellaneous fixtures to be dusted monthly and damp wiped monthly.

b. Masonry walls (painted or fabric covered) spot cleaned monthly to remove fingerprints and marks.

c. Elevator doors, walls, and ceilings shall be spot cleaned daily to removed fingerprints and marks.

LOBBY, RECEPTION AREAS AND LOUNGE AREAS

a. Painted Walls – spot cleaned daily to remove fingerprints and marks (also fabric covered).

b. Paneled Walls – to be spot cleaned daily to removed fingerprints and marks using a soft cloth and mild detergent.

c. All entrance glass doors will be spot cleaned daily.

d. Air grills, heat diffusers and light fixtures completely washed twice a year and to be performed during the months of February and June.

e. Coat Rooms, Racks and Hat Shelves – to be dusted monthly. Damp wipe monthly to remove fingerprints and smudges.

f. Dust potted plants daily. Water plants twice a week, if soil is dry.

g. Miscellaneous lobby equipment such as displays, umbrella stands, flower pots, etc., dusted weekly.

STORAGE ROOMS AND CLEANING CLOSET

a. These areas must be kept in an orderly and cleaned condition at all times, free from fire or safety hazards.

b. Cleaner’s closet and storage areas will be kept dust and rubbish free.

c. All cleaning equipment shall be cleaned and stored in a safe manner. Lids or caps shall be on all containers and wet mops hung for proper drying.

OTHER CLEANING TASKS SHALL BE PERFORMED AS FOLLOWS:

1. Ashtray – Once per day, empty and clean with damp rag or equal. All ashtrays must be checked for hot embers before being dumped into the trash cart. Use fireproof receptacles.

2. Butt Urns – Empty and clean with a damp rag or sponge and left streak free daily. Clean and refill water based urns with clean water and disinfectant daily. Replace sand in sand based urns as required.

3. Wastebaskets – Empty daily. Use plastic inserts. Wash quarterly inside and outside or as required. In the IFR room there are wastebaskets inside the consoles.

4. Waste Receptacles – (flip top cans) – Empty and clean with a damp rag or equal daily. Cans will be included in the monthly cycle of basket washing.

5. Trash Carts – Cans or dumpster must be kept in as clean and sanitary condition as possible at all times. Carts will be washed nightly with water and disinfectant with particular attention paid to the rims.

6. Mats – Will be cleaned on a daily basis. Mats must be picked up so that the floor area underneath can be cleaned and washed semi-annually.

7. High Dusting – The dusting of areas and equipment over six feet, eight inches high, including ceiling and wall supply and return air registers once a year during the month of June.

8. Grounds Maintenance – Pick up papers, cans, cigarette butts, and trash from exterior walkways not less than once per week.

9. Venetian Blinds (Horizontal and Vertical) – will be cleaned semi-annually.

10. Tinted Shades – Tinted shades in tower cab will be cleaned monthly per FAA specification which will be furnished by COR.

11. Kitchen Areas – All kitchen areas will be cleaned daily according to normal household procedures such as; cleaning all appliances externally and internally; wash all sinks, countertops, cabinets, and wall areas: etc.

(c) Emptying Waste and Recycling Containers. All waste and recycling containers must be emptied and plastic liners replaced. Any plastic liner with food wastes or that is soiled or leaking must be replaced with a new plastic liner. Waste and recycling containers must be washed inside and outside utilizing a disinfectant and must be free of odors. After washing, containers must be wiped dry and new plastic liners installed. All ash trays and ash receptacles must be emptied and cleaned free of tobacco residue. Boxes, cans, bottles, and other items placed adjacent to waste containers and marked "TRASH" must also be removed and disposed of. All waste collected must be disposed of in the nearest outside trash collection point. Waste that falls on the floor and outside grounds during the waste removal must be picked up and disposed of by the Contractor. The Contractor shall remove all trash, refuse, debris, packing materials, cartons, etc. to the trash dumpsters, which they shall provide and locate outside the building. They then will be held responsible for preventing such materials from scattering over the grounds and parking lot. Any additional costs incurred as a result of such scattered trash must be borne by the Contractor and if they fail to take prompt action to clean the grounds, the Government may do so and deduct the cost thereof from the Contractors next bill. The dumpster(s) provided by the Contractor shall be placed at the location selected by the Facility Manager.

a. The Contractor must not allow the containers into which they empty the waste paper baskets and trash receptacles to remain in the halls, rooms, elevators, or on stairways after these are full or after they have completed their scheduled collections from the rooms and offices. Such containers must be moved immediately to the trash dumpster(s).

b. Plastic, Paper and Can recycling containers are located in 3 separate areas of the facility. These containers must be emptied into the blue recyclable dumpster. Once a week or when full, the recyclable dumpster items must be taken to a local recycling facility.

c. Carting refuse from the premises: The Contractor must remove garbage, packaging materials, trash and other accumulated refuse from the building daily, and have the dumpster emptied at a minimum of once a week. More frequent garbage collections and carting are required of the Contractor at no additional cost to the Government, if, in the opinion of the Facility Manager, the accumulation becomes a health hazard or gives off offensive odors, or becomes unsightly. The contractor is not required to remove materials generated by construction or demolition caused by other contractors.

(d) Low Dusting/Cleaning. All furniture, partitions, radiators, equipment, hand railings in stairways, grills, horizontal ledges, and sills must be dusted. Walls, doors, and partitions must be wiped clean (including glass in partitions and doors) to a height of 7’- 0" above the floor level. If present, chalk boards, chalk trays, and erasers must be cleaned. Corridor, lobby, and entrance walls and doors must be cleaned. Miscellaneous hardware and bright metal work must be wiped clean. Drinking fountains must be cleaned and disinfected. All surfaces of drinking fountains must be free of stains, smudges, and scale.

(e) Cleaning Walk-off Mats. Each time floors are swept/dust mopped or vacuumed, walk-off mats in that area must be cleaned. Soil and moisture underneath mats must be removed and the floor must be cleaned as appropriate along with the rest of the floor. The mats must be returned to their original locations afterwards. The Contractor must report, in writing to the Contracting Officer, all walk-off mats that are worn out to the point of being ineffective.

3.2.1.2 Floor Care

Floor care must be performed in the spaces, and must consist of the following services.

(a) Damp Mopping. Prior to damp mopping, floors must be swept/dust mopped. Floors must be damp mopped with an approved cleaning solution to remove dirt, streaks, smears, and stains.

HPL on metal panel floor systems must be cleaned with a damp mop (wrung out to make as dry as possible) using water only (no soap or additives). Do not scrub the floor. Remove all remaining dirt, stains, etc. with cleaner sparsely applied to a cloth used for localized rubbing. Remove all cleaner residue from the floor surface.

(b) Spray Cleaning and Buffing. Prior to spray cleaning and buffing, floors must be damp mopped as specified above. Floors must be spray cleaned and buffed to remove traffic marks, heavy soil, etc. The material used for spray cleaning and buffing must contain a blend of detergents and polymers to emulsify surface soil and repair traffic areas. If loose residue is produced by buffing, it must be removed in a manner that will leave the floor clean without destroying the high gloss produced by buffing. When completed, a spray cleaned and buffed floor must have a uniform, high-gloss finish, free of scuff and heel marks. The floor finish must be uniform from wall to wall, including corners.

(c) Waxing and Buffing. In the event that spray cleaning and buffing is not sufficient to maintain a uniform high-gloss finish, floors must be completely waxed and buffed. The Contractor must use a liquid wax system containing not less than 18% solids. The floors must be damp mopped as specified above immediately prior to application of wax. Floors must be buffed, if required, to a uniform gloss finish free from dirt, traffic marks, and stains.

3.2.1.3 Other Services

(a) Policing Grounds. Paper, bottles, cans, and all other trash and refuse must be removed from all grounds, sidewalks, and interior courts around the buildings. All removed items must be deposited in the nearest appropriate waste or recycling container.

(b) Waste Management. In accordance with EO 13514, FAA is required to divert from landfill or incineration facility disposal a minimum of 50% of the non-hazardous waste generated as a result of its operations. In support of meeting this requirement, the Contractor must divert from landfill or incineration facility disposal a minimum of 50% of the non-hazardous waste generated as a result of the Contractor’s work, to the maximum extent feasible. In doing so, the Contractor must appropriately utilize the facility’s existing waste and recycling program. If no such program exists, the Contractor must develop, operate and track a comprehensive waste, recycling and reuse program. Such a program will not be separately priced from the firm-fixed-price CLINs. The Contractor must report non-hazardous waste diversion rates on a regular basis [refer to Solid Waste and Recycling DID].

3.2.2 Service Call Work

Service call work for the buildings/spaces must consist of providing labor and material to perform unscheduled custodial services that are brief in scope. The Government will receive service call requests from building monitors and notify the Contractor of the work required. The Contractor must provide adequate procedures for receiving and responding to service calls during regular working hours. The Contractor must provide the following service-call services.

3.2.2.1 Service Calls for Cleaning

Service calls for cleaning must consist of providing miscellaneous minor cleaning tasks beyond the scope of basic services.

(a) The Contractor must respond to service call requests for cleaning within two hours during regular working hours. Once begun, the cleaning effort must continue until completed.

(b) These calls include, but are not limited to, such items as:
Clean up of overflowed restroom fixtures.
Clean up of spills.
Cleaning muddy or wet entrances.
Clean up of broken glass.

3.2.2.2 Stripping and Rewaxing Floors

Resilient flooring must be swept/dust mopped and stripped to remove all built-up wax and imbedded dirt prior to rewaxing. After application of wax, areas must be buffed (if required) sufficiently for maximum gloss and uniform sheen from wall to wall, including corners. The rewaxed floor must present a clean appearance free from scuff marks or dirt smears. Furniture or other equipment moved during floor stripping and rewaxing must be returned to their original positions.

3.2.2.3 Shampooing Carpets and Rugs

Prior to shampooing, carpets and rugs must be vacuumed free of all loose soil and debris. Carpets and rugs must be shampooed free of streaks, stains, and spots, and must have a bright uniform color. Shampooing must be done by the water extraction method. After drying, furniture or other equipment moved for the shampooing must be returned to their original positions.

3.2.2.4 Cleaning Light Fixtures

Globes, reflectors, covers, diffusers, and plastic side panels must be removed and washed. After cleaning and reassembling, light fixtures must be free of bugs, dirt, dust, grease, and other foreign matter.

3.2.2.5 High Dusting/Cleaning

High cleaning includes cleaning horizontal and vertical surfaces above 7’ - 0" from floor level including all overhead piping and ceiling areas. All dust, lint, litter, and soil must be removed from all surfaces. Walls must be free of dirt, smudges, and markings. Ceilings are to be free of cobwebs and loose dirt.

3.2.2.5 Cleaning Exterior Glass

The Contractor must thoroughly clean all exterior glass surfaces, window frames, sills, and sashes, from the ground line up to and including the second floor. All glass surfaces must be cleaned and left free of streaks and stains, and must be wiped dry. All paint, putty, film, and foreign matter found on glass surfaces must be removed. Where storm windows exist, exterior window cleaning must include both sides of the storm window and the outside of the inner glass, and must be counted as three separate surfaces for reimbursement purposes.

3.2.2.6 Cleaning Interior Glass

The Contractor must thoroughly clean all interior glass surfaces and associated window frames, sills, and sashes. All glass surfaces must be cleaned and left free of streaks and stains, and all adjacent surfaces wiped dry. All paint, putty, film, and foreign matter found on glass surfaces must be removed.

3.2.2.7 Cleaning Venetian Blinds

Venetian blinds, including mini-blinds, must be removed and cleaned free of all dust and embedded dirt and re-hung in working order. Once removed for cleaning, the blinds must be re-hung by the Contractor within two working days.

4.0 Government Furnished Property and Services

In accordance with the "GOVERNMENT FURNISHED PROPERTY" the Government will provide the Contractor the option of using certain Government owned storage room facilities. The use of Government furnished property and services for other purposes is prohibited. All such facilities, equipment, and materials will be provided in "as is" condition. Storage of Janitorial Supplies outside of the below list is forbidden.

(1) The Contractor must be responsible for instructing employees in utilities conservation practices. The Contractor must be responsible for conserving utilities, which must include, but not necessarily be limited to:

* Lights must be used only in areas where and at the time when work is actually being performed unless otherwise directed by the COR.

* Mechanical equipment controls for heating, ventilation and air conditioning systems must not be adjusted by contract employees.

* Water faucets or valves must be turned off after the required usage has been accomplished. To conserve water, only the minimum quantity of water needed for the required usage must be expended.

5.0 Definitions

As used throughout this contract, the following terms must have the meaning set forth below. Additional definitions are in the "DEFINITIONS" clause in Section I.

a. Where "as shown", "as indicated", "as detailed", or words of similar import are used, it must be understood that reference is made to this specification and the drawings accompanying this specification unless stated otherwise.

b. Where "as directed", "as required", "as permitted", "approval", "acceptance", or words of similar import are used, it must be understood that direction, requirement, permission, approval, or acceptance of the Contracting Officer is intended unless stated otherwise.

c. Clean. "Clean" must be defined as free of dirt, dust, spots, streaks, stains, smudges, litter, debris, and other residue.

d. Contracting Officer. The Contracting Officer is a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer.

e. Contractor. The term Contractor as used herein refers to both the prime Contractor and any subcontractors. The prime Contractor must ensure that his/her subcontractors comply with the provisions of this contract.

f. Contractor Representative. A foreman or superintendent assigned to supervise employees.

g. Disinfect. Cleaning in order to destroy any harmful microorganisms by application of an approved chemical agent.

h. Engineered Performance Standards (EPS). A job estimating system developed for the Department of Defense. EPS is the average time necessary for a qualified craftsman working at a normal pace, following acceptable trade methods, receiving capable supervision, and experiencing normal delays to perform defined amounts of work of a specified quality. EPS manuals are published under the following numbers by each military branch:

i. Facility. An establishment, structure, or assembly of units of equipment designated for a specific function.

j. Frequency of Service.

(1) Annual (A). Services performed once during each 12 month period of the contract at intervals of 345 to 385 days.
(2) Semi-Annual (SA). Services performed twice during each 12 month period of the contract at intervals of 160 to 200 calendar days.
(3) Quarterly (Q). Services performed 4 times during each 12 month period of the contract at intervals of 80 to 100 calendar days.
(4) Monthly (M). Services performed 12 times during each 12 month period of the contract at intervals of 28 to 31 calendar days.
(5) Semi-Monthly (SM). Services performed 24 times during each 12 month period of the contract at intervals of 14 to 16 calendar days.
(6) Weekly (W). Services performed 52 times during each 12 month period of the contract at intervals of six to eight calendar days.
(7) Twice weekly (2W). Services performed twice a week, such as Monday and Thursday or Tuesday and Friday.
(8) Three times weekly (3W). Services performed three times a week, such as Monday, Wednesday and Friday.
(9) Daily (D5). Services performed once each calendar day, Monday through Friday, including holidays unless otherwise noted.
(10) Daily (D7). Services performed once each calendar day, seven days per week, including weekends and holidays.

k. Quality Assurance (QA). A method used by the Government to provide some measure of control over the quality of purchased goods and services received.

l. Quality Assurance Evaluator (QAE). The Government employee designated by the Contracting Officer to be responsible for monitoring of Contractor performance.

m. Quality Control (QC). A method used by the Contractor to control the quality of goods and services produced.

n. Regular Working Hours. The Government's regular (normal) working hours are from 4:00PM to 12:00 Midnight. Mondays through Fridays except (a) Federal Holidays and (b) other days specifically designated by the Contracting Officer.

o. Relamping. A procedure by which the Contractor periodically inspects each building included in this contract in order to systematically replace burned out and/or blinking fluorescent tubes and incandescent bulbs.

p. Response Time. Response time is defined as the time allowed the Contractor after initial notification of a work requirement to be physically on the premises at the work site, with appropriate tools, equipment, and materials, ready to perform the work required. Response times are designated in the appropriate technical clauses in Section C.

q. Space. A space is an area to receive custodial services which may or may not be considered a room by common definition. Examples of spaces are definable sections of hallways, stairwells, lobbies, offices, entrances, and elevators.

r. Waste and Recycling Containers. Waste containers are defined as trash receptacles, waste baskets, trash cans, wastepaper baskets, ash trays, or any container holding trash, paper, or other recyclables and refuse of any type.
