The following Special Provisions shall modify, supersede, or supplement the FAA-GL-918D - Specification for Construction of Terminal Navigational Aid Facilities.

SP-1: Scope of Work

The Contractor shall furnish all plant, labor, materials (except Government-furnished property, see SP-4), equipment, energy, transportation, and other services necessary to construct all elements of the systems required in the contract specifications and drawings. Construction shall include all miscellaneous and incidental work necessary for a complete and operational system. The FAA will provide a Contracting Officers Representative (COR) for construction oversight of this project.

The contractor must coordinate the exact sequence of work with the airport authority and the local FAA System Support Center (SSC) through the COR prior to construction and must provide updated construction schedules at the preconstruction conference and upon request. The

Contractor must hold a tailgate safety meeting prior to commencement of work each day, in the presence of the COR, to discuss possible safety hazards and mitigation.

This scope of work provides instructions for the removal of the existing VASI and the installation of the Runway 12 LED PAPI (AQZA) at the Appleton International Airport, Appleton, WI. (ATW).

The work includes but is not limited to:

SP-2: Schedule Requirements

Contract Performance Time: 23 Calendar Days

Proposed Construction Notice-to-Proceed (NTP): September 1, 2018

After the award of the contract and prior to starting work, the contractor must submit to the

Contracting Officers Representative (COR) a satisfactory progress schedule which must show the proposed sequence of work, and how the contractor proposes to complete the various items of work within the number of working days set up in the contract or on or before the completion date specified in the contract. The contractor must confer with the COR at regular intervals in regards to the performance of the work according to the progress schedule.

Prep work such as surveying, stake-out, badging, etc. may be conducted before the NTP with the permission of the Airport authority, air traffic authority, and SSC through the COR.

Contractor shall work any calendar day except Saturdays, Sundays, or federal holidays. The length of a working day will be determined by the COR from the number of working hours established by actual job practice by the Contractor, except not less than eight hours will be considered in the determination. Work cannot exceed 40 hours per week without permission of the COR. Work on Saturdays, Sundays, or federal holidays will only be allowed with the permission of the COR or as required by the contract documents.

Schedule Constraints and Deadlines:

The following information is included for accurate contractor bidding purposes:

The Oshkosh Airshow occurs from July 23rd to July 29th. No work in this contract will be allowed for two weeks before or one week after these dates. No exceptions will be considered.

Special Provisions 4 JCN# 1101571

An extended runway closure will occur for this project, to complete work inside the RSA. The runway will be closed for six (6) continuous days. Coordinate this closure with the COR, the SSC and airport operations. Work inside the RSA is only allowed during this scheduled runway closure period.

Precast foundations are required for the PAPI LHA’s to expedite work in the RSA.

All work outside the RSA can be completed with runway 12/30 in full operation.

Night work will not be required.

Contact WE Energies Company a week before a power connection is required from their transformer. WE Energy contact person is Vicki Andrews, (920) 380-3561. Contractor is responsible for coordinating with the power company.

The airport is planning multiple maintenance projects during the runway closure, that is scheduled for this contract. Contractor is responsible for coordinating their construction activates with the airports operations manager, Scott Volberding, through the COR.

The contractor will be able to remove the existing VASI during the runway closure period. The airport is aware and agrees that the airport will be without the use of this visual aid, until the new PAPI passes flight check. Therefore no additional remobilization is required by the contractor.

Construction Schedule Phasing:

No phasing required for this project.

SP-3: Additional Information

1. Utility Agreement: WE Energies Service will bring power to a new transformer, which they will provide and install, adjacent to the new PAPI Power and Control Rack.

Coordinate sequencing and connection to new transformer with the power company.

Tito Stokes is the FAA utility representative. Upon completion of the JAI, the COR shall email the project engineer the meter number(s) and facility ID(s) so the project engineer can notify Real Estate and process the PR for monthly recurring service charges.

Equipment outages shall be coordinated with the Airport Manager and local FAA SSC

Manager via the COR. Notice shall be given to the COR no less than 30 days prior to outage.

9. INSULATED POWER CABLES, 600 V: The following specifications in bold italics replace Specification FAA GL- 918D.

Special Provisions 6 JCN# 1101571

16G.3 INSULATED POWER CABLES, 600 V. Insulation–resistance measurements must be made with both ends of the insulated conductors disconnected from source and load terminals, arresters, and large surge protectors. Apply a 500-volt dc voltage to the conductors being tested with an insulation-resistance test instrument and read the insulation directly on the instrument meter scale. Apply the test voltage for at least

1 minute after the meter reading has stabilized, to allow even distribution of the test voltage throughout the insulation.

Apply the test voltage between each insulated conductor and all other conductors, and between each insulated conductor and ground. Record the measured resistance. It shall be a minimum of 50 megaohms.

10. CONTROL CABLE TESTING: The following specifications in bold italics replace

Specification FAA GL- 918D.

16G.6 CONTROL CABLE TESTING. For continuity, shorts, crosses, and grounds testing, make these tests with both ends of each conductor disconnected from terminal strip jumper wires, surge protectors, and equipment. The tests should be as follows:

a. Continuity Tests. Make continuity tests with an ohmmeter at the near end of the cable. Temporarily short each conductor to its paired conductor, common connector, or to a shield or armor, at the far end of the cable. Record the meter readings. Remove the temporary short at the far end of the cable after each conductor or conductor pair is tested for continuity.

b. Shorts, Crosses, and Grounds Tests. Make the tests with an ohmmeter connected at either end of a cable. Test between all paired or unpaired conductors within a shielded or unshielded conductor group. Test between each conductor and its nearer designated grounding conductor, pair shield, group shield, cable shield, or armor.

For insulation–resistance measurements, apply cable rated dc test voltage to the conductors being tested with an insulation-resistance test instrument, and read the insulation resistance directly on the instrument meter scale. Apply the test voltage for at least 1 minute after the meter has stabilized. Apply the test voltage between paired conductors, between conductors of a conductor group, and between conductors of an ungrouped cable.

Apply the test voltage between each conductor and its designated common grounded conductor, pair-shield, group shield, and overall cable shield or armor. The resistance shall be a minimum of 50 megaohms.

Special Provisions 7 JCN# 1101571

Administration (OSHA) standards and NFPA 70E: Standard for Electrical Safety in the Workplace.

Where possible, equipment will be de-energized and site specific lockout/tagout procedures followed before work is conducted. Connections to operational FAA equipment or to power sources that support operational FAA equipment must be made by qualified FAA Technicians. A site specific lockout/tagout plan will be required for the new PAPI. This plan can be based on the existing VASI LOTO procedures if the PAPI is powered in the same way as the VASI. The plan will follow the standard FAA lockout/tagout format, sample templates are available at loto.faa.gov.

i. Handholes and manholes will be constructed as part of this project that could be considered permit required confined spaces since they are large enough to be entered. The Contractor will follow proper confined space entry procedures during construction and when working in these spaces. New permit required confined spaces constructed during this project will be labeled in a manner that is consistent with other similar FAA spaces.
