1.2 CONTRACTOR’S WORK SCHEDULE

Prior to commencement of work, a conference must be held between representatives of the contractor and the Government to discuss contractual obligations, etc. pertinent to this contract. Within 5 business days of award, the contractor must submit a working schedule of the proposed operations with which they plan to perform the work required under this contract, and which must set forth specific dates for accomplishment of each periodic item of work. These scheduled dates for performance of each periodic item must be within the first third of the respective period. The contractor will list all manpower and staffing, and will schedule all work assignments, whether performed on a repetitive rotating cycle or on a one-time basis. The schedule must be complete and approved by the Contracting Officer or his/her representative no later than 30 days subsequent to establishment of a Notice to Proceed date.

The above must be strictly adhered to by the contractor and may be changed only by mutual agreement of the parties.

The contractor must utilize a daily assignment sheet for each of its employees indicating daily as well as periodic services to be performed by the specific individual. The employee must indicate accomplishment of the specific item and/or room and the time of the accomplishment. After submission to the contractor’s supervisor for his/her review, inspection and signature, assignment sheets must be furnished periodically or by request to the Contracting Officer’s Representative (COR). Exceptions taken by the COR will be annotated thereon and returned to the contractor’s supervisor for immediate correction.

1.3 JANITORIAL STAFF AND HOURS

Janitorial services will be required twice each day, seven (7) days a week, including holidays. The actual time when janitorial service will be performed each day must be approved by the Contracting Officer and his/her COR. Work scheduled to be performed at specific times during each day must be performed when scheduled and cannot be made up at a later time. The contractor must schedule its forces to meet these demands. It is highly recommended that more than one janitor is scheduled each shift in order to meet these requirements. The contractor must submit a staffing chart showing how it plans to provide the specified service during these shift hours. This chart must be completed and approved by the Contracting Officer and his/her COR no later than 30 days after Notice to Proceed.

To avoid disturbances, the Contracting Officer and his/her COR may require the Contractor to change the times when specific janitorial services are performed during each day.

The control room and tower cab cleaning is to be performed during low traffic periods. This time generally is between 12:00 am - 05:00am.

1.3.1 JANITORIAL PERSONNEL AND SERVICES

a. Prior to commencement of work, the contractor must provide the COR with an initial listing of all janitors working at the facility with a schedule of their duty hours. This list must be updated whenever any change in staffing takes place. Unauthorized personnel of the contractor will not be permitted in the facility.

b. The contractor must prohibit its employees from disturbing papers on desks, opening desk drawers or cabinets, or using telephone or office equipment provided for official Government use.

1.3.2 SUPERVISION OF JANITORIAL PERSONNEL AND SERVICES

a. The contractor must provide an experienced leading person to supervise the other on duty janitors. This person must serve as a representative of the contractor and must act as liaison between Government representatives and the contractor.

b. In addition to the above supervision of the janitorial personnel, the contractor must identify an experienced member of its executive staff to provide overall supervision of the janitorial services provided.

c. The above personnel must be identified by written memo to the SSC Managers with a copy to the contractor’s employees.

d. The contractor must contact the COR at least monthly by telephone or in person to discuss the services provided.

1.4 OPERATING INSTRUCTIONS

a. In case of an emergency condition, such as flooding of a particular section of the building, the Contracting Officer or his/her authorized representative may require the contractor to divert all or part of its work force from their normal duties to cope with the condition. When they are no longer needed for the special work, they must return to their normal duties. No additional cost must be charged the Government for this diversion. In the event that an emergency deters the janitorial work staff from completing the full schedule because they were diverted by the SSC Managers or representative thereof, no deduction will be made for non-performance of work.

b. The contractor will conduct its work in a safe manner. It will not permit the placing or use of mops, brooms, or other equipment in traffic lanes or other areas in a manner that would create a safety hazard, and must provide ropes, stanchions, and warning signs to warn against walking on slippery areas caused by its operations.

c. Mopping, sweeping, and dusting devices or appliances will not be “shaken” inside of the building or out of windows or door.

d. Contractor’s personnel may turn on lights in unoccupied area when necessary to perform services, but they must be extinguished when work is completed. In occupied areas, light may not be turned on or extinguished without first receiving permission from the occupants.

e. The contractor may move furniture including chairs, desks, bookcases, credenzas, etc. not fastened to the floor in order to accomplish its tasks. All furniture so moved must be replaced in its original position after work is completed and must not be left in corners, against walls or partitions, or on desks or tables.

f. Computers and other office electronics must not be cleaned, dusted or serviced. Large flat surfaces such as backs and sides, or tops must be vacuumed lightly periodically. All such office machines not fastened down may be moved for the purpose of cleaning the area under them after which they should be returned to their original location.

g. The contractor must dust, clean, vacuum, wash, or otherwise service the tops, backs, sides, shelves, and covers of racks, cabinets, and/or consoles but not electronic equipment. Determination as to what constitutes specific “electronic equipment” unit is to be coordinated with ATC Frontline Manager and/or Technical Operation Manager at the job site.

h. The contractor will close and lock all doors of all unoccupied areas upon completion of work in that area.

i. The contractor may use the slop sink closet located in the building for storage of supplies and materials for nearby lavatories. Additional materials may be kept in the mechanical room. All supplies must be neat and orderly as to not impede normal movement in and around this area. Buffing machine must be kept off facility and provided when required. The mechanical storage area must be kept scrupulously clean and free from odor.

j. Cloths, mops, brushes, and other combustible material containing a residue or wax or other inflammable material must be disposed of or must be stored in tightly closed metal containers to prevent spontaneous combustion.

1.5 REMOVAL OF GARBAGE AND REFUSE

1.5.1 REMOVAL FROM BUILDING TO DUMPSTERS

a. The contractor must remove all trash refuse, debris, packing materials, cartons, etc. to the trash dumpsters, which will be provided by the Government and located outside the building. The contractor will then be held responsible for preventing such materials from scattering over the grounds and parking lot. Any additional costs incurred as a result of such scattered trash must be borne by the contractor. If the contractor fails to take prompt action to clean the grounds, the Government may do so and deduct the cost thereof from the contractor’s next bill.

b. The contractor must not allow the containers into which it empties the waste paper baskets and trash receptacles to remain in the halls, rooms, and elevators or on stairways after they are full or after it has completed scheduled collections from the rooms and offices. Such containers must be moved immediately to the trash dumpster(s).

1.5.2 CARTING REFUSE FROM PREMISES

The contractor will be required to remove garbage, packaging materials, trash, and other accumulated refuse from the building.

1.6 CONDUCT OF CONTRACTOR EMPLOYEES

The contractor and its employees must conform to the following in the performance of this contract:

a. The contractor and all employees must comply with applicable building regulations regarding security, fire, safety, traffic, and parking. Personnel must not linger in areas when performing their duties in that area.

b. The contractor, upon request of the Contracting Officer, must dismiss from the premises any employee who, in the opinion of the Contracting Officer, interferes with proper service, or fails to comply with the terms, conditions, or specifications of the contract, or who is disorderly or abusive or not available on the premises during his/her on-duty time.

c. All misplaced and lost property found by the contractor’s employees in the course of their work will be turned in to the SSC Managers and notification given to the COR.

d. Contractor’s employees will be provided locker space if available. During the term of the contract, the contractor would be responsible for the condition of the lockers and will clean, paint and repair them as required so that they will be returned to the Government in the same condition at the termination of the contract as they were received at the time of commencement of work.

1.7 INSPECTIONS

Daily inspections will be conducted by the Contracting Officer or his/her authorized representative to ensure full compliance with contract specifications. Deficiencies noted will be called to the attention of the contractor, and when so directed by the Contracting Officer or his/her authorized representative must be remedied on the same day at no additional cost to the Government. Work not performed during specific times each day cannot be made up at a later time, and the failure to perform such work will be charged against the contractor. Work to be made up in the Control Room and other key areas will be permitted only during periods of low traffic activity, subject of decision on deductions and administration. Low traffic activity is generally between 12:00 am - 05:00 am.

Failure of the contractor to perform work when scheduled or to make up scheduled work when so directed will result in deductions from the monthly payment. Deductions will be prorated on either a cost per square foot per month and/or costs per hour per month basis.

Imbedded dirt will be loosened from floor surface by deck brush or machine scrubber using water and cleaning agent no stronger than necessary. Scrubbing water will be removed and surface rinsed with plain water and clean mop.

Both scrubbing and rinsing water must be changed frequently. Care must be used not to splash baseboard, furniture, and other equipment while scrubbing and rinsing. Difficult places such as corners, under radiators, behind pipes, etc. must be washed by hand. After washing, floor should have a uniform clean appearance with all imbedded dirt, stains, marks, film, standing water, and cleaning solutions removed.

(2) Clean – On floors, walls, ceilings, furniture, and fixtures visible spots, stains, and other surface blemishes resulting from spilling, splattering, spraying, or other means will be removed by washing the area around the stain in such a manner that the stain is removed without resulting in a noticeable difference between the cleanliness of the area wherein the stain was removed and the rest of the surface. When spotting results in several clean areas surrounded by a dirty surface, the dirty surface must be washed at no additional cost to the Government even though the scheduled washing is not yet due.

(3) Washing – A bright clean surface is left after the removal of all surface dirt by application of water and a cleaning agent using a damp cloth, sponge, or washing appliance. No streaks, smears, or spots may remain after rinsing with a clean damp cloth or sponge. The amount of water used in the washing and rinsing must be controlled so that no loose water runs or is wrung out from the cloth or sponge. When the surface is dry, a clean cloth wiped over it will pick up no dirt and will leave no streaks.

(4) Wiping Down – The surface is wiped with a treated cloth or sponge so that all surface dirt, dust, or moisture is removed and no streaks or marks are left. This operation is generally performed only on tiled or glazed surfaces.

(5) Vacuuming – Loose dirt, paper scraps, crumbs, and other debris, which are not removed by dusting, must be removed by vacuuming. A properly vacuumed surface will have no dirt in corners, along ledge, or in crevices.

(6) Polishing – Surfaces not finished with a crackle paint finish will be polished with a polishing agent appropriate for the surface to be polished. A hard finish wax will be used for all wood surfaces and glossy enameled metal surfaces. Metal polish will be used on natural finish metal surfaces and approved glass polish for glass surfaces. Oily polishes or polishes which leave an oily residue may not be used. A properly polished surface presents a dry shiny surface free of dust and scuff marks.

b. All smoking receptacles will be serviced by emptying, wiping, and washing in accordance with the work schedules and in compliance with the following definitions:

(1) Emptying – Ash trays and smoking receptacles will be emptied into non-flammable trash containers only after the cleaner has determined that all butts are out. All ashtrays and smoking receptacles will be considered empty when all butts, papers, chewing gum wads, and other objects are removed from them.

(2) Wiping – All residue, dirt, dust, or liquids which stick to the inside or outside of the ash trays, smoking receptacles, or waste receptacles must be removed by wiping with a damp or dry cloth or sponge. If wiping does not produce the desired results, washing must be employed.

(3) Washing – All residue dirt, dust, or liquids are removed from the inside and outside of all smoking receptacles and waste receptacles by washing or scrubbing with water and cleaning agent following with rinsing and drying.

c. Metal work, plumbing fixtures (limited lavatories only), and glass surfaces (other than windows) will be serviced by cleaning and polishing in accordance with the work schedule and in compliance with the following:

(1) Cleaning – Surfaces are left bright and clean after application of treated cloth or sponge. Surface dirt, corrosion, and watermarks are removed.
