About this file

This is Contract Amendment #1 to Contract Number 410028-U19-CKS6979-SUP-01 between the State of Wisconsin Department of Corrections (DOC) and Kenosha Achievement Center (KAC), a certified work center employing persons with severe disabilities under Wisconsin Statute 16.752. The amendment modifies the original contract for services at the Racine Youthful Offender Correctional Facility (RYOCF), which has an initial term from January 17, 2019 through June 30, 2019, with automatic annual renewals on July 1st per the original contract terms.

The contract covers comprehensive food service operations including meal preparation, snacks, and related services for the correctional facility. The amendment establishes a daily rate of $1,170.87 for food services based on bulk menu item production by KAC and food delivery by RYOCF staff. The daily rate includes all labor and overhead expenses, while RYOCF directly pays for all food, equipment, and supply costs. KAC must invoice monthly by the 20th of each month for the previous month's services, with payment terms of net 30 days. The amendment expands KAC's responsibilities to include comprehensive cleaning and sanitation of the food service area, food procurement through approved DOC or Department of Administration contracts, and coordination with RYOCF staff for supply management. Any requests for rate increases require 90 days advance notice prior to annual renewal unless scope of services changes.
