Revised Market Survey/Sources Sought AJW-141 Weather Systems Platform April 29, 2024

The FAA has a requirement for the purchase of a galvanized mezzanine with a static load point of 350 lbs. and installation of the mezzanine. The mezzanine will be used as a Weather Sensor Platform in support of AJW-1411 second level engineering for technical refresh activities associated to the Juneau Airport Wind System (JAWS) and service life extension program (SLEP) activities.

Platform Requirements

0. Structural Access

· The platform must have a set of stairs for personnel access

· The platform must have a removable section of sidewall-handrail or a swing gate to accommodate the installation of large items

0. Size

· The platform must be a minimum of 30 feet long by 30 feet wide

· The platform must have a minimum height of six (6) feet above the ground

· The interior of the platform must be an open area

0. Materials

· The platform floor must be of an expanded metal bar grating design

· The platform floor must allow for the mounting of poles on which sensors can be mounted

· The platform must be provided with a non-slip weatherproof coating

· The platform must be mounted on concrete piers (caissons)

· The platform must have support posts to support the data conduit junction box

· The platform must have support posts to support the electrical panel

· The platform must have a static point load of at least 350 lbs

0. Safety

1. The platform must have a toe kick of at least 3 ½ inches in height

1. The platform must have a handrail of at least 42 inches in height.

0. Environmental Durability

1. The platform must be able to withstand temperatures ranging from a maximum of 110 degrees Fahrenheit to negative 25 degrees Fahrenheit

1. The platform must be able to withstand humidity values ranging from a maximum of 100% to a minimum of 10% over the specified temperature range

1. The platform must be able to withstand wind speeds of up to 150 miles per hour

1. The platform must be able to withstand 3-inch hail

1. The platform must be able to withstand a total of 2 inches of freezing rain/ice accretion.

0. Factory Acceptance Testing As the weather sensor platform will be assembled “on-site “, a factory inspection prior to shipment is not needed in this case. Acceptance testing will take the form of a sign off from engineers of AMP-400 and AJW-1411

0. Commercial-Off-The-Shelf (COTS) Manuals and Documentation The contractor shall provide the engineering drawings of the mezzanine to AJW-1411.

The following Questions and Answers are provided to help potential offerors in response to this market survey:

1. Floor Loading Distribution:

1. While the point load capacity is specified as 350 lbs, could you clarify the expected weight distribution across the entire platform?

Sensors/enclosures will be installed throughout the entire platform. The heaviest sensor/enclosure would be a maximum of 350lb, with most sensors/enclosures closer to 100lbs in weight. The total weight capacity for the platform would not exceed 4,000 lbs.

2. Specific Grating Requirements:

1. Are there any specific size or load capacity requirements for the expanded metal bar grating used for the platform floor?

No, as long as the metal grating supports the listed floor loading distribution described in question 1

3. Electrical and Data Needs:

1. Will there be any specific requirements for the electrical outlets and data connections on the platform (voltage, amperage, etc.)?

No, that will be handled by a different vendor(s).

1. Will the vendor be responsible for providing these connections, or will they be pre-installed on-site?

No, that will be handled by a different vendor(s).

4. Support Post Specifications:

1. What are the weight and size requirements for the support posts holding the data conduit junction box and electrical panel?

No, the posts will be handled by a different vendor(s)

1. Are there any specific material requirements for these support posts?

No, the posts will be handled by a different vendor(s)

Installation and Site Information:

5. Site Access and Conditions:

1. Can you provide details on the access limitations for delivering and installing the platform at the Juneau Airport?

The platform is being installed at the Mike Monroney Aeronautical Center in Oklahoma City, OK. The vendor will need to be escorted while on the facility as it is security controlled. Pictures of the area where the platform will be installed can be provided if needed.

1. Is there any existing infrastructure (electrical lines, plumbing, etc.) that needs to be considered during installation?

Yes, there is buried electrical line and an electrical manhole to the north of the platform. All of these utilities will be marked at prior to the installation.

6. Concrete Pier (Caissons) Details:

1. Will the concrete piers be pre-installed by the government, or will their construction be part of the vendor's responsibility?

These will be part of the vendor’s responsibility. If the vendor is not capable of installing them, but can provide technical drawings of what is required, a local concrete vendor can be contacted to have them pre-installed.

1. If pre-installed, can you provide specifications on the dimensions, weight capacity, and any anchor points for the platform?

In your response, regardless of if you are proposing to provide a pre-existing platform or plan to fabricate a customized platform, please provide full details to explain how your proposed platform meets the Government’s requirements as well as provide a preliminary engineering drawings.

All responses (one response per company) are to be provided on company letterhead. No type font less than 12-point may be used. Responses must be received by 12:00 P.M., Central Time on May 13, 2024. Market survey responses received after the time and date specified will be determined to be late and may not be considered.
