Space is limited at the site; therefore, the Contractor shall coordinate all work activities with the Facility Contact. Any additional space the Contractor deems necessary shall be obtained off site, at no additional cost to the Government.

1-2.2 Damage to Site

Damage to existing pavement, landscaping, structures or underground facilities caused by the Contractor's activities shall be repaired. All costs of such repairs shall be borne by the Contractor. After issuance of the Notice to Proceed (NTP) and prior to commencement of construction, the Contractor and COR shall conduct a joint inspection of the existing area, which will be affected by the construction. Existing damage or defects shall be noted and will be used as the basis for determination of damages caused by the Contractor's operations.

1-2.3 Contractors' Use of Premises

The Contractor shall have use of the premises within the construction area limits for the execution of his work and shall assume full responsibility for the protection and safekeeping of products and materials stored on the site.

The Contractor and subcontractors shall maintain the job site in a neat and orderly condition. This includes the daily removal of rubbish, waste, tools, equipment, and materials not required for the work in progress. All metal shall be removed from the site and the area left in a neat and orderly condition.

7-1.3 Execution

Preparation

Roofing surfaces must be clean, smooth, dry, and free of depressions, projections, fines, sharp edges, loose and foreign materials, oil, grease, and fresh roof cement.

Installation A manufacturer approved roofing contractor, who is approved for self-adhering modified bitumen membrane roofing system, must install the roof system. The roofing contractor must provide a two-year workmanship warranty and provide a manufacturer’s 20-year, no dollar limit, guarantee.

Nailers:

Install nailers and/or batten strips where recommended by the membrane manufacturer. Nailers shall be pressure treated lumber (Wolmanized, Osmose K-33 or similar) #2 or better lumber. Asphaltic or creosote tested lumber is not acceptable. Nailers are to be installed with the top flush with the top surface of the membrane underlayment.

Insulation Installation:

Installation of insulation shall comply with manufacturer's installation recommendations. Fastening of the insulation is to be in accordance with approved shop drawings. Fastening plates are required.

Do not install more insulation than can be covered by membrane in the same day.

Install insulation butted together with no gaps greater than ¼ inch. Gaps greater than ¼ inch must be filled with the same material.

Membrane Application:

Unroll modified bitumen membrane materials and allow to relax a minimum of 30 minutes prior to installation. In cold weather, adhere to membrane manufacturer's additional recommendations for pre-installation membrane handling and preparation. Inspect for damage, pinholes, particles of foreign matter, non-dispersed raw material, factory splices, or other conditions that might affect serviceability. Edges of seams must be straight and flat so that they may be seamed to one another without forming fish mouths or wrinkles. Discard damaged or defective materials.

Apply membrane to clean, dry surfaces only. Do not apply membrane to surfaces that have been wet by rain or frozen precipitation within the previous 12 hours. Provide cleaning and artificial drying with heated blowers, as necessary, to ensure clean, dry surface prior to membrane application.

Apply roofing materials as specified herein unless approved otherwise by the Contracting Officer. Keep roofing materials dry before and during application. Complete application of roofing in a continuous operation. Begin and apply only as much roofing in one day as can be completed that same day.

Base Sheet installation

Ensure proper sheet alignment prior to installation. Bucking or backwater laps are prohibited. Fully adhere membrane sheets to underlying substrate materials. Provide minimum 3-inch side laps and minimum 6-inch end laps and as otherwise required by membrane manufacturer. Stagger end laps minimum 36 inches. Offset side laps between membrane layers a minimum of 12-inch. Offset end laps between membrane layers a minimum of 36 inch. Install all membrane layers the same workday, unless supported otherwise by roof membrane manufacturer application instructions and approved by the COR. Provide tight smooth laminations of each membrane layer without wrinkles, ridges, buckles, kinks, fishmouths, or voids. Ensure full membrane adhesion and full lap seals. Rework to seal any open laps prior to application of subsequent membrane layers. The completed membrane application must be free of surface abrasions, air pockets, blisters, ridges, wrinkles, buckles, kinks, fishmouths, voids, or open seams.

Cap Sheet Installation

Underlying applied membrane must be inspected and repaired free of damage, holes, puncture, gouges, abrasions, and any other defects, and free of moisture, loose materials, debris, sediments, dust, and any other conditions required by the membrane manufacturer prior to cap sheet installation. Do not apply cap sheet if rain or frozen precipitation has occurred within the previous 24 hours. Align cap membrane and apply by the specified method with the proper side and end lap widths. Cut at a 45-degree angle across selvage edge of cap membrane to be overlapped in end lap areas prior to applying overlapping cap membrane. Apply matching granules in any areas of adhesive bleed out while the adhesive is still tacky. Minimize traffic on newly installed cap sheet membrane.

Flash all projections (pipes, conduits, etc.) passing through the membrane. Prefabricated pipe seals shall be used to flash all pipes. Install all flashings and terminations in accordance with manufacturer's details.

Daily Seal When the completion of flashings and terminations is not completed by the end of each workday, provisions must be provided to temporarily close the membrane to prevent water infiltration.

Temporarily seal any loose membrane edge down slope so that the membrane edge will not buck water. Caution must be exercised to ensure that the membrane is not temporarily sealed near drains in such a way as to promote water migration below the membrane. A product approved by the manufacturer shall be used for temporary sealing of membrane edges.

Clean up Upon completion of the work all materials, equipment and debris are to be removed from the roofs. All waste materials and debris generated by work under this contract shall be processed, handled, transported, stored, and disposed of by the Contractor in accordance with all federal, state, and local regulations and laws.
