Questions Project: ISP RTR Tower Replacement - 6973GH-19-R-00207
1. Reference Drawing ISP-1205115-E001 (B-7): There is no reference to grounding of the RF antennas. Does FAA want the contractor to ground the RF antennas with #6 AWG BCS to the platform counterpoise (Halo Ring)? NO.
2. Reference Drawing ISP-1205115-E004 (G-5): This note mentions LMR-600UF cables, does the FAA want the contractor to purchase and route additional LMR-600UF cabling to each antenna with connectors from the Platform Junction Box bulkhead plates? NO.
3. Reference ISP-1205115-E003 (E-6): Does the FAA require the contractor to purchase and route LMR-600 or LMR-400, with connectors, to the equipment racks for each individual radio from the Shelter Polyphasers? NO.
4. If the FAA request the Contractor to install cabling from the tower junction box to the antennas what will be the preferred routing and method to secure the cabling? Would it be appropriate to route the cables along the mid or lower handrails and secure with stainless steel tie raps?
N/A.
5. LMR-600-DB has an OD of 0.590 in; the specifications call for Snap-In Hangers for the vertical cable runs is designated to be a 78SH-3 style hanger. The 78SH-3 is suited for 0.78 cabling.
Does the FAA want to stay with the 78SH-3 hangers? YES.
6. Tower #2 Guy wire auger looks as though it is off the compound. Will the Contractor have access to that area for demo of the guy wire posts with heavy equipment? YES.
7. Under F.1 Working Hours, there are several different work schedules listed as “Shalls”. Should we assume that all schedules listed are optional? The 7-3:30 option is 8.5 hours. While we assume that it includes ½ for lunch, shouldn’t this be 7-4 to add two 15-minute breaks? For F.1.e, the Contractor must notify the COR 24 hours in advance of a stop work. But what if they have to stop work that day such as for a sudden thunderstorm or other unforeseen reason? The working hours will be determined by the COR in the field, and reasonable accommodations will be made when necessary. A thunderstorm or unforeseen event is not a “planned stop” to the work, and does not require notification.
8. 3.2.2.8-5 requires liquidated damages for each day of delay. The agreement does not include a Force Majeure clause. Nor does it allow for a slippage due to a week long period of heavy rain, unavailability of the government official or government material needed to fit the schedule, etc. Will the government consider amending that this clause to not apply to circumstances outside the contractor’s reasonable control? The Contractor will not be held liable for ANY delays outside of their control (weather, government delay, etc.). Also, NO delays will be caused by government furnished material (GFM) because this project contains none.
9. 3.10.1-24. What if the reason for delay occurs in the final month of the contract? The Contractor will not be held liable for ANY delays outside of their control (weather, government delay, etc.)
10. Does the FAA own or lease the property (real estate) for which the work is to be conducted?
YES.
