Site Survey Report

11/15/2017 Replace LOC Shelter, CRG LOC RWY 32, Jacksonville FL Unstaffed Infrastructure Sustainment Project, (UIS)

JCN: 1305110 JON: 1217SO0258

Background:

On 11/15/2017 FAA Engineering Services visited Jacksonville Executive Airport at Craig Field RW 32 Localizer Facility in order to perform a site survey for a shelter replacement design. Richard Polk from the Atlanta Engineering Center was accompanied by James Dano WET16-JAX from Jacksonville SSC NAV/COMM during inspection. Weather was cold, windy &, overcast.

Report:

CRG LOC shelter is a typical FAA white fiberglass equipment building. Exterior dimensions are 8’ x 14’ x 8-1/2’h. Fiberglass shelter has plywood floors, vinyl floor tile and, galvanized steel & wood frame. Interior has a high luster fiberglass finish. Building sits on six 18” round concrete piers and, has one door with concrete landing. Shelter bears a Plastidome by Andrew Corporation brand label. See photographs attached below.

There is Mark 1F Localizer & RMS equipment inside shelter. Equipment outside shelter includes a RMS antenna & Flight Check antenna mounted on the shelter roof, 25KVA step down transformer, REIL disconnect, PAPI disconnect, REIL System Control Cabinet and, a Localizer antenna array. No exterior disconnect for the Localizer shelter could be found.

Shelter exterior is in poor condition. Shelter exterior bottom edge is disintegrating. Shelter interior is in fair condition. Shelter floor appears to have been repaired at some point in the recent past. Stains on interior walls indicate moisture intrusion. There are no lightning air terminals on shelter. There is no main ground plate for electronic equipment on interior shelter wall.

Shelter transformer power supply does not meet current FAA standards. Shelter is served by a 25KVA pole mounted transformer inside a large metal enclosure. There are two disconnects mounted on enclosure that serve RW14 PAPI and RW14 REIL. However, no disconnect for the Localizer equipment was found. Power to LOC shelter could possibly be coming from the PAPI switch. Otherwise, power must come directly from secondary side of transformer to main distribution panel inside shelter.

There are only two drawings in the CRG LOC file in ProjectWise. ILS Runway 31 LOC License Area and Plot Layout. Drawings show as built dates of 10/08/1987. FSEP records indicate a commissioning date of 04/01/1989. According to these records the shelter is close to 30 years old.

Local Issues:

SSC personnel asked if there were any NAP entries in CWP to upgrade this facility to Mark 20 ILS.

Electrical layout described on 1987 drawings doesn’t match what is installed on site.

Field Notes & Measurements:

1. Typical 8’ x 14’ FAA fiberglass shelter bolted to (6) 18” diameter round concrete footers.
