c. Provides 24/7/365 supply chain management and logistics support services for the NAS for over 62,000 national stock numbers (NSNs).
d. Works in conjunction with FAA’s Air Traffic Organization in providing support to the NAS through each phase of the product lifecycle for all the elements of integrated logistics support planning.
e. Provides core logistics capabilities to the FAA (such as rapid response to contingencies, quick reaction to technical surprises, last source for systems no longer supported by contractors, etc.).
f. Provides on-site maintenance and installation teams and project management field support.
g. Manages NAS parts and operates the FAA’s centralized logistics ordering system.
h. Provides traffic management and transportation services in support of FAALC program and MMAC requirements.

a. Provides acquisition planning for new navaids/landing/weather/lighting systems and acquisition services for existing navaids/landing/weather systems.
b. Provides engineering services and customer assistance on navaids/landing/weather/lighting systems.
c. Provides inventory management services that include packaging, handling, shipping and transportation oversight requirements, maintain proper stock levels, process requisition, contract management, and customer assistance.
d. Provides provisioning services for navaids/landing/weather/lighting systems acquisition and support including spares planning, end-of-life planning, and obsolescence solutions.
e. Provides complete depot-level support to include fabrication, diagnostic testing, and repair for electrical, mechanical, and electronic navaids/landing/weather/lighting system components.
f. Provides special project support for navaids/landing/weather/lighting systems through cannibalization and emergency support to all customers.
g. Provides high-quality, fully compliant, standardized shelter product. Includes procurement, installation and testing of equipment and delivery to NAS facilities.
h. Provides continued navigation services with mobile VOR and DME equipped trailers for use in emergency site restoration or to provide temporary service as requested by the NAS.
i. Ensures all products and services are delivered in accordance with the FAALC quality system.
1.3 Acquisition Background
This acquisition is needed to support runway approach lighting systems. PAR-56 flashtubes will be purchased. These flashtubes are normally installed in the approach areas to runways extending from the landing threshold outward. These flashtubes help ensure the safe landing of aircraft especially at night and under poor weather conditions. This statement of work (SOW) describes Contractor requirements for the acquisition of these Lamps, PAR-56 Flashtube. SOW acronyms are defined in Appendix A.
The PAR-56 flashtube lamp NSN 6240-01-006-1260 used for runway approach lighting systems including:
- Runway End Identifier Lighting System (REILS): Type FA-10264, Type FA- 9628, Type FA-10096, Type FA-10229, Type FA-9437.
- Medium Intensity Approach Lighting system with Runway Alignment Indicator Light (MALSR): Type FA-10290, Type FA-10097, FA-10267, Type FA- 8981, and Type FA-11500.
- Sequenced Flashing Light System: ALSF-2/SSALR: Type FA-9985, Type FA- 10048, Type FA-10700.
2.0. Scope of Work
2.1 Overview
Contractor must provide all required labor, plant facilities, tools, equipment, test equipment, test results, fixtures, parts, supplies, materials, appropriate technical data/expertise, transportation, preservation, packaging, packing and marking; and all other items required to complete SOW tasks and provide SOW deliverables.
2.2 Objectives
Objectives of this acquisition are:
a. Obtain runway Lamps, PAR-56 Flashtube to help keep air traffic operating safely, especially at night and under poor weather conditions
b. Enable FAALC to fulfill its logistics supply support mission
c. Enable FAALC to support FAA Headquarters programs and goals
3.0 Applicable Documents
Contractor must comply with the following specification:
Specification FAA-P-2965 – Dated May 25, 2004 with the change in 6.2: delete the entire paragraph and replace: None
Contractor must advise FAA in the event of discovering a conflict between this SOW, other contract documents and Specification FAA-P-2965. The Contracting Officer (CO) or Contracting Officer’s Representative (COR) will work with the Contractor to resolve the discrepancy.
4.0 Description of Tasks

o Exception: Recommend that the contractor performs the 4.5.6 Icing Test last. Since the coating is required to be cut and not peel, performing this test last will prevent the possibility of other tests appearing to cause test failure.
c. Documented Test and Inspection results on test data forms of first article testing and IAW FAA-P-2965, Paragraph 4.2. FAA will waive the requirement for providing test results for the solar radiation test in FAA-P-2965 section 4.5.14.
However, the Contractor must provide a signed Certificate of Conformance that states their Lamps, PAR-56 Flashtube meet the environmental requirements of that test and FAA-P-2965 section 3.5.8.
o See Appendix C: First Article Test Procedure Plan and Test Result Form
FAA will:
i. Review the written test procedures, documented test results, and Test and Inspection Data provided by the testing activity to ensure compliance with FAA- P-2965
ii. To the extent considered necessary by FAA, visually inspect the five (5) first five
(5) articles
iii. Determine the extent to which the Lamps, PAR-56 Flashtube meet SOW requirements and are technically acceptable
FAA will not return the five first articles.
Other requirements and information:
i. All tests described above shall be performed by the contractor, at the contractor’s facility, or at a FAA approved independent testing laboratory. An independent testing laboratory that has performed testing for FAA is Intertek at http://www.intertek.com. A FAA representative may witness tests. Tests shall be conducted on the first articles and production units in accordance with FAA-P- 2965 (with exception noted above in Section 4.2.1.b).
