Attachment 1
Questions and Answers
Question 59: We noticed that in Attachment 1 Section B, 2 labor categories show 1840 hours. Can the government confirm if 1840 hours is correct or should read 1880.
Answer 59: The hours identified in Attachment 1, Section B are correct as currently stated.
Question 60: Can you please clarify if the Transition Plan is included in the 100 page limit or is it a part of the Quality Control Plan and outside of the 100-page limit?
Answer 60: Yes, the Transition Plan does count towards the 100 page limit and the Transition Plan is a separate document from the Quality Control Plan.
Question 61: Are PPQs due on the same day and time as the proposal, currently Nov/16/2018 at 17:00ET?
Answer 61: The due date currently listed on Attachment 4, Past Performance Questionnaire of November 4, 2018 is incorrect. Completed questionnaires shall be submitted by the closing date of the SIR, November 16, 2018.
Question 62: Can clients who complete the PPQs send their completed PPQs directly to you via email or must they be submitted with our proposal? Most of our clients tend to prefer sending a direct email containing the PPQ form (as an attachment) to the CO.
Answer 62: As stated on Page 1 of the PPQ, persons that complete the PPQ are to submit the completed PPQ directly to the contracting officer. If there are situations where Offerors submit the completed PPQ directly to the contracting officer, this PPQ will not count towards Sub-Factor 4.1, Customer Satisfaction requirement and the offeror will be required to re-accomplish the PPQ correctly.
Question 63: Can the government please clarify the requirement for letters of commitment for SCA labor categories? SCA personnel have a first-right-of-refusal when the contract turns over to a new vendor. That first right of refusal would appear to render any letter of commitment worthless where an incumbent wishes to remain on the contract.
Question 63: Resumes and Letters of Commitment are only required for the following key personnel: On-Site Supervisor, Scanning Lead, and Administrative Assistant.
Question 64: Amendment 0002 question #49 indicates that certified cost and pricing data is not required. However, the clauses requiring certified cost and pricing data are still in the solicitation after amendment 0003. Could the government please clarify if clause 3.2.2.3-38 or 3.2.2.3-39 are required?
Answer 64: Provision FOURTH of Amendment 0002 deleted AMS Clause 3.10.2-1 Subcontracts AMS Clause 3.2.2.3-38 Requirements for Certified Cost or Pricing Data or Other Information (JUL 2010) from the SIR. AMS 3.2.2.3-39 remains in the SIR.
Question 65: Could the government please clarify what type of contract is contemplated to be awarded? Clauses indicating an indefinite quantity contract are included (e.g., 3.2.4-20) in the solicitation, however, clause 3.2.4-1 states a labor-hour contract?
Answer 65: As stated in AMS Clause 3.2.4-1, the FAA contemplates award of a Labor Hours contract resulting from this Screening Information Request. Since the FAA does not know at this time the exact number of labor hours that will be required, this will also be an indefinite quantity contract as stated in AMS Clause 3.2.4-20.
