Attachment 2
Questions and Answers
Question 53: Is it possible to receive a list of the incumbent staff and their years of experience?
Answer 53: Longevity information will be included in Amendment 0003.
Question 54: SIR 3.8.2-17 shows the requirement for 2 key personnel positions. Given the nature of the work, would the government consider increasing the requirement to include resumes for the Cardiologist, Aeromedical Examiner, Team Lead and Educational Technologist?
Answer 54: Amendment 0002 changed the key personnel identified in AMS 3.8.2-17 to On-Site Supervisor, Scanning Lead and Administrative Assistant. The FAA believes that as long as the successful offeror is meeting the requirements of the PWS for all positions, resumes and Letters of Commitment are not needed for positions other than the key personnel identified in AMS 3.8.2-17
Question 55: The Attachment 4: PPQ has me a bit confused.
1) There are 2 – Page “1”s and industry is asked to complete pages 1 and 2 of the PPQ. It appears industry will complete both Page 1s and Page 2 before sending to our contract POC. Is that correct?
2) For responding to Sub-factor 4.1, do we include all 5 pages of PPQ (given Pages 3-4 will be blank) for each contract we are citing? If yes, do PPQs count against the 100 page limit (e.g., For 4 contracts, this means that PPQs would occupy at least 20 of the 100 pages.)
Answer 55:
1): Yes, industry is required to complete both page 1’s as well as page 2.
2): Yes, respondents to the PPQ should return all pages of the PPQ. The page count of the PPQs will not count towards the 100 page limitation for the technical proposal volume.
Question 56: Amendment 2 states that the Key personnel were changed from the PM and Deputy PM to the positions below. It is a bit confusing. The site supervisor as stated earlier is the PM position. However, the way the Scanning Lead and Administrative Assistant are listed on separate lines. Are these two positions or is the Scanning Lead the 6.4 Scanning Lead (DOL Labor Category: Administrative Assistant) position listed in the PWS.
Answer 56: Amendment 0002 changed the key personnel identified in AMS Clause 3.8.
2-17 to the following three positions: On-Site Supervisor, Scanning Lead and Administrative Assistant.
Question 57: Is past performance for sub-contractors allowed? The government's instructions are somewhat unclear. As it talked about JV but also asked prime to address subcontracting. We would like to use a firm as a subcontractor would there Past performance questionnaire be submitted as well as ours?
Answer 57: As stated in the answer to Questions 2 and 3 included in Amendment 0001, a Joint Venture Teaming Partner can submit a qualifying contract in response to Sub- Factor 1.1, Contract Experience. Offerors are advised that the experience of a sub-contractor cannot be used to meet the requirements of Sub-Factor 1.1, Contract Experience. The FAA will consider past performance for the individual companies that comprise a joint venture in response to contract experience and past performance. A prime contractor cannot use a subcontractor’s contract experience and past performance for meeting the contract experience and past performance requirements of this SIR.
Question 58: Is the entire DRAFT Quality Control Plan required?
Answer 58: Yes, the entire DRAFT Quality Control Plan is required to be submitted in response to Sub-Factor 3.1 – Quality Control Plan.
