Vendor Questions and FAA Responses for Gull Island Tech Refresh

SIR 6973GH-18-R-00241

Vendor Questions and FAA responses for Gull Island Tech refresh, SIR 6973GH-18-R-00241

Q1. SOW 3.1.2 states that the Contractor will “not perform any NRE or develop new hardware or software to be utilized in this technology upgrade” and that “no NRE or development funds will be provided under this SOW (SOW 5.1.5). However, items a-c below will all require significant investment to meet the requirements and HW / SW development. Can the government provide additional clarification and define the specific assumptions the offerors should use when preparing Section B pricing?

a. The Radar Processor Physical Requirements in Section 3.3.10 are more constraining than the actual Radar MDP Processor in operation. Reducing the height from 4U to 2U and the depth from 21” to less than 20” will require significant NRE by the Contractor to re-design the MDP Radar Processor. Recommend updating 3.3.10 Physical Requirements to that of the current MDP Radar Processor

b. There is a requirement under “Assessments” in 3.4.3 stating that the contractor shall reduce the DTM-011 footprint by consolidating all equipment into RVSS Environmental Equipment Enclosure during the system upgrade installation. This redesign would then require new drawings, analyses (structural, power, and thermal) as noted in Sections 3.1.5 and 3.1.6, which will necessitate NRE to conduct this effort.

c. SOW Section 3.7 Security references DHS Sensitive Systems Policy Directive 4300A. If DHS Cybersecurity standards are more stringent than current MDP system requirements, there will be significant labor associated with ATO accreditation under a new standard.

A1. 1a. SE recommends payment for NRE for change of these physical specs. This is wrapped into the effort to consolidate the radar system components into (1) rack shelter cabinet. Currently it is distributed among two (2).

SE R&A: Please extract and submit drawings from the DTM-16 drawing package such that industry has context and can understand the scope of work to consolidate the equipment into one (1) rack shelter cabinet. This needs submitted to FAA to include as a link in the RFP revision.

1b. SE recommends payment for NRE for engineering to reduce footprint. Contractor should provide drawings for ISEA to update product baseline. Same as item 1a.

1c. SE recommends that the contractor must provide the processor to be integrated per most current DHS Cybersecurity standards. This may require some configuration of the processor which could require NRE.

Q2. Site Survey is required for technology refresh of the Radar components, which will be conducted post award. Can the government provide additional clarification and define the specific assumptions the offerors should use when preparing Section B pricing? Should the Offeror assume all components of the MDP Radar System will need to be replaced when preparing the Base Year Technology refresh list and Section B pricing?

A2. SE recommends allowing for a site survey. PMOD confirms second part of question - MDP Radar System shall be replaced as required.

Q3. SOW Section 4.0 Schedule/Milestones is not up-to-date. Can the government provide updated schedule dates based on latest Request for Offer timeline?

A3. Revised SOW is added as an attachment, in specific, section 4.1.4 has been updated to 11/13/18 and section 4.1.5 has been updated to 12/14/18.

Q4. Section F Delivery for CLIN 00001 Base Year Equipment is NLT 10-30-2018. This date is reliant on conducting a Site Survey, which will occur after award. What is the government’s expected date of equipment delivery?

A4. Similar to response in Q3, revised SOW is added as an attachment, in specific, section 4.1.4 has been updated to 11/13/18 and section 4.1.5 has been updated to 12/14/18.

Q5. Can the government provide the reference document “DTM-11 VRCH 0901 Remote Radar System Installation” noted under Section 2.0 of the SOW?

A5. The SOW has been revised and document DTM-11 VRCH 0901 is added as an attachment.

Q6. What is the duration for the 24/7 on-call technical support (SOW Section 3.10.5)? Should the Offeror assume three years?

A6. This is correct and is currently embedded in the writing of the SOW as contract Period of Performance (POP).

Q7. Is an extension possible? Typically, for a solicitation of this magnitude at least 30 days is given. 13 days over a holiday weekend doesn’t seem reasonable with what is being requested. Thank you in advance for your consideration.

A7. Several extensions have been added through Amendments.

Q8. The Government Documents DTM-11 VRCH 0901 and MIL HKBK 61A* cannot be found at the link provided in the SOW. Can you please provide these documents or correct the link and submit a revised SOW?

A8. The SOW has been revised and the link is fixed for MIL HDBK 61A*. Also, DTM-11 VRCH 0901 is added to the document as an attachment.

Q9. As far as I can see SOW states the following:

Probability of Detection 75% (T) 95% (O) – Please define the range and target size requirement Availability 90% (T) 95%(O) - OK

SToIs from Jetski up to Container ships – Please define the range requirement for each size of target Sea State 3 (T) 4 (O) OK

Can you confirm the following:

a. What is the weight limit/load limit of the existing pole the new radar will be mounted on?

A9. Target Size: 80" x 24" x 24" per size of STOIs as defined in MDP P-FRD. Range: To the International Border, already defined in the SOW in section 3.3.3.3.

Q10. The page marked Page 47 of the SIR/Provision 3.2.4 makes reference to a document identified as DCN: USBP08- MDP-000-000049. Can you please provide this document, or indicate where it can be found?

A10. The SOW has been revised and the link is fixed for MIL HDBK 61A*. Also, DTM-11 VRCH 0901 is added to the

Q11. The link on Page A-2 of the SOW does not work for me. Are you able to: (1) fix the link or (2) send me an updated link or the referenced document(s) itself?

A11. The SOW has been revised and the link is fixed for MIL HDBK 61A*. Also, DTM-11 VRCH 0901 is added to the

Q12. Page A-2 of the SOW also lists a government document entitled: DTM-11 VRCH 0901 Remote Radar System Installation. Can you please provide this document to me?

A12. The SOW has been revised and the link is fixed for MIL HDBK 61A*. Also, DTM-11 VRCH 0901 is added to the
