SECTION 1 – GENERAL
1.1 GENERAL INFORMATION
The Federal Aviation Administration Logistics Center (FAALC), located at Mike Monroney Aeronautical Center (MMAC), provides logistics support to the Federal Aviation Administration (FAA) National Airspace System (NAS) and other government agencies. FAALC supports a broad range of systems, consisting of thousands of individual pieces of equipment in the Facilities, Surveillance, Navigational Aids, Automation and Communications, Weather Systems and other agencies. In support of NAS systems and other equipment, FAALC also provides configuration management, hardware and software documentation, modification(s), field support, systems and acquisition support.
This Performance Work Statement (PWS) outlines the requirements and conditions of contract support to be provided to FAALC offices located at MMAC. Typically the text of this document will note that contract support effort will be provided to FAALC.
1.2 SCOPE OF WORK
This statement of requirements and conditions sets forth the requirements for Logistics and Professional Support Services. The services shall be provided to the Groups/Product Divisions within the FAALC. The FAALC Groups/Product Divisions provide technical support and supply support to the FAA National Airspace System (NAS) field facilities and other government agencies. The work to be performed is primarily in support of aircraft guidance systems, surveillance equipment, automation and communications systems and technical data.
To accomplish the work effort specified in this PWS the contractor shall provide a wide variety of engineering support personnel. The contractor shall perform the services identified in this PWS with minimal assistance from FAA personnel.

1.4 PERFORMANCE WORK STATEMENT (PWS) REQUIREMENTS
1.4.1 Voucher Requirements
The Government shall not be obligated to reimburse the Contractor for any cost incurred before the approval to begin work on a task, subtask or project that is given by the COR or Contracting Officer (CO).
1.4.2 Interference with Contractor Performance
In the event anyone other than the CO/COR instructs the Contractor to perform or cease work, the Contractor shall immediately report the unauthorized instruction, including the name of the person directing the work performance or stoppage, to the CO/COR.

1.4.3 Work Efforts
Work efforts shall involve an extensive interchange of information and ideas between the Contractor and the FAA. After project assignment, the Contractor assumes all responsibility for supervision and accomplishment of the contractor assigned projects.
1.4.4 Personnel and Supervision
The contractor shall designate sufficient supervisory personnel to meet task outcomes.
Contract Technical Manager/supervisor will provide day-to-day supervision of contract personnel including, but not limited to, work monitoring, payroll records, leave, etc. At no time will contractor personnel be supervised by FAA personnel. Government assistance will be available to provide technical and policy guidance through the assigned COR.
1.4.5 Standards of Conduct for Contract Personnel
All personnel working on this contract must adhere to the FAA Accountability Board standards and procedures relating to employee harassment and/or allegations of such behavior. These standards are defined by the FAA Accountability Board and can be found at:

1.4.6 Contractor Identification
All contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to all parties are required to identify themselves as such. Contract personnel shall be issued a Contractor identification card identifying them as a Contractor employee. The identification card shall be worn while performing services under this contract and at any time the individual is on Government property.
1.4.7 Time Scheduling and Travel
1.4.7.1 Schedule
Contract employees will have a fixed 8 hour day ranging from 6:00 am to 6:00 pm. The shift will be specified by the requiring organization. Contract employees may be required to work outside of the normal duty hours. When overtime/compensatory work is required, it must be approved in advance by the requiring organization and Contracting Officer Representative (COR). Exceptions to the 8 hour fixed schedule will be coordinated with the Technical Manager, COR and the requiring origination.
Normal FAALC operation hours are 6:00 a.m. to 6:00 p.m., Monday through Friday, excluding federal holidays. The technical manager shall ensure that sufficient Contractor employees are present to accomplish the work in accordance with the PWS and other terms and conditions of the contract during the hours 6:00 a.m. – 4:30 p.m., which is considered prime operating hours. Extended hours of work may be required during the week or on weekends to meet priorities. 6 | P a g e after normal duty hours or on weekends to accomplish assigned tasks. The Contractor’s work schedule shall be changed only upon prior written approval of the CO/COR.
The Contractor shall provide on-call emergency support twenty-four hours per day, seven days per week in response to high priority field requirements or any other emergency situation. The Contractor shall provide a letter of designation to the CO/COR with names and phone numbers of the primary and alternate emergency points of contact. The Contractor shall respond to any inquiry or problem within two hours of initial contact. The points of contact list will be updated by the Contractor as required.
1.4.7.2 Telework
Telework is not authorized for this contract.
1.4.7.3 Overtime/Compensatory Time
The Government reserves the right to request or approve overtime (OT)/compensatory time (comp time) on a case by case basis. Requirements for OT or comp time must include the period of OT/comp time anticipated, contractor employees required, objectives to be accomplished and estimated hours. Upon approval from the COR, the COR will coordinate the requirement with the Technical Manager and the requiring organization. The Contractor must ensure COR authorization is issued prior to incurring OT/comp hours and related costs for the support services.
1.4.7.4 Travel
Extensive contract employee travel may be required. A proposal showing a complete breakdown of all travel charges shall be provided and must be approved in advance by the requiring organization and COR.
1.4.7.5 Observance of Holidays and Facility Closures
Generally, the contractor will not be required to work nor will payment be made by the Government on holidays and administrative leave designated days that work was not required.
1.4.7.5.1 Observance of Holidays
The following is a list of Federal holidays and administrative leave:
a. New Year's Day, January 1
b. Martin Luther King's birthday, the third Monday in January
c. President's day, the third Monday in February
d. Memorial Day, the last Monday in May
e. Independence Day, July 4
f. Labor Day, the first Monday in September
g. Columbus Day, the second Monday in October
h. Veteran's Day, November 11
i. Thanksgiving Day, the fourth Thursday in November

j. Christmas Day, December 25
k. Any other day designated by Federal statue, executive order, or residential proclamation.
l. Local determination relating to adverse weather conditions, national emergencies, energy conservation, MMAC/Organizational determinations, etc., may require the Center to close. During such periods of closure, contractor employees will not be allowed to work nor will the contractor be compensated.
When any such day falls on Saturday, the preceding Friday is observed and when any such day falls on Sunday, the following Monday is observed. The Contract will not generally be permitted to work on Federal holidays or other days when the FAA work site is closed.
International travel is not expected for this contract, but should a task require performance in a foreign country, local holidays may or may not be observed as well as U.S. holidays. These days vary upon locations and are set by the local United States Embassy.
1.4.7.5.2 Facility Closures
The contractor will not work at the FAA MMAC facility when the FAA MMAC is closed.
In the event of inclement weather or other unanticipated closures the Contractor is direct to consider the following was to find the FAA MMAC Status.

1.4.8 Government Access to Contractor Facility
For contract monitoring, Government personnel shall be allowed unannounced access to the Contractor's facilities during normal working hours.
1.4.9 Contractor Access to Government Agencies
When working on FAALC assigned projects, contract personnel shall obtain permission from FAALC before visiting other Government agencies or facilities.
1.4.10 Contractor Access and Operation of FAA Facility Equipment
The FAALC shall coordinate Contractor access to FAA facilities. Designated FAA site personnel have the authority to grant access, and operate the site equipment. The Contractor proposed requirements shall be provided at the time the request for the service is made. Use of FAA equipment may be outside normal duty hours.
The Contractor shall not permit entrance to locked areas by any person other than Contractor personnel engaged in the performance of work in those areas, or personnel assigned to the https://my.faa.gov/org/centers/mmac/employee_services/center_status.html
8 | P a g e activity where the Contractor is performing work, without written authorization of the COR. The CO, COR, Office of Facility Management (AMP-1) and Office of Security and Investigations (AHS) personnel, shall have access through any Contractor controlled point providing entry to any Government owned property or facility.
1.4.11 Restricted Areas
The Contractor shall comply with procedures and instructions for restricted areas and obtain proper security clearances when required. This includes signing into and out of the MMAC after hours at the security office at the Security Command Center building west gate, for access to any FAALC building(s). Names of personnel requiring frequent access to restricted areas shall be provided to the CO.
1.4.12 Training
Section 3.3 (POSITION REQUIREMENTS AND QUALIFICATIONS) of this PWS specifies the level of education, training, and experience necessary to perform the work assigned to the contractor under this PWS. These requirements are established as guidelines to be used in the selection of employees. The contractor shall provide employees that meet these requirements at the time of employment. The contractor shall track and maintain records of each employee’s training and education.
Contract employees will be required to attend the requisite in service training necessary to deliver the services identified in SECTION 2 -AREAS OF EFFORT, of this PWS. Employees must become proficient on baseline and upgrades to NAS systems and equipment, support documentation, and work processes. Proficiency training will be required for non-technical as well as the technical support positions defined in this PWS. The associated training is provided and/or coordinated by the MMAC FAA Academy. The contractor shall track and maintain records of each employee’s training and education.
All requests for contractor proficiency training will be in writing. Processing of requests for this training will be accomplished by following the FAALC Administrative Operating Procedures pertaining to contractor training.
When approved by the FAA, contract employees may or shall (depending on the type of training) attend Agency sponsored training considered beneficial to the Agency. Typically this would include sexual harassment, violence in the workplace, race relations, security, safety, environmental, etc.
1.4.13 Status of Activity
The Contractor shall provide the necessary resources, personnel, materials, and services to meet the requirements of this PWS. Each project assignment will define the scope, level of support, and deliverables required.
The Contractor shall provide the logistics and professional support deemed appropriate by FAALC to accomplish its logistics support mission. Work considered inherently governmental
9 | P a g e will not be assigned to the Contractor. Work shall include but not be limited to the following areas:

FAALC logistics mission support encompasses the following types of equipment:

j. Automated Test Equipment
k. Surveillance systems
Contractor personnel will have access to similar documentation and information as the Government personnel in the FAALC, except for proprietary information. Work performed under this contract may involve access to information including specifications, engineering requirements, cost estimates and other sensitive data in advance of procurement actions. The Contractor shall not release or communicate any such information or data, whether verbal or written, to any unauthorized persons. The Contractor shall sign any disclosure/procurement integrity statements, as may be required by the Government.

1.4.14 Project Activity
The various task projects shall include but not be limited to the following:
a. Provide complete drafting services in support of the FAALC including operations and maintenance of the drafting file system, reproduction of drawings, and preparation of engineering drawings, electronic artwork and electronic media.
b. Provide complete FAALC Technical Library maintenance services.
c. Provide Environmental, Safety and Occupational Health Specialist services to include but not limited to the training, monitoring, and providing technical guidance for all aspects of the planning, initiation, execution, monitoring and controlling of a project, and the closeout of assigned projects.
d. Provide quality improvement services, using Lean Six Sigma methodology and techniques to the FAALC, including facilitating, planning, coordinating, reviewing, evaluating and reporting all activities for the purpose of completing organizational continual improvement projects.
e. Provide logistics expertise to the FAALC including analysis and recommendations for planning, scheduling, monitoring, estimating and coordinating of assigned logistics tasks associated with FAALC service provider responsibilities in the logistics element areas of supply support, support equipment, maintenance support facilities and Packaging, Handling, Storage and Transportation.
f. Provide management and program analysis services to the FAALC including planning, scheduling, conducting, and reporting analyses of management, administrative and logistics programs and procedures to determine resource requirements and utilization, work flow processes, and the efficiency, effectiveness, and productivity of functional operations.
g. Provide project management services to assist in all aspects of the planning, initiation, execution, monitoring and controlling of the project, and the closeout of assigned projects. 1.4.17 The Contractor shall maintain individual project files consisting of background information, design notes, and other material for assigned projects. Project numbers shall be assigned by the FAALC.
1.4.15 Tasks, Subtasks, and Projects
A "Task" description will be general in description and broad in scope. A separate contract delivery order will be initiated for each task effort. A typical task description will cover the support for one or more systems i.e. En Route, VORTAC, and ILS. Within the task description, a subtask(s) may be initiated for each major system support effort. As an example, a task will be written for Surveillance Support. Subtasks to support this task may include Enroute Radar Support, Terminal Radar Support, Beacon Radar Support, etc. As a minimum the Task Description will include: Background, Scope, Deliverables, and Milestones. Each Task Description will be signed by the Division (Group)/Assistant Manager/Manager and COR.
Some Task efforts may be very extensive and require the work be broken into Subtasks.
Typically the Subtask format will include: Background, Scope, Milestones, Deliverables, government furnished property (GFP)/GFE, Special Terms and Conditions, Quality Control Quality Assurance, Inspection and Acceptance, and Technical Documents. Each Subtask will be signed by the Team Manager and COR.

All requests to establish new projects with the contractor shall be submitted by or through the FAALC Team, Division, and/or Group Manager to the COR by email or memo. The COR will ensure the work is within the scope of this PWS, and forward the approved work request to the contract management. The contract management will assign projects to their employees and notify the requiring office to which employee the work is assigned. All deliverables completed by the contract employees will be submitted to their contract management for review and acceptance. The contract management will forward approved deliverables to the requiring organization.
Each project or project phase shall be planned for completion by the Contractor under the following procedures:
a. The Contractor shall advise when he/she is ready to start projects or project phases.
b. An orientation meeting will be scheduled as required.
c. The Contractor shall be provided the project background information.
d. Documentation will be identified, and provided for access by the FAALC if available.
e. The Contractor shall be advised of required scheduling, reporting, and deliverables.
1.4.16 Subcontracting
The Contractor shall not enter into subcontract agreements without approval of the Contracting Officer. All subcontracts shall include the identity of the subcontractor, the extent of the work, the reason for subcontracting, and the extent of competition in selection of the subcontractor.
1.4.17 Documentation Requirement
All documents submitted to the FAALC, related to project accomplishment, must be developed on electronic media. It shall be compatible with the requisite version Microsoft Word, Excel, Auto Cad, or other software, as required by the FAALC. If requested, the submittal shall be delivered to the FAA on electronic media or hard copy or both. This requirement may include management reports, progress reports, ad-hoc reports, technical drawings, vouchers and other accounting documents as determined by the FAALC.
The Contractor shall maintain individual project files consisting of background information, design notes, and other material for assigned projects.
All case files, program files, drawings, software, programs, design data, artwork, etc.
developed by the Contractor under this PWS become the property of the Government. These items shall be delivered with the final product.
1.4.18 Data Systems Security
Data security must be provided as prescribed by the standard operating procedures of the Office of Information Services for MMAC. These procedures are in accordance with standards prescribed by the Comptroller General for the FAA, the Department of Transportation, the Office of Management and Budget, the Department of Defense, and the Federal Information Processing Standards (FIPS) publications. The Contractor shall comply with FAA Order

1370.121, Information Systems Security Program, and shall be responsible for monitoring and controlling access to all automated system databases via terminal restrictions. The Contractor shall register all personnel authorized to use the computer using Computer Data Access forms as directed by the CO/COR. Only those Contractor personnel authorized shall operate FAA data systems. Any passwords assigned shall only be used by authorized Contractor personnel.
Upon termination of employment, the contractor shall delete terminated employees’ assigned passwords from the system.
1.4.19 Stolen, Missing, or Damaged Government Property
The Contractor shall report all missing or damaged Government property to the CO and the Office of Security and Investigations (AHS) using Form AC 1600-5. The report shall be made within one workday of determination that the item(s) is stolen, missing or damaged. The Contractor shall cooperate with AHS, or other Government investigation services conducting investigations or surveys relating to the disposition or status of Government property.
1.4.20 Security Inspections
The Contractor shall be subject to inspections, surveys, analysis, and reviews authorized by FAA directives which are conducted by the Office of Security and Investigations, AHS. The Contractor shall cooperate fully with AHS in the scheduling and conduct of such inspections, surveys, analysis, and reviews.
1.4.21 Compliance with Security Directives
The Contractor shall comply with all security directives for, but not limited to, information security, industrial security, communications security, and physical security. Examples of secure information include Privacy Act information, information for official use only, proprietary information, and classified information.
1.4.22 Inspection by Regulatory Agencies
The Contractor shall notify the COR/CO by phone immediately upon the arrival of any inspection visit by an agent or agents of any regulatory agency. All inspections should be performed with the COR or alternate present, regardless of type.
1.4.23 Safety Requirements and Reports
All work shall be conducted in a safe manner protecting the environment and in accordance with:

If the Contractor fails or refuses to comply with safety requirements, the CO may issue a stop work order for all or part of the work until satisfactory corrective action has been taken. Any time lost due to such an order shall not result in time extensions or claims against the Government for excess costs or damages. The Contractor shall be responsible for enforcement of all environmental and safety requirements. The Contractor shall include a clause in all subcontracts that requires compliance of the safety provisions of the primary contract by Subcontractor personnel. The Contractor shall immediately secure any accident scene and resultant wreckage until the scene is released by the accident investigative authority through the CO. If the Government elects to conduct an investigation of any accident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is complete. Safety and health standards consistent with requirements of the Occupational Safety and Health Act (OSHA) shall be observed. Compliance with the environmental regulations issued by the U.S. Environmental Protection Agency (EPA), the Oklahoma Department of Environmental Quality (ODEQ) or other authorized agency shall be observed.
The Department of Labor (DOL), EPA, ODEQ and any other authorized agency upon receiving right of entry from the Environmental and Health Staff, AMP-100, has statutory authority to inspect all places of employment occupied by the Contractor. AML’s Safety Coordinator will coordinate Safety inspections with the COR. Citations against the Contractor for noncompliance with OSHA standards, EPA, ODEQ or other regulations are a matter for resolution between the Contractor and DOL unless noncompliance is the result of Government-furnished property or facilities that were not in compliance when furnished to the Contractor. Resolution of any problems of this sort will be handled by the CO and the Contractor. Close liaison shall be established and maintained with Government safety and environmental representatives to ensure that working conditions provide an optimum degree of safety for both Contractor and Government personnel. The Government reserves the right to conduct and investigate the mishaps occurring as a result of Contractor's operation in which there is damage to Government-furnished items or injury or occupational illness involving Government personnel.
1.4.24 Environmental Considerations
1.4.24.1 Regulations/Laws
The Government shall comply with all laws, regulations and standards for environmental programs at federal, state and local levels. The Contractor shall also comply with all FAA Aeronautical Center standards, policies and procedures pertaining to environmental issues.
Particular attention shall be given to AC Order 1050.4, Mike Monroney Aeronautical Center Spill Prevention and Response Plan. All environmental protection matters shall be coordinated with the CO and the primary AMP-100 Environmental Coordinator.

1.4.24.2 Citations
The Contractor will be accountable for violations of environmental laws, regulations, and standards by Contractor personnel. The Contractor shall pay fines and charges for citations and violations of environmental standards when the practices of Contractor personnel are responsible for the penalties.
1.4.24.3 Handling/Managing Hazardous or Toxic Material
The Contractor shall adhere to all federal, state, local and MMAC safety codes and orders as specified. The Government shall provide necessary equipment to handle/manage hazardous waste/material to include pick up of incoming products at the receiving dock and transport. The Government is responsible for hazardous waste disposal and will pick up the hazardous waste material for movement to the onsite disposal point. The Contractor shall properly pack and hold the hazardous waste material in appropriate containers in an approved storage location within their functional area pending pickup after providing required disposal documents to
COR.
1.4.25 Accident Reporting
The Contractor shall comply with all EPA and OSHA requirements for record keeping and reporting of all incidents resulting in death, serious injury, occupational disease, or adverse environmental impact. The Contractor shall provide a verbal report to the CO/COR immediately after each such occurrence. A completed typed original accident report plus one copy shall be delivered to the CO/COR within 2 working days of occurrence

SECTION 2 - AREAS OF EFFORT
2.1 MANAGEMENT AND ADMINISTRATION
The Contractor shall assign a full time Business Manager to this contract. The Business Manager shall be responsible for the management and coordination of contract performance, and for providing technical guidance and supervision of all assigned Contractor personnel. The Business Manager shall serve as the Contractor's central point of contact with the FAA COR in all matters related to contract performance. Tasks may include but are not limited to:
a. Central Point of Contract for the CO/COR
b. Developing and maintaining program management plans including the Staffing
Plan, Quality Control Plan, Transition-In Plan, and Transition-Out Plan.
c. Managing the program for the Contractor.
d. Maintain the appropriate staffing level required by the Government.
e. Provide day-to-day supervision for Contractor’s employees.
f. Notify Government point of contract no later than 30 minutes after shift begins when Contractor employees are not going report.
g. Coordinate with COR on any Comp or OT requirements.
h. Resolve discipline problems with Contractor’s employees.
Should the Business Manager be temporarily absent, the Contractor shall designate an alternate in writing to the COR
2.2 DRAFTING SUPPORT
2.2.1 Engineering Drafting Services
The Contractor shall provide complete drafting services in support of the FAALC. This shall include operation and maintenance of the drafting file system, reproduction of drawings, and preparation of engineering drawings, electronic artwork and electronic media, including disks, in accordance with FAA-STD-002G. The Contractor Technical Manager shall advise the COR, when consumable supplies should be ordered for the equipment the Contractor manages.
Such supplies shall include items such as ink-toner, ink-cartridges, paper, and rolled paper for the Government furnished copiers, plotters, printers and scanners. The Contractor work shall be provided as described in the PWS. All routine work shall be completed in the times specified in the following paragraphs. Priority work shall be completed in the times as directed by the COR.
2.2.2. Maintain FAALC Engineering Drawings
The Contractor shall maintain approximately 650,000 FAA engineering drawings stored and filed on the FAALC Computer Aided Engineering Graphics (CAEG) servers, in such a manner to allow for rapid and efficient access. The Contractor shall assist authorized users with appropriate and authorized access the CAEG servers. Authorized users and access is authorized by the COR.

The Contractor shall keep all FAA Engineering drawings, located in the FAALC technical library and Warehouse secure, in accordance with the COR instructions.
The Contractor shall, by September 30 of each fiscal year, prepare a report to the COR indicating storage requirements for the next fiscal year.
2.2.3 Annual Inventory
The Contractor shall make inventories of all drawing files and provide the COR with an annual inventory report. The Contractor shall establish and maintain computer indices of all FAALC engineering drawings. This shall include all existing and any future drawings. The Contractor shall utilize and input data on drawings to an integrated drawing management computer database provided by the FAA. The database shall be available to FAALC personnel without having to go through the Contractor.
2.2.4 Retrieve and Re-file Drawings/Artwork
The Contractor shall retrieve and then re-file engineering drawings/artwork as requested by the authorized user, as defined by the COR. Work shall be done within 5 working days of request.
This shall include the removing and re-filing of a drawing/artwork for purposes of copying or giving the original to the requester. It shall include logging in/out if originals are given to the requester. It shall include filing drawings pulled by Contractor or Government personnel.
2.2.5 Reproduce Engineering Drawings on Hard Copies
The Contractor shall reproduce copies of all engineering drawings on hard copies as requested by the authorized user within 10 working days. Priority requests shall of course be done sooner particularly if the copy request is small in nature.
2.2.6 Prepare Engineering Drawings
The Contractor shall prepare to scale complete and detailed drawings, schematic diagrams, instruction drawings and detailed master patterns from written instructions, preliminary sketches, samples and prototypes within 20 working days of request. These drawings shall be accomplished utilizing Government furnished AutoCAD or MicroStation CAEG application software. Drawings may be accomplished on original hard copies depending on the requirements of the request. Drawings shall include but not be limited to the following types:
electronic, electrical, mechanical and structural fabrication drawings; schematics; installation, procurement and modification instruction drawings; charts, graphs and space layouts. All engineering drawings shall be in accordance with FAA-STD-002G, Engineering Drawing Preparation. Drawings shall vary in size and complexity. The sizes for engineering drawings that the Contractor shall prepare are typically:
Size A - 8 1/2 X11 inches Size B - 11 x 17 inches Size C - 17 x 22 inches Size D - 22 x 34 inches Size E - 34 x 44 inches

The range of complexity of engineering drawings that the Contractor shall prepare is illustrated by actual drawings in the FAALC technical library, which the Contractor may inspect. They range from very simple part fabrication drawings that would take less than one day to prepare, to extremely detailed schematics and assemblies in accordance with FAA-STD-002G.
2.2.7 Revise Engineering Drawings
The Government will submit marked up drawings for revision by the Contractor. The Government may issue a drawing modification list that will require drawings to be revised as per the modification. The Contractor shall retrieve the required drawings and prepare a reproducible drawing in accordance with FAA-STD-002G with the required revisions within 20 working days of request. The COR may establish other completion times based on the priority of the request. Revised drawings shall be accomplished utilizing Government furnished AutoCAD or MicroStation CAEG application software. Revised drawings may be accomplished on original hard copies depending on the requirements of the request.
2.2.8 Miscellaneous Drafting Services
The Contractor shall provide miscellaneous drafting services. Work may include but shall not be limited to the following:
a. Support of the FAA CAEG drawing systems or any electronic drawing system used by the FAA. This could include the loading, storage, copying, transfer and indexing of all FAA engineering drawings including those available only on hard copy.
b. Support to Contractor technical library services such as the reconstruction of the library's technical instruction manuals when copies are requested.
c. Support to Contractor engineering services.
d. Follow-ups to ongoing or completed work.
e. Tours of the drafting area.
f. Prepare or revise part fabrication drawings for use either on the FAALC shops automatic fabrication machinery or for fabrication by hand. Assist the FAALC shops in their drafting efforts.
g. Review drawing packages and indexes for completeness in accordance with FAA-STD- 002G.
h. Automatic test equipment work including preparation of schematics using Government supplied or designated software-drawing programs such as Schema.
2.3 MAINTAIN FAALC TECHNICAL LIBRARY
The Contractor shall arrange items in the FAALC technical library and storage areas to assure easy retrieval by users. The contractor shall remove all obsolete documents identified by users and after approval of the COR. The Contractor Technical Manager shall advise the COR when more supplies should be ordered for the equipment the Contractor manages. The contractor shall, by September 30th of each fiscal year, prepare a report to the COR indicating storage space requirements for the next fiscal year.

2.3.1 Maintain Computer Data Bases
The Contractor shall maintain a computer database on all technical instruction manuals. This database shall contain the following information: FA type number, equipment name, model, manufacturer and remarks. All identifying numbers, such as Technical Instruction (TI) numbers on books, shall be placed in the remarks section. The Government will provide the software and hardware for this database.
The Contractor shall also maintain computer databases on other items to satisfy the requirements of the PWS. This includes items such as the Electronic Equipment Modification (EEM), Plant Equipment Modification (PEM), System Support Modification (SSM), System Documentation Release (SDR), System Technical Release (STR) modification data for the Engineering documentation, FAA/FAALC specification database and data required for status reports to the COR.
The Contractor shall retrieve information from the computer databases upon request of any authorized users. The information shall be provided to the requester on a hard copy computer printout within one working day. The Contractor shall give FAALC personnel direct access to the databases.
2.3.2 Maintain FAA Specifications
The Contractor shall maintain a collection of up-to-date FAA specifications and all FAALC specifications. The Contractor shall furnish copies upon request to authorized users within one working day, if the specification is located on line. The Contractor shall maintain, update and retrieve information from the computer database of FAA and FAALC specifications.
2.3.3 Maintain Electronic Equipment Modifications
Maintain Electronic Equipment Modifications, Plant Equipment Modifications, System Support Modification, System Documentation Release and System Technical Release.
The Contractor shall maintain Electronic Equipment Modifications (EEM), Plant Equipment Modifications (PEM), System Support Modification (SSM), System Documentation Release (SDR) and System Technical Release (STR) including changes to those documents. The Contractor shall make internal FAALC distribution of the EEM/PEM/SSM/SDR/STR, update technical instruction books and file the EEM/PEM/SSM/SDR/STR in the appropriate binder. All work under this section shall be completed within 5 working days. The Contractor shall distribute one copy of the EEM/PEM/SSM/SDR/STR to the appropriate FAALC Product Division.
The Contractor shall update the computerized modification index with the new EEM/PEM/SSM/SDR/STR. The Contractor shall also enter the technical modification data provided by engineering services in the Engineering database. The Contractor shall file appropriate pages of the EEM/PEM/SSM/SDR/STR in the corresponding technical manual as directed in the EEM/PEM/SSM/SDR/STR. The Contractor shall place one copy of each EEM/PEM/SSM/SDR/STR in the appropriate Airway Facility Procedure (AFP) binder located in the FAALC technical library.

2.3.4 Maintain National Stock Number Files
The Contractor shall establish and maintain complete National Stock Number (NSN) files in NSN sequence for documentation applicable to a particular NSN. The Contractor shall transfer the existing NSN hard copy files to the electronic filing system using the document scanner.
2.3.5 Maintain FAA Equipment Modification Publications
The Contractor is responsible for updating and scanning hard copy files using the document scanner for publishing on-line. When requested, the Contractor is responsible for furnishing a hard copy of manual.
2.3.6 Maintain Miscellaneous Government & Commercial Documents
The Contractor shall establish and maintain files for all other Government and commercial documents not otherwise identified in the PWS, as directed by the COR. The Contractor shall obtain documents that it does not have in the library when a customer asks for such an unavailable document, as directed by the COR. The Contractor shall file documents within 5 working days of receipt.
2.3.7 Operate Copy Machine
The Contractor shall operate the technical library copy machine. The Contractor shall furnish reproduced copies of technical library documentation upon request from authorized users within one working day. Large items such as Technical Instruction manuals may require more than one day to copy.
2.3.8 Research Documentation for FAALC Technical Library Users
The Contractor shall research the documentation within the FAALC technical library for information upon request of authorized users. Requests received for modification, test procedures, substitutions, specifications, Freedom of Information Act requests or any information concerning any equipment, shall be researched by the Contractor to determine if information is in the FAALC technical library. Available information shall be furnished to authorized users within one working day of request.
2.3.9 Acquire Publications
The Contractor shall acquire books and other material from as directed by the COR.
Contractor documentation shall be completed within 5 working days of request.
The Contractor shall prepare a Publications Request, FAA Form 1720-11 to requisition material from the Printing and Distribution Division, AMK-223C.

2.3.10 Miscellaneous Technical Library Services
The Contractor shall provide miscellaneous technical library services. Tasks may include but shall not be limited to items such as the following:
a. Operating technical library facsimile machine and distribute incoming facsimiles.
b. Assisting Contractor engineering services and Contractor drafting services.
2.4 LEAN SIX SIGMA QUALITY IMPROVEMENT SPECIALIST
The contractor shall provide Quality Improvement services, using Lean Six Sigma methodology and techniques, to the FAALC. These services shall include facilitating, planning, coordinating, reviewing, evaluating and reporting all activities for the purpose of completing organizational continual improvement projects, identifying and removing the causes of defects and errors in the FAA Logistic Centers processes using Lean Six Sigma techniques to remove any waste in these processes. Tasks may include but shall not be limited to items such as the following:
a. Work with champions and senior leaders to identify, select and scope Quality improvement projects.
b. Conduct Quality improvement projects using Lean Six Sigma methods and techniques to improve current and future processes.
c. Facilitate teams, consisting of process owners, to develop Value Stream Maps of current processes eliminating any non-value added steps within these processes.
d. Develop and/or revise metrics to measure improvement in the FAA Logistics Centers processes.
e. Report status of Quality improvement projects to Senior Leaders.
2.5 LOGISTICS SPECIALIST SUPPORT
As tasked, the Contractor shall provide logistics specialist support to the FAALC. This support shall include the planning, scheduling, monitoring, estimating and coordinating of assigned tasks. Tasks may include but shall not be limited to items such as the following:
a. Evaluate initial provisioning and supply support criteria and data and analyze the effectiveness and efficiency of the criteria and data.
b. Determine appropriate stock and repair levels using analytical tools such as Repair Level Analysis and Spares Quantification.
c. Review programs for adequacy and efficiency of supply support provided to FAALC customers. Evaluate forecasting methods and make recommendations for adjustment to meet supply support needs.
d. Analyze information and statistics relative to specific items and select NAS, CBP, DoD and other agencies systems and propose resolutions which conform to stated goals and objectives.
e. Provide assistance to inventory managers by gathering historical information on demand rates, failure rates, or other support requirements as needed for maintaining appropriate inventories.

f. Evaluate plans for supporting new systems and for providing continuing support for obsolete and/or non-procurable systems and equipment.
g. Support material work flow requirements in meeting maintenance, repair and overhaul objectives for the supply chain.
h. Analyze programs, costs, current and forecast budgets, operational reports and schedules, production and procurement lead times and report results and conclusions.
i. Support inventory managers and equipment specialists in evaluating non-catalog support NAS systems.
j. Perform complex logistics analyses/studies of proposed program plans for effectiveness in meeting goals, objectives and accomplishing program activities.
k. Analyze logistics data and documentation for select programs and provide recommendations for support or improvement.
2.6 MANAGEMENT AND PROGRAM ANALYST SUPPORT
The Contractor shall provide management and program analysis services to the FAALC.
These services shall include planning, scheduling, conducting, and reporting analyses of management, administrative, and logistics programs and procedures to determine resource requirements and utilization, work flow processes, and the efficiency, effectiveness, and productivity of functional operations. Tasks may include but shall not be limited to items such as the following:
The various tasks shall include but not be limited to the following:
a. Review new and revised regulations, publications, directives, and logistical plans to help ensure correct interpretation, impact identification, and compliance within the FAALC. Coordinate all new and revised operating procedures with affected activities, and monitor their incorporation into applicable FAALC handbooks and orders.
b. Develop and/or revise orders, directives, procedures, correspondence, reports, presentations,…
