STATEMENT OF WORK (SOW)

FOR

RADAR PRODUCT DIVISION, AML-2000

Replacement of ASR-8 Encoders, NSN 100017299

1.0 BACKGROUND

The mission of AML2000 Radar Product Division is to provide logistics support for all Federal

Aviation Administration (FAA) Air Traffic Control Radar systems as well as Radar systems within other government agencies and internationally.

Radar Product Division, AML-2000, currently provides primary (PICA) logistics support for approximately 40 ASR-8 terminal radar sites operated by the FAA. Each of these ASR-8 Radars is equipped with two optical rotary encoders installed in the rotary joint to provide azimuth and synchronization control for the antenna of the Radar.

2.0 SCOPE OF WORK

This Statement of Work describes the requirements for acquisition of new encoders, NSN 5990-01-085-

2056.

3.0 REQUIREMENTS

The vendor shall provide the encoders in serviceable condition including:

All parts shall be new.

Each encoder shall be tested to meet specifications listed in Appendix A.

Test datasheet shall be shipped with each Encoder. Sample datasheet will be submitted to FAA, and datasheet will be subject to approval by the FAA.

The encoder produced will have the same form and fit as unit currently in use, NSN 5990-01-085-2056:

Part Number: VOE35-2048-2XI-LD5-2EC2-2795

Manufacturer: SENSOR SYSTEMS, L.L.C.

NSN 5990-01-085-2056

The encoder produced will meet the electrical/electronic specifications identified in Appendix A.

4.0 FIRST ARTICLE

A First Article Encoder shall be submitted to the FAA for inspection and testing prior to build/delivery of remaining production units. Bench Test Description: The encoder is tested on a bench text fixture that simulates the rotation of the encoder at 12.5 RPM in a counterclockwise rotation. The encoder is powered by a +15V power supply. Automated measurements are taken from the signals from the encoder while it is operation. Measurements are compared to the specifications listed in the appendix A

(see attachment).

5.0 WARRANTY

The Contractor warrants that all services performed under this contract will be performed in a professional manner, be free from defects in workmanship and conform to the requirements of this contract. The Contractor further warrants that any materials provided will be free from defects. This warranty is valid for 90 days after repair ship dale. The Contracting Officer will give written notice of any defect or non-conformance to the Contractor within a reasonable period after discovery.

Corrections shall be at no cost to FAA, and any services or materials corrected or re-performed by the

Contractor shall be subject to this clause to the same extent as work initially performed.

6.0 PACKAGING, HANDLING, STORAGE, AND TRANSPORTATION

All items unless otherwise specified shall be individually packaged to American Society for Testing and Materials (ASTM) D 3951 (packaging). Performance testing of packaging will be IAW ASTM D

4169 assurance level II distribution cycle 18.

All items shall be marked IAW Mil STD 129 "Marking for Shipment and Storage". Bar coding is required, 128 symbology is preferred; however, 3 of 9 will be accepted.

Common hardware items shall be packaged in multiple unit pack quantities compatible with the unit of issue (UI) or Quantity per unit pack (QUP). BULK QUANTITIES ARE NOT ACCEPTABLE.

7.0 DELIVERABLES

TASK DESCRIPTION DUE DATE

3.1 First Article NLT 65 days after contract award.

2.0 Encoder Production Units NLT 60 days after First Article approval

Provide new Encoder in serviceable condition. It shall be delivered to operating stock at the FAA

Logistics Center address:

697349 DOT FAA

MF OPERATING STOCK

6500 S MACARTHUR BLVD

OKLAHOMA CITY OK US 73169 690

One (1) copy of the datasheet must accompany each Encoder.

8.0 SUBSTITUTION OF PARTS

In the event piece parts and/or materials required to manufacture the items described at Section 8 are unobtainable due to obsolescence, non-availability, minimum buys, untenable deliveries, etc., the contractor is authorized to make substitution of like items of equal or tighter tolerance than the unobtainable item with Government approval. Qualified vendors can be used as sources for substitute items. The Contractor shall provide complete re-procurement data for any item substituted.

The decision to approve or disapprove any approval request for the substitution parts or materials is solely at the Government's discretion and shall not constitute grounds for a claim after contract award.

The Contractor shall notify the CO in writing of any obsolescence within three (3) weeks after the contractor become aware of the obsolescence.

9.0 PERIOD OF PERFORMANCE

This contract consists of one (1) base year and four (4) one-year contract option periods.
