1 Introduction and Overview

The purpose of the acquisition is to establish a follow on purchase for Contract (DTFAAC-17- P-05709) to Simigon Inc. for additional training, software and licenses through a firm fixed-price purchase for a task deliverable of training, unmanned aircraft system (UAS) simulator software programs and licenses for the Advanced UAS Research Simulator (AURS).

1.1 Background

The Advanced Unmanned aircraft system Research Simulator (AURS) is part of the Aerospace Medical Equipment Needs (AMEN) Phase II acquisition program, which was established to continue to provide urgent upgrades to the aging and obsolete research laboratory equipment of the two CAMI research divisions. The AMEN II program is a continuation of AMEN I. AMEN I, a non-NAS Technology Refreshment (TR) effort, Acquisition Category level 5 (ACAT-5), approved on 24 May 2010, was established to replace research laboratory equipment at CAMI. AMEN II, a non-NAS Information Technology (IT) acquisition effort was approved by the Acquisition Executive Board (AEB) as a TR ACAT-5, on 11 June 2013. It was later designated to be a Variable Quantity (VQ) ACAT-5 effort on 30 April 2014 and tailored to move directly to the Final Investment Decision (FID) of the Acquisition Management System (AMS) process, scheduled to occur on 16 September 2015. The AMEN II program requirements are presented in the AMEN II final Program Requirements Document (fPRD).

The Advanced Unmanned aircraft system Research Simulator (AURS) will support the Aerospace Human Factors Research Division (AAM-500), a division of the Civil Aerospace Medical Institute (CAMI), which focuses on improving human performance through enhanced equipment design, interface design, agency workforce optimization, investigations of work environment issues, and organizational effectiveness as performed by two branches: the Flight Deck Human Factors Research Laboratory (AAM-510) and the NAS Human Factors Safety Research Laboratory (AAM-520). In particular, the AURS will support research on a variety of Unmanned Aircraft Systems (UAS) research topics that are of interest to the Government.

The initial training, installation, and purchase of one SimBox Developer Toolkit, one SimBox Client Professional, two SimBox Predator Simulations, one SimBox Client Enterprise, training and installation for DTFAAC-17-P-05709 occurred between September 25 and October 6, 2017. The initial purchase was expected to support a complete research system.

However, during the installation, the team from SimiGon Inc. informed AAM-500 that additional training, software and licenses will be required. This Statement of Work contains the additional training, software and license requirements.

1.2 General Information:

The recent influx of UAS aircraft and related technology into the NAS requires new Human Factors research to be conducted in order to identify impacts on aviation safety and support both Government decision makers and the American public.

1.3 Scope of Work

The FAA CAMI (AAM-500) Human Factors Research Division has a requirement to update the technology of its UAS simulator infrastructure. The overall technical update includes hardware and software acquisition, component and software integration, with follow-on annual maintenance of the software components in support of the AURS simulator system. This Statement of Work includes the additional training and software and license requirements for 2 Developer Stations with RT STD, one Instructional System Design (ISD) Station with RT STD, and ISD training. Each Developer station includes one SIM-TOOL-DEV and one SIM-CLNT- STD. The ISD station includes one SIM-TOOL-ISD and one SIM-CLNT-STD.

1.3.1 Material:

Based on the requirements in section 1.3, the Contractor must provide:

1) Two SIM-TOOL-DEV

2) Three SIM-CLNT-STD

3) One SIM-TOOL-ISD

4) One SIM-TOOL-STD Training Course seat

1.4 Period of Performance

The Contractor must deliver the software components and complete training within 3 months of contract award.

1.5 Place of Performance

The Contractor, unless otherwise specified, must deliver the requirements for this Contract in the FAA CAMI (Building 13) located on the MMAC in Oklahoma City, OK. The Contractor must submit to the COR a list of team members by name not later than seven (7) business days prior to scheduled training for U.S. citizens or not later than twenty-one (21) days for foreign nationals prior to the scheduled training. The team members will be escorted by Government personnel and will report to the MMAC Security/command building with identification.

2.0 Program Management
