About this file
This is a Request for Qualifications (RFQ) issued by the Western Connecticut Council of Governments (WestCOG) for a Metro-North Railroad New Canaan Branch Noise Pollution Abatement Feasibility Study. The solicitation seeks qualified consultants and firms with expertise in transportation planning, transportation engineering, traffic engineering, and public involvement to conduct a comprehensive study. The RFQ was open from March 4, 2022, at 7:00 AM EST to April 8, 2022, at 4:00 PM EDT, allowing potential respondents approximately one month to submit their qualifications. The primary objective is to develop a cost-effective approach for implementing noise reduction measures, such as quiet zones or alternative methods, along the New Canaan Branch Line of the Metro-North Railroad.
The project will be funded by the Connecticut Department of Transportation, with the goal of reducing environmental impacts for residents and businesses near railway-highway grade crossings while simultaneously improving safety. The solicitation is open to all vendors, with no specific set-asides or restrictions mentioned. Payment terms are listed as "Vendor Specified," and no estimated total contract value is provided. The selection process appears to be qualifications-based, focusing on the technical expertise and experience of potential consultants in developing comprehensive and cost-effective noise reduction strategies. Interested parties can find the complete Request for Proposals (RFP) on the WestCOG website and can direct any inquiries to Cricket Carpenter at the organization's Sandy Hook office.
