Continuous Lower Energy, Emissions and Noise (CLEEN) III Program (2020-2025)

693KA9-20-R-00003

Questions and Answers

Question 1: We have reviewed the SIR for CLEEN III, 693KA9-20-R-00003, and respectfully request an extension of the proposal due date from 3/20/2020 to 4/10/2020.

Due to the additional scope, safety requirements and complexity associated with our proposed experimental prototype flight demonstrations, we require sufficient lead time to obtain requisite pricing and cost match commitments.

We urge you to consider granting this extension with the understanding that without it, we are at a high risk of not meeting the FAA’s requested date.

Answer 1: Technical proposals must be submitted by the current proposal due date of NLT 2:00 p.m. ET March 20, 2020. However, Cost proposals must be submitted NLT 2:00 p.m. ET, March 30, 2020. Please refer to Amendment 0001, updated section 9.1 and 9.10 tables.

Question 2: Proposal Deadline Extension. We respectfully request that the FAA extend the due date for CLEEN III proposals until Friday, April 10, 2020. This date will provide submitters with forty-five days to complete the proposals from the new posting. We do wish to take the opportunity to mention that CLEEN I and CLEEN II allowed ninety days for proposal submissions. We have been working the proposals to the extent we can since the first draft posting, but these proposals require time to prepare, and some steps cannot occur until the formal posting is released. This is especially true given that we and other submitters will be teaming with small businesses, aerospace manufacturers and foreign industry leaders on the CLEEN proposals which will require time to finalize teaming agreements and necessary approvals. Further, as a large organization, we have certain intercompany procedures and approvals which could not launch until receipt of an official solicitation on February

25. As many other responders to this request are also large organizations, they will have similar limitations and difficulties with completing proposals by the proposal due date. These limitations in conjunction with a short period of time to prepare proposals will limit the opportunity for collaboration among organizations which has historically been a principal benefit of the CLEEN Program.

Question 3: Updated Timeline Request. Given the late release of the proposal solicitation, we request an updated timeline schedule with respect to proposal, evaluation, selection, awards, and program kick-off.

Answer 3: Please refer to Amendment 0001, updated Milestone table for Section 9.10 which reflects the cost proposal extension and updated milestone schedule(s).

Question 4: In Section 9.1 (b) of the SIR (693KA9-20-R-00003) it states, “The FAA will not accept any submission made by facsimile, telex, telegraph, electronic mail, or similar devices.”

It also states in Section 9.11 that the Vendors must furnish proposals in the versions required below:

• Volume 1 – Technical/Management Proposal- Electronic: Adobe PDF

• Volume 2 – Pricing/Business Proposal - Electronic: Adobe PDF

We have two questions:

1) Based on the above requirement, Is this an acceptable method for delivery of the Proposal Volumes?

o Save an Electronic: Adobe PDF file to a Compact Disk (CD) for each Proposal Volume and sent via postal mail.

2) Does the FAA want a hard copy of each volume sent along with the CD?

Answer 4: Offerors must not submit a hard copy proposal. Offerors must submit their proposals via electronic mail only. Please ensure to send the proposals via email to Ryan Battad at email:

ryan.m.battad@faa.gov, with a courtesy copy to Tia Belton at email: tia.l.belton@faa.gov. Interested

Offerors must submit in their email the number of emails being sent, so that the Contracting Office can confirm. Please refer to Amendment 0001, updated section 9.1 (b).

Question 5: We would like to submit a question about the FAA CLEEN proposal submission due March 20: how should we submit our proposal? Via email attachment to you two, some other way?

Answer 5: Offerors must not submit a hard copy proposal. Offerors must submit their proposals via ryan.m.battad@faa.gov, with a courtesy copy to Tia Belton at email: tia.l.belton@faa.gov. Interested

Offerors must submit in their email the number of emails being sent, so that the Contracting Office can confirm. Please refer to Amendment 0001, updated section 9.1 (b).

Question 6: What is the process for Offeror to submit its proposal? Page 21 of the Final SIR states in which manner proposals will not be accepted, but does not state the proper method for submittal of a proposal.

Answer 6: Offerors must not submit a hard copy proposal.

Question 7: We request an extension to submit our technical and business proposal until 15 April 2020. Due to the magnitude and scope of the project and the rigor required of the vendor's technical and programmatic teams, we require additional time in order to ensure the highest fidelity is appropriately allocated to the Phase III of the CLEEN program proposal effort.

Answer 7: Technical proposals must be submitted by the current proposal due date of NLT 2:00 p.m. ET March 20, 2020. However, Cost proposals must be submitted NLT 2:00 p.m. ET, March 30, 2020. Please refer to Amendment 0001 section 9.1 and 9.10 tables.

Question 8: On pages 29-30 of the Final SIR, the request for Sections 1 and 2 of the Cost Volume is unclear. Assumptions, cost details, and facility requirements are rolled into the entire cost share recommendation as those are all determining factors in what is requested from FAA and what we contribute. We fully intend to submit the assumptions, cost details, and profile for the entire workscope with a desired funding profile for both FAA and us at the work element level (and this can be further clarified at time of award).

Answer 8: Offeror's must provide all required information requested in Volume 2 – Pricing/Business

Proposal, Section 9.11, of the SIR, that will allow the FAA to fully understand and evaluate the Offeror's

Pricing/Business proposal.
