About this file

This document is Amendment No. 1 to a Department of Transportation (DOT) Lenel Brand Name Justification / Special Notice for contract No. 693JK426Q500001. The amendment clarifies that the procurement is not yet at the solicitation stage and is not requesting proposals for Lenel-brand security system support services. DOT is seeking input on potentially changing the NAICS Code from 561621 to 541519, and is inviting interested firms, especially small businesses, to submit Statements of Qualifications and provide feedback on the NAICS Code appropriateness by 11:30 PM EDT on October 22, 2025.

The amendment specifically encourages firms, both those with and without Lenel security system experience, to privately explain to DOT why they believe either NAICS Code 541519 or 561621 is more appropriate for this procurement. Interested firms are invited to identify themselves as small businesses under NAICS Code 541519 and provide rationale for the code change via email to the specified DOT email addresses by the October 22, 2025 deadline. The document is signed by James H. Mowery III, Contracting Officer, and dated October 10, 2025.

Amendment No. 1

To

DOT’s Lenel-Brand-Name-Justification / Special Notice

No. 693JK426Q500001

This Amendment No. 1, to the subject procurement’s originally-published-on-October 8th Lenel Brand

Name Justification / Special Notice, does the following:

A. Repeats and re-emphasizes the fact that the subject Notice has not yet reached a

Solicitation-stage and accordingly is not requesting or inviting any submission of: (a) actual

Proposals for contractor-support-services for DOT’s Lenel-brand security-system; nor (b) actual Proposals for any other-than-Lenel brand of security-system; AND

B. Repeats and re-emphasizes the fact that the subject Notice is still allowing interested firms, who do not provide support-services for Lenel-brand-security-systems, to submit

Statements of Qualifications to all of the subject Notice’s specified DOT e-mail addresses, by 11:30 PM EDT October 22, 2025; and

C. Discloses the new fact that DOT now sees a need to consider the question of whether the subject Notice’s originally-specified-on-October-8th NAICS Code (561621) can be and should be changed to NAICS Code 541519; AND

D. Accordingly invites interested firms—and especially invites interested Lenel-security-system support-service-contractor-firms that qualify as a small business under NAICS Code

541519—to privately identify themselves as being interested in this procurement and as being small businesses under NAICS Code 541519, via an e-mail to be sent by each such firm to all of the subject Notice’s specified DOT e-mail addresses by 11:30 PM EDT October 22, 2025. And all such interested firms are further invited to privately-explain to DOT, by 11:30

PM EDT October 22nd, 2025, why they believe that 541519 is a more-appropriate NAICS

Code, for this procurement, than is NAICS Code 561621; AND

E. Invites all interested firms—regardless of their Lenel-affiliation or their non-Lenel-affiliation—to privately explain, to DOT, by 11:30 PM EDT October 22, 2025, why they believe that 561621 is a more-appropriate NAICS Code, for the subject procurement, than is

541519.

This Amendment No. 1 adds no further information to the subject procurement’s originally-published-on-October-8th Lenel Brand Name Justification / Special Notice.
