About this file

This Sole Source Special Notice details the Department of Transportation's (DOT) intent to award a $28,500 purchase order to Strategic Medical Research and Training, Inc. (SMRT) for a customized two-day Tactical Emergency Casualty Care (TECC) training course for the Protective Service Division (PSD). The training is specifically designed to enhance the medical readiness of agents responsible for protecting the DOT Secretary, featuring highly specialized emergency medical techniques including CPR/AED certification, Stop the Bleed training, and immersive scenarios using professional actors that simulate direct attacks on the principal.

SMRT is positioned as the sole vendor capable of delivering this training due to their proprietary training methodology, which includes use of patented trauma simulation technology, realistic bleeding mannequins, and training packages derived from US Special Operations Command's Tactical Combat Casualty Care protocols. The training aims to prepare PSD agents to provide life-saving emergency care in high-risk environments before professional medical personnel can intervene. Interested alternative vendors may submit a Statement of Qualifications by 11:30 PM Eastern Daylight Time on June 8th, 2025, to prove they can match SMRT's specialized training capabilities.

This document is not a Solicitation. This is instead a SOLE SOURCE SPECIAL NOTICE in support of the

U. S. Department of Transportation’s (DOT’s) contemplated awarding-----to Strategic Medical Research and

Training, Inc.(SMRT)----- of a Purchase Order under which SMRT will conduct Tactical Emergency Casualty

Care training for a Protective Service Division (PSD). That needed training course is a custom course designed specifically to meet the needs of PSD. All SA's will be certified or re-certified in Tactical Combat Casualty Care

(TCCC), CPR, and Stop the Bleed. The unique environment in which the PSD operates requires SA's to be able to provide emergency casualty care to the DOT Secretary and to others in the event of an incident/accident.

Further details are given below.

1. IDENTIFICATION OF THE REQUIRING ACTIVITY AND CONTRACTING ACTIVITY

AGENCY (REQUIRING ACTIVITY)

Department of Transportation

(DOT) Office of the Secretary (OST)

Departmental Office of Intelligence, Security and Emergency Response

(S-60)

CONTRACTING ACTIVITY

U.S. Department of Transportation/OST

Acquisition Services Division, M-63

1200 New Jersey Avenue, SE

Washington, DC 20590

2. NATURE/DESCRIPTION OF THE ACTION BEING APPROVED

The Department of Transportation’s (DOT), Office of the Secretary (OST), Departmental Office of

Intelligence, Security and Emergency Response (S-60) has approved the Tactical Emergency Casualty

Care (TECC) training to enhance the operational readiness of personnel responding to high-risk incidents. This training aligns with the core goals of TECC, which include balancing threat levels with civilian medical protocols, addressing population-specific needs, and working within the constraints of available equipment and resources. The program provides a structured framework for civilian medical response that prioritizes a calculated risk-benefit approach, guides the management of preventable deaths at or near the point of injury, and aims to reduce provider risk while optimizing patient outcomes in atypical emergency scenarios.

3. DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEED

The Protective Service Division (PSD) responsible for safeguarding the Secretary of

Transportation operates in high-risk environments where immediate, life-saving action may be required before professional medical personnel can intervene. To meet this critical need, the PSD must be equipped with specialized training that goes far beyond standard emergency medical response. The services provided by Strategic Medical Research & Training (SMRT) are uniquely suited to address this requirement. Their training integrates advanced emergency medicine techniques with highly realistic simulations, including the use of professional actors and scenarios that replicate direct attacks on the principal. This immersive approach not only enhances situational awareness but also reinforces the application of trauma care while simultaneously managing vehicle evacuation and emergency driving adjustments. The course provides PSD

Agents with a two-year CPR/AED certification, fulfilling a mandatory requirement, and includes

Stop the Bleed certification—an essential skill for handling life-threatening hemorrhages. SMRT has specifically designed, tested, and tailored this two-day course around USDOT’s PSD movements and protocols, making it a foundational component of the PSD medical readiness program. In a real-world attack scenario, the ability of PSD to stabilize and transport the Secretary to medical care could mean the difference between life and death.

4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION

In accordance with Federal Acquisition Regulation Part 6 (FAR 6.302-1), I hereby determine that the delivery of customized training courses on Tactical Emergency Casualty Care (TECC) is available from one source, and competition is precluded for the reasons indicated below. There are no substitutes available.

5. STATEMENT DEMONSTRATING THE UNIQUE QUALIFICATIONS OF THE PROPOSED

CONTRACTOR OR THE NATURE OF THE ACTION REQUIRING THE USE OF THE

AUTHORITY

SMRT possesses unique qualifications that make them the only vendor capable of delivering the level of

Tactical Emergency Casualty Care (TECC) training required for the Department of Transportation’s

Protective Service Division (PSD). Unlike other vendors that offer generic, off-the-shelf medical training often led by local or volunteer EMTs with limited law enforcement experience, SMRT has developed a fully customized curriculum specifically aligned with cabinet-level executive protection operations. The company will collaborate closely with our team to build scenarios based on real-world threats faced by

PSD, ensuring both TECC certification standards and operational relevance are met. Their flexibility and subject-matter expertise allow them to tailor the course structure around our job responsibilities while incorporating mission-critical certifications such as CPR and Stop the Bleed—eliminating the need for separate, redundant trainings. Additionally, SMRT will maintain instructor certifications for our team members, empowering us to teach relevant sections of the course internally, which not only enhances credibility among agents but results in significant cost savings to the agency—approximately $1,000 per course. The use of high-fidelity training aids, including realistic bleeding mannequins and professional-grade moulage, further reinforces key skills in high-stress, combat-realistic scenarios. Given this level of operational customization, subject matter integration, and law enforcement-specific realism, no other vendor is positioned to provide equivalent training. SMRT’s continued engagement is not only justified but essential for maintaining the mission readiness and survivability capabilities of the Secretary’s protection detail.

SMRT provides certification of medical training and proficiency in medical devices through an interactive, hands-on training methodology. SMRT employs live actors and custom trauma simulation to deliver the training requested. SMRT is the only custom simulation manufacture who also provides certification training to PSD teams with the past performance of multiple courses taught and DOT PSD Assistant

Special Agent in Charge (ASAIC) approved curriculum. SMRT employs the use of patented Full Body hemorrhage trainer Trauma Table to deliver interactive training to DOT PSD agents in accordance with the prescribed DOT PSD training schedule. This technology, which is proprietary to SMRT, allows DOT PSD personnel to receive the full trauma training in a fraction of the time (two full days) meeting the demanding scheduling requirements of the DOT PSD organization. In short, SMRT gives more training in less time saving the DOT PSD time and money. SMRT employs the current state of the art simulation training packages fielded by the US Special Operations Command (USSCOM) in the USSCOM Tactical Combat

Casualty Care (TCCC) Level III Kit, to train DOT PSD on the vast array of tactical, blunt, blast and burn injuries required to address evolving threats which DOT-Secretary-level PSDs teams may face. This training system is proprietary to SMRT and unavailable to other training groups.
