About this file

This document is a Sole Source Special Notice issued by the Department of Transportation (DOT) to justify a non-competitive contract award to Pleva, Inc. for replacing outdated Keywatcher systems. The total estimated contract value is $27,995.55, and the procurement is for new Morse Watchmans key control and security management systems for the Office of Information and Asset Management. DOT has determined that Pleva, Inc. is the only vendor in the Mid-Atlantic region factory-trained and certified to sell, install, and program these specific systems, which feature unique capabilities like KeyAnywhere and KeyFind technologies designed for automotive fleet management applications.

The document outlines that the Morse Watchmans system meets DOT's IT security protocols, has been previously approved by the Office of the Chief Information Officer, and complies with current security standards. Potential alternative vendors are invited to submit a Statement of Qualifications by 11:45 PM Eastern Daylight Time on July 13th, 2025, to james.mowery@dot.gov, Christine.Frazier@dot.gov, and Jeffey.Baxter@dot.gov if they believe they can perform the project at the required high quality level. The sole-source justification is based on the system's unique integration capabilities and Pleva, Inc.'s exclusive regional certification for this specific equipment.

This document is NOT a Solicitation, but is instead a SOLE-SOURCE-Special

Notice.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY

Office of the Secretary (OST)

Acquisitions Services Division

1200 New Jersey Avenue, SE

Washington, DC 20590

2. DESCRIPTION OF SOLE-SOURCE AWARD HERE CONTEMPLATED

The rationale and authorization for utilizing non-competitive procedures to grant a sole-source contract to Pleva, Inc are warranted due to no other vendor is factory trained or certified to sell, install or program Morse Watchmans equipment at this time. This region includes the entire states of Maryland, Virginia and the District of Columbia.

3. DESCRIPTION OF SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

The Office of Information and Asset Management (OFIAM) within the Department of

Transportation (DOT) is in need of replacement of the outdated Keywatcher systems originally purchased in 2010. The newer models include a color touchscreen, new administrative features

(such as automated transaction collection and automated reporting) and enterprise-style server software.

The total estimated contract value is $27,995.55.

4. IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER

THEN FULL AND OPEN COMPETITION

The statutory authority for the proposed contract with Contractor Pleva, Inc is 41 U.S.C.

253(c)(1) as implemented by FAR 6.302-1(a), which states that an executive agency may use procedures other than competitive procedures only—(2) ‘When the supplies or services required by the agency are available from only one responsible source… and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.’

5. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF

THE AUTHORITYCITED

The Department of Transportation (DOT) has identified Pleva Inc. as the only vendor within the

Mid-Atlantic region that is factory-trained and certified to sell, install, and program Morse

Watchmans equipment. Pleva Inc. is uniquely qualified to provide the new system required by

DOT within the critical timeframe necessary to address current operational needs.

The Morse Watchmans system complies with all current security and safety standards and meets

DOT’s IT security protocols. This system has also been previously reviewed and approved by

DOT’s Office of the Chief Information Officer (OCIO) through the established IT Spend Plan process.

The uniqueness of this system is that; the key control and security management systems have the ability to be integrated with access control and other physical security systems or use them as standalone systems. Their industry-first features such as KeyAnywhere and

KeyFind are essential tools to secure and safeguard keys. The systems engineering supports connectivity to secure internal systems without impacting the security protocols of DOT’s internal systems. The Morse Watchman system is the industry’s only key control software and system designed for automotive fleet management applications.

Accordingly, a sole-source award to Pleva Inc. is justified based on the fact that DOT has determined that the Morse Watchmans system is the only system that will meet DOT’s unique key control and security management needs, and Pleva Inc is the only vendor within the Mid-

Atlantic region that is factory-trained and certified to sell, install, and program Morse

Watchmans equipment.

OR WILL BE PUBLICIZED AS REQUIRED BY FAR SUBPART 5.2 AND, IF NOT,

WHICH EXCEPTION UNDER FAR 5.202 APPLIES

This published Sole Source Special Notice is DOT’s effort to obtain competition.

7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE:

This procurement’s cognizant DOT contracting officer and sponsoring DOT program office have each reviewed the pricing proposed by Pleva for this project, and have found nothing objectionable. Moreover, each invoice submitted by the Contractor during the performance of any resulting contract awarded to Pleva will be scrutinized for allowability, allocability, and reasonableness of billed costs in accordance with FAR Part 31. These procedures will ensure that the anticipated cost to the Government is fair and reasonable.

8. A DESCRIPTION OF MARKET RESEARCH CONDUCTED AND THE RESULTS

OR A STATEMENT OF THE REASON THAT MARKET RESEARCH WAS NOT

CONDUCTED:

This published Sole Source Special Notice constitutes DOT’s Market Research for the project described herein.

OPEN COMPETITION:

None at this time

10. A LIST OF SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN INTEREST

IN THE ACQUISITION

Pleva—and no other firm.

11. A STATEMENT OF THE ACTIONS IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY

SUBSEQUENT ACQUISITION FOR THESE SERVICES:

This procurement’s cognizant DOT contracting officer and sponsoring program office know of no such barriers to competition—other than ones resulting from currently-prevailing free-market-conditions beyond the control of the Department. Moreover, it is anticipated that some DOT contracting officer would publish a Notice similar to this one in support of any future procurement for services similar to those described in this current Sole Source Special Notice.

Any entity (other than Pleva) which believes that it is fully-capable of quickly performing the project described herein, at the very high level of quality indispensable to DOT, may attempt to prove that point by submitting a Statement of Qualifications for receipt by james.mowery@dot.gov and Christine.Frazier@dot.gov and Jeffey.Baxter@dot.gov not later than 11:45 PM Eastern Daylight Time July 13th, 2025.
