About this file

This is a Solicitation/Contract/Order for Commercial Items (Standard Form 1449) issued by the U.S. Department of Transportation's Office of the Secretary for a small business set-aside Request for Quotations (RFQ). The procurement seeks to acquire one (1) Loading-Dock Smiths Detection X-Ray Machine for the Department of Transportation, including delivery, compatible software, roller table, installation, maintenance, accessories, warranty, and removal of the existing X-Ray system.

The RFQ is specifically targeted at small businesses (fewer than 1,250 employees) who are authorized Smiths Detection X-Ray equipment resellers. The base contract period is from September 29, 2025, through September 28, 2026, with four additional option years for maintenance. Proposals must be submitted via email to multiple DOT contacts by 11:00 PM Eastern Time on the fifth calendar day after publication. The contract will be awarded to the lowest-priced, technically acceptable offeror, with pricing required for the base year and each option year. The NAICS code is 334517, and the procurement has been brand-name justified for Smiths Detection X-Ray equipment only.

The NAICS Code for this SMALL-business set-aside procurement is 334517. The small business size-standard associated with NAICS Code 334517 is any company having fewer than 1,250 employees.

Accordingly, only SMALL-businesses (having fewer than 1,250 employees), who are AUTHORIZED re-sellers of Smiths Detection X-Ray equipment, are eligible to compete in this procurement.

It is estimated that the resulting contract's

BASE-Period will run from September 29, 2025 through September 28, 2026. And the resulting contract will also have four OPTION-Years, the

FIRST of which will begin on September 29, 2026, with each SUCCEEDING Option Year to begin on a succeeding September 29th.

It is anticipated that each of the resulting contract's Option-Years will include MAINTENANCE, as mentioned in this RFQ's attached Statement of

Work.

Each Quoter SHALL include, in its Quotation, a proposed total FIXED-Price for only the BASE Year of this RFQ's resulting contract, and shall ALSO include a separate total proposed FIXED-Price for each of the resulting contract's four separate

OPTION-Years.

Each offeror's proposed total FIXED-price, for each separate project-year of this RFQ's resulting contract, shall include FULLY-INSURED

SHIPMENT of all items of equipment and all parts, F.O.B. Destination, to DOT's Office of Security located at DOT's headquarters at 1200 New Jersey

Avenue, S.E., Washington, D. C. 20590. Such insurance shall insure all shipments against all damage, all loss, and all other peril.

Each Quotation (proposal) submitted in response to this RFQ shall be E-MAILED simultaneously to james.mowery@dot.gov and to hank.clyatt@dot.gov and to nimrod.stephens@dot.gov and to avi.lopin@dot.gov.

Therefore, it is important that each

INITIALLY-submitted proposal FULLY address the requirements stated in this RFQ.

DOT also reserves the right, at its sole discretion, to obtain clarifications from any offeror whose technical acceptability DOT finds is in doubt. But offerors are cautioned NOT to

ASSUME that DOT will ever give them any opportunity to provide any clarifications.

DOT plans to award this RFQ's resulting contract to the lowest-totally-priced-technically-acceptable offeror. "Technically acceptable" means that the offeror's proposal clearly DEMONSTRATES that it meets ALL of the requirements of this

RFQ----INCLUDING the requirements in this RFQ's attached Statement of Work----at the high level of quality and dependability indispensable to DOT.

Each Quotation (proposal) submitted in response to this RFQ must be organized into, and must include all of, the following Sections:
